(LUCE) Update
City Council

Recommendation
1.Adopt a Resolution taking action on ALUC
determination (Attachment 1 has revised dates);
2.Adopt a Resolution approving the LUCE update
(including South Broad Street Area Plan) and
associated changes to other elements
(Attachment 2 has revised dates); and,
3.Introduce Municipal Code amendments to
establish an Airport Overlay and Special Focus
Overlay Zone, and amend Zoning designations
for special focus areas (Attachment 4 has revised
dates).

Tonight’s Hearing
Opportunity for Council to consider feedback from
December 2nd hearing and provide final direction to
staff.

Clarify policy direction raised at December 2nd

Recommend re-opening public hearing for purpose
of considering agenda correspondence

LUCE – remaining issue
Clarify language regarding San Luis Ranch Specific Plan.
Options:
1.Page 104 of LUE:
Provide land and appropriate financial support for
development of a Prado Road connection. Appropriate
land to support road infrastructure identified in the EIR
(overpass or interchange) at this location shall be
dedicated as part of any proposal and any area in excess
of the project’s fair share of this facility shall not be
included as part of the project site area used to calculate
the required 50% open space.
OR
2.Page 102 of LUE:
% of Site: This defines the percent of each site dedicated
to open space (using the gross project site property
ownership).

Recommendations
Recommend that the City Council:
1.Adopt a Resolution taking action on ALUC
determination;
2.Adopt a Resolution approving the LUCE update
