HomeMy WebLinkAbout02-03-2015 B1 Mattingly & HixCouncil Memorandum January 28, 2015 TO: City Council FROM: Carrie Mattingly, Utilities Director David Hix, Deputy Director Utilities - VIA: Katie Lichtig, City Manager COUNCIL MEETING: ITEM NO.: JAN 2 8 2015 Wastewat SUBJECT: Business Item 1 - Water Resource Recovery Facility Project Item B1, on the February 3, 2015, agenda (Water Resource Recovery Facility Project) includes a request for Council to authorize staff to submit an application for a recycled water grant. Staff recently discovered that the State Water Resources Control Board ( SWRCB) requires a resolution from the City's governing body to submit a grant application. Attached is a resolution that contains the specific language required by the SWRCB to submit a recycled water grant application. Please feel free to contact Dave Hix or Carrie Mattingly if you have any questions. Attachment — Recycled Water Grant Resolution RESOLUTION NO. (20xx Series) A RESOLUTION OF THE CITY OF SAN LUIS OBISPO AUTHORIZING THE SUBMISSION A WATER RECYCLING GRANT APPLICATION WHEREAS, the City is planning on an upgrade to its Water Resources Recovery Facility to meet the requirements of its recently adopted National Pollutant Discharge Elimination System permit; and WHEREAS, the Water Resource Recovery Facility produces recycled water; and WHEREAS, the City desires to maximize the production and distribution of recycled water; and WHEREAS, the City wishes to apply for a grant to study the best way to maximize the production and distribution of recycled water. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: SECTION 1. The Utilities Director or his /her designee is hereby authorized and directed to sign and file, for and on behalf of the City of San Luis Obispo, a Water Recycling Facilities Planning Grant Application for a grant from the State Water Resources Control Board in the amount not to exceed $75,000 for a facilities planning study of the Maximizing Recycled Water Production and Distribution, and SECTION 2. The City of San Luis Obispo hereby agrees and further does authorize the aforementioned representative or his /her designee to certify that the City of San Luis Obispo has and will comply with all applicable state statutory and regulatory requirements related to any state grant funds received, and SECTION 3. The Utilities Director or his /her designee of the City of San Luis Obispo is hereby authorized to negotiate and execute a grant contract and any amendments or change orders thereto on behalf of the City of San Luis Obispo.
