MINUTES
Regular meeting of the
SAN LUIS OBISPO BICYCLE ADVISORY COMMITTEE
Council Hearing Room, City Hall
990 Palm Street, San Luis Obispo
November 15, 2012 Thursday 7 p.m.
MISSION:
The purpose of the Bicycle Advisory Committee (BAC) is to provide oversight and policy
direction on matters related to bicycle transportation in San Luis Obispo and its relationship to
bicycling outside the City.
ROLL CALL:
Present: Peter Deragon (Vice Chair), Chris Black, Catherine Machado, Howard Weisenthal,
Arlene Winn.
Absent: Bill Bradlee and Jim Woolf
Staff Members: Kevin Christian and Peggy Mandeville
PUBLIC COMMENT:
James Park requested that more effort be made to keep bike lanes cleared of debris and litter.

Action: CM Machado moved to approve the minutes as submitted. CM Weisenthal seconded
the motion. The motion passed unanimously.
ACTION ITEMS:
Agenda Item #1: City Budget Goals - Final BAC recommendations
Staff discussed other advisory body submitted goals, noting the following have relationship to
BAC draft goals:
• The Architectural Review Commission supported bicycle circulation and transportation plan
efforts with a goal to create alternative transportation incentives, specifically targeting
parking.
• The Parks & Recreation Commission had a goal recommending the completion of the
Railroad Safety Trail, Bob Jones Trail, and bike boulevards.
• The Planning Commission supported infrastructure maintenance.
• The Promotional Coordinating Committee supported more bike route signage, green bike
lanes, and an increased awareness of all modes of public transportation.
• The Tourism Business Improvement District Board had a goal to emphasize the completion
of the Bob Jones Trail as a connection between San Luis Obispo and Avila Beach.
• The Mass Transportation Committee had not submitted goals at this time but staff noted
they have had bicycling program related goals in the past.
There was general member discussion on the BAC draft goals as presented by staff, with
special emphasis on maintaining the half-time position for a transportation planner and
maintaining the quarter-time temporary staff position.
Mr. Park stated he supported the draft recommendations.
BAC members agreed that a general disclaimer should be included in the final document that
indicates the goals were not being presented in any priority order and that they supported all
goals, recommending that as many get executed as possible.
CM Deragon moved to approve the draft recommendations as presented by staff, including the
“not in priority order” caveat. CM Machado seconded the motion. The motion passed
unanimously.
DISCUSSION ITEMS:
Agenda Item # 2: Committee Items
Chris Black noted that he is not able to attend the January BAC meeting.
Agenda Item # 3: Staff Items
• Bicycle Transportation Plan (BTP) Update: Staff noted that the fiscal impact section of the
plan is currently being revised. Also, the following two projects were presented for addition
to the draft BTP:
o Unocal Collector – Class II lanes on the street identified for construction in the
Margarita Area Specific Plans. The project had only been identified on the draft BTP
map. The BAC agreed that a written project should be added, supporting both the
Margarita Area Specific Plan and the Airport Area Specific Plan. Further, the draft
BTP project should also preserve the project area for a Class I pathway in the case
the proposed roadway is not built. This project will be ranked by the BAC.
o Class II Connector to Prado – This is part of the Bob Jones City to Sea Trail (BJT).
The project had only been identified on the draft BTP map. The BAC agreed that a
written project should be added. The project entails the addition of Class II lanes and
a connection to the overall BJT if a roadway is constructed as shown in the Bob
Jones City-to-Sea Trail Preliminary Alignment plans (segment 3 - sheet 3).
• A presentation of the City of Long Beach bicycle facilities was made.
• Staff reviewed the recent LOVR Bike Path ribbon cutting event.
• The following workshops or meetings were noted as possibly having interest to the BAC
members:
o Land Use and Circulation Element workshop, December 1, 2012
o Bob Jones Trail workshop, for connection of the trail between Los Osos Valley Rd.
and the Octagon Barn on December 5, 2012
o Community Forum for City Council Goal Setting, January 8, 2013
CM Deragon moved to adjourn the meeting at 8:00 p.m., to the next regular meeting of January
17, 2013. CM Machado seconded the motion.
