City of San Luis Obispo, Council Agenda Report, Meeting Date, Item Number FROM: Steve Gesell, Chief of Police Prepared By: Sergeant Chad Pfarr SUBJECT: ACCEPTANCE OF DONATION FROM MID-STATE INSTRUMENTS RECOMMENDATION Authorize the Police Department to accept a donation of night vision equipment from Mid-State Instruments for use during patrol and special operations. DISCUSSION Background The San Luis Obispo Police Department currently has one handheld night/thermal vision device for use during patrol and special operations. The device was purchased with grant funds years ago and has become outdated. The current device requires two officers to safely deploy and has several features which compromise officer safety during its use. At the time of purchase this piece of equipment was the cutting edge of this technology. Currently there are far more advanced units which address the concerns and shortcomings of the original models. These original units cost in the tens of thousands of dollars. Recently, City staff was contacted by Darryl Mendivil who owns Mid-State Instruments. Mid- State Instruments is a San Luis Obispo firm who supplies specialized instrumentation to commercial companies such as PG&E and various oil and gas companies. One line of instrumentation sold by Mid-State Instruments is manufactured by Flir Technologies. Flir is the leading worldwide manufacturer of night vision and thermal imaging equipment for commercial, public safety and defense/military clients. Mid-State Instruments supplies equipment to commercial/industrial clients and generally does not deal with public safety. In 2013, Mid-State Instruments purchased a Flir HS-307C thermal night vision viewer to be used as a demo unit by their commercial clients. Mid-State Instruments eventually found little use for the device which was not used by any of their commercial clients. This particular demo unit is primarily used by law enforcement and is not well suited for commercial clients typically serviced by Mid-State Instruments. After realizing this unit would not be purchased by any of their commercial clients, Mid-State Instruments decided to donate the equipment to the Police Department. Mr. Mendivil approached department staff for the sole purpose of donating this piece of equipment to be used by the Police Department. The Proposed Donation The proposed donation is for a Flir HS-307C, thermal night vision viewer with built in camera. Refer to the brochure (attachment) for further details on this product. 2-17-15 C3 C3-1 Acceptance of Equipment Donation Page 2 FISCAL IMPACT Per the City’s Donation Policy, all donations exceeding $5,000 in value must be accepted with approval by City Council. The proposed donation is consistent with City goals and objectives and will enhance the capability of the Police Department during operations conducted during hours of darkness. The proposed donation is valued at over $9,000. The Police Department is recommending Council accept this donation. There will be no significant fiscal impact related to this donation. This piece of equipment operates on AA batteries and will not need expensive, custom battery replacement at a later date. ALTERNATIVE Council may direct staff to decline the donation. Our current piece of equipment is aging and will soon be in need of replacement batteries which are custom to that piece of equipment. Replacing these batteries will cost several hundred dollars. Declining this donation is not recommended.
