MISSION:
The purpose of the Bicycle Advisory Committee (BAC) is to provide oversight and policy
direction on matters related to bicycle transportation in San Luis Obispo and its relationship to
bicycling outside the City.
ROLL CALL:
Present: Jim Woolf (Chair), Howard Weisenthal (Vice Chair), Chris Black, Lea Brooks, Peter
Deragon, Catherine Machado, and Arlene Winn.
Staff: Peggy Mandeville, Daryl Grigsby, Phil Dunsmore
PUBLIC COMMENT:
There was no public comment.
MINUTES: November 21, 2013
CM Brooks noted that Wingate Homes would be creating a packet promoting recreational and
transportation bike riding; it hasn’t happened yet.
Action: CM Weisenthal moved to approve the minutes as amended. CM Deragon seconded
the motion. The motion passed unanimously.
PRESENTATION ITEMS:
1. Measure Y/Sales Tax Funding
Daryl Grigsby, Public Works Director, made a presentation outlining the details of Measure Y
funding and the essential services it provides. Highlights included:
• Fundamentals/scope of Measure Y
• Projects and services
• Council budget process
• Accountability provisions, e.g. street maintenance, traffic management, public safety
• Capital Improvement Projects
• 2013-15 Financial Plan
He noted that Council would consider Local Revenue Measure Advisory Committee
recommendations on Measure Y at their July meeting.
CM Brooks noted that the Local Revenue Measure Advisory Committee had met and
recommended the extension of the sales tax measure for eight years.

Bicycle Advisory Committee

Thursday, January 16, 2014 at 7:00 pm
ACTION ITEMS:
2. Airport Area Specific Plan Amendments (AASP) – Chevron, applicant
Phil Dunsmore, Senior Planner, gave an overview of the Airport Area Specific Plan (AASP)
amendments proposed by Chevron. He discussed project remediation and site restoration
plans, and the requested project entitlements.
There was general Committee discussion on the limits of contamination.
Mr. Dunsmore outlined the Bike Plan and Trail alignments and the Final EIR mitigation for
maintaining bikeway connectivity. He also discussed the multi-lane roundabout features and
safety benefits.
There was Committee discussion on the proposed facilities.
Mr. Dunsmore reported that the EIR was on track to be certified by the City Council in May. He
requested the Committee endorse the proposed area bicycle plan and recommend that the
Planning Commission forward this recommendation to the City Council.
James Park, resident, was concerned about potential conflicts among bicycles, vehicles, and
airplanes in the area and the ability to safely cross four lanes of traffic.
Myron Amerine, resident, discussed the concept of multi-lane traffic circles and extending lane
delineators for bicycles.
CM Brooks moved to endorse the project mitigation plan and the proposed bikeway circulation
amendments to the AASP, with the following additions:
• Provide flexibility of transportation mitigation required under cumulative impacts to
accommodate all users.
• Establish City monitoring and enforcement of trip reduction plans.
CM Deragon seconded the motion. The motion passed unanimously.
DISCUSSION ITEMS:
Agenda Item # 3: Committee Items
1. Way-Finding Signage Sub-Committee Report
CM Woolf gave a status report.
2. Bicycle Mode Share Sub-Committee Report
CM Brooks gave a status report and distributed materials pertaining to the Palo Alto
transportation study/survey. She discussed the study and asked the Committee to submit any
comments to her after review.
Agenda Item # 4: Staff Items
Ms. Mandeville discussed the following:
• New BAC agenda template
• Railroad Safety Trail and Bob Jones Trail Updates
RRST/Taft/Pepper initial cost estimates are high
Bob Jones trail work is complete, project waiting for the bridge delivery
• Tribune article on the SLO City bicycle collision rate
• Advisory body recruitment
• SLOCOG bicycle and pedestrian improvement requests
ADJOURN
Action: CM Deragon moved to adjourn the meeting at 8:55 p.m. to the next regular meeting of
March 20, 2014.
CM Weisenthal seconded the motion.
The motion passed unanimously.
