To provide a little information prior to the Meeting, I have attached a copy of two of our Drafts of our Mission and Vision Statements which I will use in my presentation. Recep6ono.MorrisGarrirano, com Draft for Discussion and Approval GM -RJ: 12/05/14 Friends of La Loma Adobe A Non-profit Corporation Mission and Vision Origin Community members passionate about the history of San Luis Obispo, beginning with the founding of the Mission and through the Spanish, Mexican, Californian and early statehood periods, have organized to save the rapidly deteriorating home located at 1590 Lizzie St. This prominent adobe structure and grounds were known early on as La Loma de la Nopalero and its residents were important public figures in the development of the City. Mission Friends of La Loma Adobe was formed in 2014 to raise funds and community support for the restoration, preservation, interpretation and adaptive use of the historic La Loma Adobe and serve as its stewards in partnership with its current owner, the City of San Luis Obispo. Vision The vision of Friends is to oversee the restoration of the adobe and surrounding grounds as to its mid -1800's appearance and use as a residence, while acknowledging the site represents several definable historic eras that allows interpretation of the full range of uses over the years by all of its owners. Expansive period landscaping will be planted for interpretation of horticultural styles and quiet contemplation. A key adaptive use will be an outdoor classroom/workshop facility constructed at the rear of the property to demonstrate how life was lived in the residence during each period. To complement the historic nature of the adobe and its grounds, the planned relocation of the Bowden Ranch trailhead and restroom placement onto the City -owned parcel adjoining the adobe should be sensitively designed and constructed. Site parking would be minimized to allow ample area for interpretative displays and spacious gardens. Instead, with permission, trailhead parking would be primarily located behind the adobe parcel on a parking lot of the adjacent San Luis Coastal School District, with lockable gate access. When restored, the Adobe will serve as an educational center focused on the history and changes in lifestyles during 18th and 19th century California, to be managed by Friends and its volunteer docents. Colored maps and plans will show the different building stages. Viewable rooms will house period furnishings acquired to recreate life in those times. Hands on curriculum, such as adobe brick making, will be developed for 4 1 graders studying the Missions that can be presented by their teachers in the outdoor classroom/workshop. La Loma Adobe will become a centerpiece of the neighborhood, a major link among local adobes, and a living highlight of the City's commitment to its vibrant history. Mission The mission of Friends of La Loma Adobe is to raise funds and community support for the restoration, preservation and use of the historic Adobe and to serve as its stewards in partnership with the City of San Luis Obispo, We also hope to facilitate a working relationship with the San Luis Coastal Unified School District to minimize neighborhood intrusion. Vision Friends of La Loma Adobe is composed of community members passionate about California history beginning with the establishment of the Spanish Mission chain, the Mexican Land Grant period, the Rancho days and early California statehood. This rapidly deteriorating Adobe structure was built in 1782, ten years after Mission San Luis Obispo de Tolosa was founded and was known as La Loma de ]a Nopalera (Sp, small hill of the prickly pear). Its residents were notable public figures that contributed to the development of the City. The vision of Friends is to oversee the restoration of the Adobe and its surrounding grounds, while acknowledging several definable historic eras. This allows interpretation of a full range of uses that took place over the years by its fonner owners. An extensive landscaped garden with period plantings will be installed. At the appropriate time Friends will engage the very highest level of architectural construction companies that specialize in adobe structural restoration to properly restore the Adobe and its grounds. The adjoining City owned Bowden trailhead property should complement the historic nature of area. City planning should include a restroom and parking on the lot adjacent to the San Luis Obispo High School. When the Adobe is restored it will serve as an education center focusing on the history and lifestyle changes that took place during the 18th and 19th centuries in California. Friends' volunteer docents will manage the center, Maps and plans will be on display exhibiting various building stages. Hands on curricular materials will be developed for 4th grade students studying the California Mission period that can be presented by their teachers. Friends will acquire period property to be placed in the Adobe for viewing by students and the public. A key adaptive use will be an outdoor classroom workshop facility constructed at the rear of the property to demonstrate the lifestyle of the residents. There is also a plan to publish a book with images and facts explaining the full history of La Loma Adobe as well as elements of Mission San Luis Obispo de Tolosa. When completed the La Loma Adobe Educational Center will become a major highlight in San Luis Obispo's vibrant history. ### Cultural Heritage Committee Goals FY 2015-2017 The Cultural Heritage Committee requests the City Council consider the following goals: 1. City owned Adobes A. Focus efforts on the preservation and adaptive re -use of the City owned La Loma Adobe on Lizzie Street and work with the Friends of La Loma Adobe to support their efforts in stewarding the fundraising efforts towards the property. The structure is in dire need of a new roof, site maintenance, and exterior work to help avoid the loss of the resource. B. Create a re -use plan and preservation plan for the Rosa Butron Adobe on Dana Street. The structure is in need of a new roof, the removal of non -historic additions, and maintenance of the site to alleviate potential attractive nuisances. Why its important/How to accomplish: A. The La Loma adobe is the most significant residential adobe structure in the City with ties to early California history and regional ties to significant early California families dating back to 1782. Expedite the partnership with the Friends group by completing an MOU and assisting with future plans for the property. Outline efforts that can be completed now within a City CIP. B. The Butron Adobe can be rehabilitated into a significant community asset, utilizing the site and grounds for community events and allowing a caretaker to occupy the residence. Create an adaptive re -use plan for the property and include projects to secure the structure in an upcoming CIP. 2. Historic Preservation Guidelines Integrate/Update the Historic Context Statement with the Historic Preservation Guidelines and update the Community Design Guidelines to include historic preservation standards. Why it's important/How to accomplish: The Historic Preservation Guidelines help guide the development of new projects in historic districts and the treatment of historic properties. The City's Contekt Statement was completed in 2013 and will further refine the development of the both the Historic Preservation Guidelines and Community Design Guidelines. Prioritize completion of these projects in the 2015-2017 budget. Historic Resource Surveys/Historic District Boundaries In alignment with the City's status as a Certified Local Government, continue historic resource survey efforts and examine the boundaries of existing historic districts to determine if amendments are needed. Utilize a CLG grant and matching City funds to assist with this effort. Why it's important/How to accomplish: The City's historic districts are comprised of significant historic structures, some of which have changed over time and some of which have not been surveyed. Other areas of -9- the City such as the Anholm neighborhood contain collections of historic residences that have not been surveyed for inclusion into a district. This effort could be completed with the assistance of a consultant utilizing CLG grant funds end matching City "in-kind" funds. 4. Cultural Heritage "Commission" Explore options for additional collaboration between the Architectural Review Commission and the CHC -or allow the committee to seek Commission status to gain autonomy and to allow final actions to be taken, thereby streamlining and focusing the development review process for historic properties or historic districts. Why it's important/How to accomplish; The overlap between CHC and ARC for the review of projects in historic districts can be problematic due to conflicting views/goals. Additional training opportunities, a mixture of backgrounds for commission/committee members (architectural experts on CHC or Historic experts on ARC) or the ability for the CHC to take final action on proj cots within Historic districts may help. -lo-
