Approve Council Liaison Subcommittee assignments for calendar year 2015 as outlined in 2015 Subcommittee Assignment Roster (Attachment 1). 2. Appoint the Deputy Director of Utilities-Water to serve as the City’s alternate representative to the Paso Robles Groundwater Basin Advisory Committee and recommend that the County Board of Supervisors confirm such appointment. DISCUSSION Council Policies and Procedures and the Advisory Body Handbook prescribe the method of Council Liaison Subcommittee assignments: The Mayor and Vice Mayor shall submit recommendations to the full Council rotating nominations for Council Member Subcommittees, thereby ensuring an opportunity for each member to serve as liaison at least once on each advisory body, when possible. When terms of office do not allow each member to serve once, members with greatest seniority shall have first right of selection. (CP&P 6.1, ABH III, C, 6) As in past years, automatic rotation for all technical and regional committees is not being recommended. The recommended appointments allow for continuity where appropriate as well as permitting Council Members to develop a higher level of expertise for some of the more complex committees. Mayor Marx and Vice Mayor Ashbaugh met on December 15th to review Council Member preferences for serving on liaison subcommittees and regional committees as well as to consider the following message from Council Member Carpenter: “I will have very little extra time to attend or participate in any council member subcommittees this coming year. I have not marked any preferences but realize I will be assigned to several if not many. The Mayor and Vice Mayor should make the recommendation with that knowledge.” Mayor Marx and Vice Mayor Ashbaugh have since made preliminary assignments (Attachment 1) which include assignments for Council Member Carpenter. However, they request that Council as a whole determine whether his opting out of such job duties is appropriate, and if yes, how they should be reassigned among the other Council Members. Although there is no written City policy in this regard, past practice has been that Council Members equally share these assignments. 01/06/15 Appointments Appointments-1 Council Liaison Subcommittee Assignments 2015 Page 2 Paso Robles Groundwater Basin Advisory Committee Council Member Christianson and Vice Mayor Ashbaugh serve as the City’s representative and alternate to the Paso Robles Groundwater Basin Advisory Committee. Over the past year, it was noted that the committee’s agenda does not always contain matters that directly relate to the City’s interests. It is recommended by Council Member Christianson that a City staff member be named as the alternate to this committee. This approach will provide flexibility in ensuring that a Council Member’s time is used for the highest and best use while ensuring the committee can reach a quorum and that the City continues to be represented at these meetings. It is recommended that the Deputy Director of Utilities-Water be selected to serve as the City’s alternate representative. Economic Vitality Corporation In September 2014, the Economic Vitality Corporation amended its bylaws to remove public sector members from the Board of Directors. Instead, the public sector members became Public Sector Liaison Representatives, with no voting rights. Pursuant to this change in status, the Economic Vitality Corporation is listed as a special purpose committee and the Council’s representative and alternate will serve only in a liaison capacity.
