PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA (not to exceed 15
minutes total)
The Council welcomes your input. You may address the Council by completing a speaker slip
and giving it to the City Clerk prior to the meeting. At this time, you may address the Council
on items that are not on the agenda. Time limit is three minutes. State law does not allow the
Council to discuss or take action on issues not on the agenda, except that members of the
Council or staff may briefly respond to statements made or questions posed by persons
exercising their public testimony rights (Gov. Code Sec. 54954.2). Staff may be asked to follow
up on such items.
CONSENT AGENDA
A member of the public may request the Council to pull an item for discussion. Pulled items
shall be heard at the close of the Consent Agenda unless a majority of the Council chooses
another time. The public may comment on any and all items on the Consent Agenda within the
three minute time limit.
C1. WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES
Recommendation
Waive reading of all resolutions and ordinances as appropriate.

C2. ACCEPTANCE OF JACK HOUSE WALLCOVERING DONATION (LICHTIG/
STANWYCK/MUDGETT)
Recommendation
Accept the donation of wallcoverings for installation valued at $9,270 in materials and
donated labor at the Historic Jack House to be donated by the Jack House Committee in
collaboration with the Jack House Foundation and Friends of the Jack House, and
authorize the Mayor to execute a Donation Agreement.
C3. REAL PROPERTY EXCHANGE AGREEMENT AND ENVIRONMENTAL
INDEMNITY AGREEMENT TO DISPOSE OF CITY SURPLUS PROPERTY,
BEING A PORTION OF RAILROAD AVENUE FOR PARCEL MAP SLO
07-0094, 1804 OSOS STREET (GPC/TR 45-07) - RESOLUTION (JOHNSON/
HANNULA/DOSTALEK)
Recommendation
Adopt a Resolution entitled “A Resolution of the City Council of the City of San Luis
Obispo, California, approving the Real Property Exchange Agreement and the
Environmental Indemnity Agreement with the subdividers of Parcel Map SLO 07-0094,
1804 Osos Street, to dispose of City surplus property, being a portion of Railroad Avenue.”
C4. DOWNTOWN RENEWAL PROJECT: HIGUERA STREET – GARDEN TO
BROAD, SPECIFICATION NO. 91320 (GRIGSBY/FRASER)
Recommendation
Award a contract in the amount of $504,450 to Brough Construction, Inc., for
construction of the "Downtown Renewal Project, Specification No. 91320,” and
authorize the Mayor to execute the agreement.
C5. FISCAL YEAR 2015-16 GRANT APPLICATION FOR OFFICE OF TRAFFIC
SAFETY SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (GESELL/
ELLSWORTH)
Recommendation
1. Authorize the Police Department to submit a grant application to the Office of Traffic
Safety for a Fiscal Year 2015-16 Selective Traffic Enforcement Program (STEP) not
to exceed $250,000.
2. If the grant is awarded, authorize the Chief of Police to execute all grant related
documents and authorize the Finance Director to make the necessary budget
adjustments upon the award of the grant.

C6. RESOLUTION CONFIRMING THE OLIVE AND MORRO STREET
ABANDONMENT TO BE NULL AND VOID (ABAN 83-99) - RESOLUTION
(JOHNSON/HANNULA/DOSTALEK)
Recommendation
Adopt a Resolution entitled “A Resolution of the City Council of the City of San Luis
Obispo, California, confirming the Olive and Morro Street abandonment to be null and
void.”
C7. TRAFFIC SIGNAL MANAGEMENT SYSTEM UPDATE (GRIGSBY/HUDSON)
Recommendation
Award a sole source purchase order to McCain for upgrading the City’s Traffic Signal
Management System, not to exceed $160,000 in State Highway Account (SHA) grant
funds.
C8. ORDINANCE NO. 1611 (SECOND READING) – ADOPTION OF AN
ORDINANCE ALLOWING OWNER-OCCUPIED HOMESTAY RENTALS
(JOHNSON/HERMANN)
Recommendation
Adopt Ordinance No. 1611 (2015 Series) entitled “An Ordinance of the City Council of
the City of San Luis Obispo, California, amending Title 17 (Zoning Regulations) of the
Municipal Code regarding Homestay Rentals and approving the Negative Declaration of
Environmental Impact (CODE 0058-2014).” (Intro. on 01/06/2015)

PH1. CITY OF SAN LUIS OBISPO HOUSING ELEMENT UPDATE (GPI/ER 15-14) -
RESOLUTION (JOHNSON/COREY – 60 MINUTES)
Planning Commission Recommendation
1. Adopt a Resolution entitled “A Resolution of the City Council of the City of San Luis
Obispo, California, approving a Negative Declaration of Environmental Impact and
amendments to the Housing Element of the General Plan (GPI/ER 15-14).”
2. Adopt a Negative Declaration of Environmental Impact related to the Housing
Element of the General Plan.

BUSINESS ITEMS
B1. HOMELESS SERVICES CENTER DESIGN AND CONSTRUCTION GRANT
(JOHNSON/HERMANN – 30 MINUTES)
Recommendation
1. Approve a grant of $250,000 from the City of San Luis Obispo to the Community
Action Partnership of San Luis Obispo County, Inc., for design and construction costs
of a Homeless Services Center.
2. Authorize the City Manager to execute the grant agreement with Community Action
Partnership of San Luis Obispo County, Inc.
B2. CITY OF SAN LUIS OBISPO PUBLIC WORKS DEPARTMENT 5-YEAR
STRATEGIC PLAN (GRIGSBY/BETZ – 30 MINUTES)
Recommendation
Receive and file the Public Works Department’s 5-Year Strategic Plan.
B3. COMPREHENSIVE ANNUAL FINANCIAL REPORT, SINGLE AUDIT
REPORT, AND ANNUAL AUDIT OF TRANSPORTATION DEVELOPMENT
ACT FUNDS FOR FISCAL YEAR 2013-14 (PADILLA/WARNER – 30 MINUTES)
Recommendation
Accept the Comprehensive Annual Financial Report, Single Audit Report, and annual
audit of the Transportation Development Act Funds for Fiscal Year 2013-14.
B4. 2015 LEGISLATIVE ACTION PLATFORM (DIETRICK – 15 MINUTES)
Recommendation
1. Adopt a Resolution entitled “A Resolution of the City Council of the City of San Luis
Obispo, California, establishing the City Legislative Action Platform for 2015 and
appointing the Council Member and Staff Person to act as liaison between the City of
San Luis Obispo and the League of California Cities.”
2. Appoint the Mayor, City Attorney, and City Manager to act as the primary legislative
liaisons between the League of California Cities and the City of San Luis Obispo.

COUNCIL LIAISON REPORTS (not to exceed 15 minutes)
Council Members report on conferences or other City activities. Time limit—3 minutes.
COUNCIL COMMUNICATIONS (not to exceed 15 minutes)
At this time, any Council Member or the City Manager may ask a question for clarification,
make an announcement, or report briefly on his or her activities. In addition, subject to Council
Policies and Procedures, they may provide a reference to staff or other resources for factual
information, request staff to report back to the Council at a subsequent meeting concerning any
matter, or take action to direct staff to place a matter of business on a future agenda. (Gov. Code
Sec. 54954.2)
ADJOURNMENT
Adjourn to a Special Meeting to be held on Saturday, January 24, 2015 at 9:00 a.m. in the
City/County Library Community Room, 995 Palm Street, San Luis Obispo, California, for the
purpose of conducting the Goal-Setting Workshop.
A subsequent Special Meeting will be held on Tuesday, January 27, 2015 at 3:00 p.m. in the
Council Hearing Room, 990 Palm Street, San Luis Obispo, California, for the purpose of
conducting closed sessions.
The next Regular City Council Meeting will be held on Tuesday, February 3, 2015 at 6:00 p.m.
in the City Council Chambers, 990 Palm Street, San Luis Obispo, California.
