Corliss Campbell January 13, 2015 To: SLO City Council Re: 2015-2017 Financial Planning From: Corliss Campbell, SLO City Homeowner Resident, SLO County Health Commissioner Thank you for the opportunity to give input on the way city funds should be allocated for 2015-17. 1. Safety for pedestrians. a. Our neighborhood sidewalks have been deteriorating and are not being kept in good repair. This is something no one should have to complain about to have addressed but should be evaluated and kept in repair as a part of normal operations. Downtown sidewalks seem to garner the attention and funds with neighborhoods left wanting. I am always happy to see the amount of foot traffic in my neighborhood by all ages and at all times of the day and night. Let's encourage this healthy behavior and take better care of sidewalks and walkways. b. Make access a priority. Able and less able-bodied people need to be considered in planning. Keeping sidewalks in repair is certainly part of this, as is adequate curb cutting and smooth surfaces. Many pedestrians use curb cuts, with baby strollers, walkers and wheelchairs, pets, and some who just find aging or injury limits the ability to step up on a curb. c. Parking lots in shopping areas do not provide safe pedestrian walkways to and from parking areas, leaving pedestrians to walk directly in the path of cars. 2. Keep roadways safe and in good repair. I've seen work being done to maintain roadways that has corrected some of the worst locations and I thank you. Let's continue to keep this priority, and please fix the roadway that leads to the Saturday Farmer's Market beyond the Post Office next to the farm fields. This is currently full of potholes and dangerous to all vehicle traffic. 3. Maintain open space. Once lost, it is not regained as long as we are all living here. Please allocate funds to keep the beautiful spaces in SLO open and not developed. a. Acquire new spaces and keep them wild. b. Within ANY development, require a portion be open for public use to maintain the beautiful character of SLO, to encourage healthy activities and to provide space for non - humans to survive and thrive. They were here before we were and they enrich our lives. 4. Maintain farmland and its subsurface water. SLO has a highly valuable resource of flat, fertile farmland that, combined with our weather provides enviable growing conditions. It is heart breaking to watch this land covered with concrete for more shopping opportunities that I personally find no need for. In addition, its natural aquifers are covered by the buildings, robbing the city of access to a water supply that may be polluted by the use that covers it. We could use that water for growing the food we need, or for emergency water in drought years or when fires exhaust supplies. Think ahead! 5. Keep downtown accessible. Keep existing parking garages downtown rather than moving parking structures to the outskirts. Not everyone can walk greater distances or want to ride other offered transportation to address access. Thank you for your consideration of these priorities for funding.
