Dear Mayor and City Council members,
As a side effect of our recent involvement with the ARC and Planning commissions regarding the Monterey Hotel proposal, we have
had the fortune to come into contact with residents of other neighborhoods who are struggling with issues related to the deteriorating
condition of rental units near their homes. These are frequently houses that were previously owner occupied but which have since
become income generating businesses. Problems include deteriorating infrastructure potentially raising safety concerns, poor upkeep
related to renters' lack of stake in the process and /or inability or unwillingness to persuade owners to take action, and behavioral issues
associated with overcrowded units inhabited by students. We have friends in these neighborhoods and have witnessed these
conditions first -hand.
The Rental Inspection Program seems to us to be an obvious, common -sense approach to the problem, and would be a big step
forward in the process of improving the quality of life of the residents, both owners and renters, in these neighborhoods. Those
opposed to this program would seem to have an inherent conflict of interest, and to our perspective are exhibiting a narrow focus on
near -term profits at the expense of the long term viability of the areas in which their properties are located. We would urge the council
to seriously consider this proposal and resist the lobbying efforts of those moneyed interests that seem to have little stake in the health
and well -being of the neighborhoods of our fair city.
