Dear Mayor Marx and City Council Members:
Listed on the "Consent Agenda" for tonight's City Council meeting is an item to continue to fund Johnson
Aviation
to work to support the LUCE -2035 and the override of the ALUC.
From previous communication, you are all aware that I find that the LUCE -2035 plan deficient and myopic in
many areas. You also know that I disapprove of the ALUC override action.
In the report for tonight it states:
"Johnson Aviation Agreement Amendment # 5 Page 2
Airport Land Use Plan Update
The ALUC is in the process of updating the Airport Land Use Plan. The City continues in its
efforts to work with the ALUC in an open and collaborative manner based on factual
information, realistic airport operations scenarios, and technically supported standards. Staff
continues to rely on Johnson Aviation's technical expertise to evaluate proposed assumptions
used for noise modeling purposes. Johnson Aviation is currently assisting staff with ongoing
efforts to work with the ALUC to base noise modeling scenarios used in the ALUP update on
realistic airport operations assumptions consistent with the Airport Master Plan."
As I have stated before, please make sure that the statistics of Johnson Aviation, for the noise and fumes
from the planes, are matched with the noise and the fumes from the four lane -truck highway, Prado Road
and other roads in this development driven plan.
In the LUCE -2035 document, the cumulative impacts of Prado Road, a four -lane truck highway, with round -
a- bouts, were not analyzed appropriately. If you stand next to Los Osos Valley Road in the areas where it is
four -lanes and /or Broad Street where it is four - lanes, you will be able to realize what I am talking about.
Prado Road is in the updated LUCE -2035 plan as a four -lane truck highway from Madonna Road to Broad
Street.
If Prado Road is indeed going to be the proverbial lifeline for the planned residential and commercial
developments, then it should be studied with transparency so that developers understand what they can
and cannot build to be legal in the eyes of Caltrans and the airport regulatory agencies and what they need
to pay for.

safety of future residents.
