Ken Schwartz 1 SAN LUIS OBISPO CITY GOALS FOR 2015 — 2017 Submitted by: Kenneth E. Schwartz, FAIA 201 Buena Vista, San Luis Obispo Principal Goal: Putting the HEART back into the Urban Center of San Luis Obispo we call "Downtown" Background task*: City Council, Advisory Bodies and Management Staff shall carefully review and understand the economic impacts of Prop 13, then build and enhance the economic engines that respond to those Prop 13 realities; most notably: a. Generate and capture more bed tax revenues; and b. Generate and capture more sales tax revenues 1. Prioritize an aggressive City -financed Cultural Center as envisioned in the City's "Downtown Concept Plan" and construct as follows a. Working cooperatively with the Art Association, raze the existing Art Museum and construct in its place a new and expanded Art Museum according to plans devised by the Art Association and already approved by the City; break ground: Fall, 2015. b. Abandon the surface parking lot adjacent to the History Center and working cooperatively with the History Center, utilize this site to build an expansion to the Center in a manner that preserves the integrity of the existing historic Carnegie Library building yet provides needed space for preserving and storing historic artifacts and records, preparing exhibits, and expanding exhibit space: approve building program Winter 2016; contract for architectural services, Summer 2016, devise financial plan, Winter 2017. c. Convert the Broad -Monterey "dog leg" into a one-way single lane street running from Palm to Broad Street with temporary diagonal parking adjacent to the mission side of Broad Street only. Pavement to match Mission Plaza pavement with Welcome -Entry sign at Palm Street. Implement work as quickly as completion of major construction of projects permits. d. Purchase single family residential property facing Broad Street and hold for future expansion of History Center. e. Re -configure current design plans for City -owned properties within the quadrant between Monterey and Palm Streets and between Nipomo Street and the Latimer Adobe by (1) Re- zoning the parcels to PD, Planned Development and removing any building height restrictions; (2) re -platting site to provide for a new Little Theater with principle facade and entrance facing Monterey Street; and (3) a newly designed parking structure to include a top floor suitable for restaurant use, recreational activity use, office use or any similar commercially leasable uses for which an overview of the City would be desirable; top floor to provide a free public accessible observation area. It is understood the final height and architectural character of this mixed-use "parking structure" will undergo critical review under PD regulations by the PC, ARC, CHC, and the City Council f. Prepare, approve, and implement a comprehensive Landscape Master Plan that includes all public properties and rights of way for this entire segment of Mission Plaza Extended.
