It supports citizens in implementing much needed water conservation measures. The StormRewards Program will be recommending rainwater catchment systems that fall into these proposed exceptions further encouraging implementation with reduced implementation costs and timelines. We suggest the following clarification: Section 3 (1), Add "Tanks under 65 gallons do not need to meet the 2:1 criteria." My understanding is the 2:1 ratio is meant to address safety concerns related to unstable tanks. However, a small barrel under 65 gallons is about 3ft x 2ft but may not meet the ratio criteria by a few inches. There does not seem to be a real risk related to this size barrel. They are not pressurized, do not have hot water, gas or other safety hazards. Another option could be "Tanks under 40" in height do not need to meet the 2:1 criteria ". Please let me know your thoughts on this suggestion. Thank you.
