I have reviewed the staff report and find the notion of additional property inspections - particularly interior inspections - to be overly and overtly intrusive. I do not understand how a RHIP will be implemented in the R -1 zone? How will the City determine which residence(s) are not owner or partially owner occupied? I wonder how residents of the R -1 neighborhoods such as Ferrini Heights, San Luis Drive and upper Johnson Ave will welcome these inspections? Or are they exempt because they are assumed not to be rented or partially rented? Interior inspections are anathema. They will certainly not be appreciated, will be highly resented and likely resisted by all means available. Merely being identified as a renter is not in my opinion sufficient rational to warrant an interior inspection. An apartment is a home! Option #2 - targeting all renters in the R1 & R2 zones for interior inspections seems clearly prejudicial. Is this where our City wants to go and how we want our City to be perceived? San Luis Obispo is better and more creative than such a "Big Brother" approach as interior inspections. Do we really want to double down on the inspection approach and create resentment among our residents. The staff report examines statistics about what has happened but doesn't explore why these things are occurring? I encourage the City to look at root causes before jumping into intrusive inspection problems to address the symptoms. I ask - are a relatively few people using the City Government as a shield from their own inability or unwillingness to meet and discuss matters with their neighboring property owners and /or residents?
