HomeMy WebLinkAbout9-25-2014 bac minutes MISSION: The purpose of the Bicycle Advisory Committee (BAC) is to provide oversight and policy direction on matters related to bicycle transportation in San Luis Obispo and its relationship to bicycling outside the City. ROLL CALL: Vice Chair Weisenthal called the meeting to order at 7 p.m. Present: Howard Weisenthal (Vice Chair), Lea Brooks, Peter Deragon, Paula Huddleston, Catherine Machado, and Arlene Winn. Absent: Jim Woolf Staff: Kevin Christian, Peggy Mandeville PUBLIC COMMENT: Mila Vujovich La Barre spoke about the Prado Road alignment contained in the Land Use and Circulation Element (LUCE) update. She favors an alignment to Tank Farm Road rather than the Broad Street alignment. She stated that her proposed roadway alignment would allow for a more preferable Class I bike path through open space rather than parallel and adjacent to Prado Road. She requested an EIR be prepared. She provided handouts to the Committee which are attached to these meeting minutes for reference. MINUTES: July 17, 2014 Action: CM Brooks moved to approve the minutes as submitted. CM Huddleston seconded the motion. The motion passed unanimously. PRESENTATION ITEMS: Agenda Item # 1: East/West Bikeway Connection – Eugene Jud Eugene Jud presented his idea for an east/west bikeway connection. He provided pictures of the Garcia Farmhouse and the Acacia Creek, both near the presented bikeway alignment. Public Comment: Myron Amerine, resident, felt that should the pathway proposed by Mr. Jud be created, the easement should be 25 feet wide. Ms. Vujovich La Barre discussed the reduced development alternative in the LUCE update. Agenda Item # 2: Bicycle Transportation Plan Implementation Action Review Staff briefly introduced the goal-setting process and its relationship to a review of the Bicycle Transportation Plan’s Implementation Actions. Staff presented a listing of the Implementation Actions (Attachment 3 of the agenda) highlighted to show items that are on track for their action Minutes Bicycle Advisory Committee Council Hearing Room, City Hall, 990 Palm Street, San Luis Obispo Thursday, September 25, 2014 at 7:00 pm due dates and items the BAC might want to consider as part of their two-year fiscal cycle budget goal-setting recommendations. CM Huddleston suggested that overall bicycle safety be a focus for efforts to get people riding and to foster more bicycle education and awareness. ACTION ITEMS: Agenda Item # 3: City Budget Goals, Craft BAC Recommendations Staff discussed the process for drafting goals and submitting them for Council consideration in the next budget cycle. Public Comment: Jonathan Roberts, resident, notified the Committee of the crossing issues families are having at the Foothill/Ferrini intersection and requested support for improvements such as those identified in the Bicycle Transportation Plan. Myron Amerine, resident, felt this pedestrian crossing and safe route to school should be a Committee priority and encouraged the Committee to think in a larger, more inclusive scope. CM Machado discussed alternative routes supported by the Bicycle Transportation Plan that could be established through this neighborhood. After Committee discussion the following draft goals were agreed upon:  Railroad Safety Trail - Taft to Train Station  Bob Jones Trail Grade separated crossing at LOVR  Foothill/Ferrini crossing enhancement  Maintain staffing and increase as City’s fiscal health improves  Some lower-cost bike projects, e.g. bike boulevards  Misc. bicycle facility improvements  Maintain bikeways, including weed control  Bicyclist awareness (education for both bicyclists and motorists) CM Brooks moved to recommend that staff finalize language regarding the stated draft goals and distribute. CM Winn seconded the motion. The motion passed unanimously. Due to the lateness of the hour, the Committee agreed to continue the second Action Item and all of the Discussion items to the next regular meeting. ADJOURN: CM Deragon moved to adjourn the meeting at 9:10 p.m. to the next regular meeting of November 20, 2014. CM Machado seconded the motion. The motion passed unanimously.
