I must admit I was aghast. This seems wrong on so many levels. It will further increase the cost to renters, owners, and most of all, seems a violation of property owners and occupants rights. Will a warrant be required? Will an inspection require probable cause? Do the occupants and owners have constitutional rights against these searches for violations? Will the R -3 and R -4 property owners be inspected? They could certainly have violations. Let me end by saying this is a bad idea that appears to be way over reaching and likely illegal if not unconstitutional.
