SUBJECT: WATER MASTER PLAN CONTRACT AMENDMENT #1
RECOMMENDATION
1. Authorize the City Manager to execute a contract amendment of $48,070 for the Wallace Group
to complete the City’s 2015 Water Master Plan.
2. Approve the transfer of $48,070 from the Water Fund’s General Carryover to Water
Administration Contract Services.
DISCUSSION
A Significant Operating Program Change (SOPC) was approved by the City Council as part of the
2012-13 Mid Year Budget for master planning of the City’s water and recycled water distribution
systems. The City entered into an agreement in April 2013 with the Wallace Group for $205,815 to
prepare a Water Master Plan Update and Recycled Water Master Plan Update. The City has
received drafts of both documents. $8,060.71 is remaining in the original project budget.
At this time, additional work is needed including surveying of the City’s water tanks to verify base,
inlet and overflow elevations. This data will be used in the hydraulic model to verify the zone
consolidation feasibility of the recommendations in the draft Water Master Plan and future capital
improvement planning. Utilities Department staff has also asked Wallace Group to utilize the
hydraulic model to assist with review of development projects and for water main sizing for the
projects in the Airport Area and Orcutt Area, and for capital improvement projects.
The scope of the Contract Amendment is further described in Attachment 1.
FISCAL IMPACT
The Water Fund currently has a balance of $250,000 in General Carryover to accommodate this
request. The project budget is displayed below.

Deny or defer approval. The City Council may choose to deny or defer the approval of this contract
amendment. Staff does not recommend this option, as the additional services proposed in the contract
amendment will confirm key assumptions necessary for the completion of the Water Master Plan
update which will lead to greater efficiencies and improved long term reliability of the City’s water
system.

AMENDMENT TO AGREEMENT NO. 1
THIS AMENDMENT TO AGREEMENT is made and entered in the City of San Luis Obispo on
_______________________, by and between the CITY OF SAN LUIS OBISPO, a municipal
corporation, herein after referred to as City, and THE WALLACE GROUP, hereinafter referred to as
Contractor.
WITNESSETH:
WHEREAS, in March 2013 the City entered into an Agreement with Contractor for Water and
Recycled Water Master Plan and
WHEREAS, the City desires to amend the scope of services to include specific hydraulic model
development and tank surveying services and Contractor has submitted a proposal for this purpose that is
acceptable to the City.
NOW THEREFORE, in consideration of their mutual promises, obligations and covenants
hereinafter contained, the parties hereto agree as follows:
1. The scope of services and related compensation is hereby amended as set forth in Exhibit
A attached hereto.
a. Additional work to expand the scope of the project for the Water Master Plan to
include the additional services per memorandum dated December 4, 2014 at cost
not to exceed $48,070 and based on the existing hourly rates established in the
original agreement.
2. All other terms and conditions of the Agreement remain in full force and effect.
