Regular meeting of the
SAN LUIS OBISPO BICYCLE ADVISORY COMMITTEE
Council Hearing Room, City Hall
990 Palm Street, San Luis Obispo
September 19, 2013 Thursday 7 p.m.
MISSION:
The purpose of the Bicycle Advisory Committee (BAC) is to provide oversight and policy
direction on matters related to bicycle transportation in San Luis Obispo and its relationship to
bicycling outside the City.
ROLL CALL:
Present: Howard Weisenthal (Vice Chair), Lea Brooks, Peter Deragon and Arlene Winn.
Absent: Jim Woolf, Chris Black and Catherine Machado
Staff Members: Peggy Mandeville
PUBLIC COMMENT:
Myron Amerine urged that the Capital Improvement Project items be kept in the forefront of
budget discussions.
Gary Havas, SLO Bike Club, noted that October was Rideshare Month and that the Bike Club
was hosting a breakfast on October 18, 2013.
James Park noted there were still general hazardous areas he felt needed attention.
MINUTES: July 18, 2013
Action: CM Weisenthal moved to approve the minutes as submitted. CM Deragon seconded
the motion. The motion passed unanimously.
ACTION ITEMS:
Agenda Item #1: Land Use and Circulation Element (LUCE) Update
Staff discussed the multi-modal level of service presentation, outlining how all modes of travel –
cars, transit, bicycles and pedestrians – perform in a community.
Discussion items included:
• Vehicle Level of Service: analysis and methods of qualification and prioritization and
benefits of same, pertaining to the elements and criteria used therein
• Preliminary Multi-Modal Level of Service results

Section 4.0/Policies of the Circulation Element and the Bicycle Transportation Plan update
within the Circulation Element were discussed.
Action: The Committee made no changes to the previous BAC recommended amendments to
the Circulation Element policies, dated January, 2011.
Agenda Item #2: Laguna Lake Bikeways B
Staff recapped the successful presentation made to the Planning Commission and
recommended that the BAC accept the amended project as presented.
Action: CM Deragon moved to accept the amended project as presented. CM Brooks
seconded the motion. The motion passed unanimously.
DISCUSSION ITEMS:
Agenda Item # 3: Committee Items
CM Brooks gave a progress report to the Committee regarding the LUCE 20% (bicycle) mode
share goal. She requested an agenda item be included to create a Mode Share Reporting
subcommittee.
She also discussed the fundraiser being held for the rider injured in the recent Morro Bay drunk
driving incident.
Agenda Item # 4: Staff Items
• Planning Commission, draft Bicycle Transportation Plan review
• Advisory Body Bylaw packet distribution
• Railroad Safety Trail and Bob Jones Trail Updates
o Hathway/Taft Connection of the RRST was completed
• Bicycle Rodeo, September 7th, 2013 – Follow up
ADJOURN
CM Weisenthal moved to adjourn the meeting at 8:35 p.m. to the next regular meeting of
November 21, 2013. CM Deragon seconded the motion. The motion passed unanimously.
