PUBLIC COMMENTS
Spencer Reed, civil engineering student, discussed a class project that was investigating
intersections and preferential bus interaction and invited MTC members to attend the
review of the upcoming Circulation and Land Use Elements study.
Ms. Rains reiterated the need for buses to be able to get preferential treatment at
intersections to avoid buses slowing down traffic and other congestion issues.
Mr. Webster discussed intersection issues, e.g. Highland/Santa Rosa, Madonna/LOVR,
Foothill/Santa Rosa. He suggested coordination with SLORTA Safety/Security grant
funds regarding upgrading signals.

A-2. SLO Transit Marketing Plan – Cal Poly Project
Ms. Rains reported that she was meeting with Professor Mary LaPorte in December to
discuss the project parameters and would report back.
After general discussion, Ms. Thyne appointed Mr. Apruzzese, Mr. Ellis, and Ms. Long
to an ad hoc subcommittee to represent MTC in the project scope. Ms. Rains agreed to
act as liaison between the subcommittee and class.
Mr. Katz moved to approve the September 14, 2011 meeting minutes and the staff
recommendations in item A-2 as submitted. Ms. Rains seconded the motion.
The motion passed unanimously.
B. DISCUSSION ITEMS
B-1. Review and Comment RFP-SLO Transit Operation & Maintenance
Mr. Webster discussed the Request for Proposal (RFP) and the tentative Council date of
12/6 to hear it. He noted that the RFP process was lengthy, discussed possible timelines.
If an RFP was issued it would be effective for FY 2012-13 starting on July 1, 2012. He
discussed a possible significant reduction in federal discretionary funding which would
impact service levels if enacted.
There was general MTC discussion on the RFP process and it was noted that the First
Transit agreement could be renewed as an extension to the current contract for up to an
additional four years. At that point an RFP would be needed to provide other contractors
the opportunity to bid on the service. There was general discussion regarding First Transit
performance and other operational and contractual issues.
Mr. Webster reported that the city had received a proposal from First Transit for a fourth
option year, and was currently under evaluation by city staff but he did not know whether
the final contract could be negotiated at a price that would be within the approved FY
2012-13 budget.
After a lengthy discussion the MTC member consensus was that the option of extending
First Transit contract, if fiscally feasible, was preferable.
C. ACTION ITEMS
C-1. SLO Transit Service Adjustments
Mr. Webster discussed the service adjustment to Routes A/B and the recommendation
eliminating Saturday service between June 14, 2012 until Labor Day, 2012. He said the
estimated cost savings would be approximately $3500.

After a general discussion of the potential impacts to the Highland/Patricia and Foothill
corridors Mr. Apruzzese moved to approve the Routes A/B service adjustments as
proposed by staff. Ms. Frey seconded the motion.
The motion passed unanimously.

The Transit manager report covered various subjects including Capital projects (Radio
replacement, facility, and vehicle replacement) and Mr. Webster provided information
regarding the various performance reports.
He discussed extending the double-decker service extending later on Thursday evenings,
but did not note any specific route changes.
MEMBER COMMENTS
Ms. Frey asked staff what would be the function of the current Downtown Transit Center
when the new DTC is located on Higuera.
Mr. Webster noted it would become a regular bus stop.
Ms. Justice reported people had been requesting a shelter at the Target stop. Mr. Webster
discussed the need for re-routing through the Costco parking lot and the Irish Hills shelter
could be used.
Ms. Justice also felt the shelters that served evening service stops should have lights, e.g.
Scolari’s, Orcutt/Laurel Lane. Mr. Webster agreed to explore possibilities of retro-fitting,
possible solar options.
The meeting adjourned at 4:30 p.m. to the regular meeting January 11, 2012 at 2:45 p.m.
in the Council Hearing Room.

Recommendation:
Review the 2011-12 Draft Program of Projects and recommend the priority
projects list to Council for a Public Hearing on February 21, 2012.
DISCUSSION
Background
Since the 1990 census, the City of San Luis Obispo has been classified as an
Urbanized Zone Area by the federal government and is eligible to receive Federal
Transit Administration (FTA) grants for transit operating and capital assistance. To
apply for these grants, the City Council must complete the following on an annual
basis:
1. Publish the Program of Projects (POP);
2. Seek approval by the San Luis Obispo Urbanized Zone Area (SLO UZA)
Technical Committee;
3. Hold a public hearing on the proposed POP for federal transit assistance;
4. Adopt a resolution authorizing the Public Works Director to file a grant
application and execute the grant agreement; and
5. Forward the approved POP to San Luis Obispo Council of Governments
(SLOCOG) for review and amendment into the Federal Transportation
Improvement Program (FTIP).
Development of the POP
The 2011-12 POP represents the eighth year that San Luis Obispo Regional Transit
Authority (RTA) is an eligible recipient of FTA 5307 grant funding in the SLO

UZA apportionment area. As required by the FTA all transit operators within the
UZA must execute a Memorandum of Understanding (MOU) formalizing how the
funds will be made available to eligible transit operators. The current MOU was
adopted by Council in 2003.
Pursuant to the adopted MOU the SLO UZA Technical Committee (Committee)
must review and approve the proposed POP. The Committee, comprised of the
City of San Luis Obispo, RTA, the Air Pollution Control District, and SLOCOG,
has to review, rank and approve the 2011-12 grant requests.
FTA requires that a public hearing be conducted on the 2011-12 POP to notify the
public about how the SLO UZA will spend the FTA grants and provide the public
an opportunity to comment on those recommendations. This public hearing is a
FTA requirement and will allow the SLO UZA to receive FTA grant
reimbursements for the current fiscal year. MTC recommendation will be
forwarded to the SLO Mayor and Council for review and approval and a tentative
public hearing date is set for February 21, 2012.
2011-12 FTA 5307 Fund Estimate
The planning estimate for the SLO UZA for this fiscal year is approximately
$1,719,382
Part of this funding is allocated to small-urban transit systems (like SLO Transit
and RTA) that out-perform their larger urban counterparts in one or more
performance measures under the Small Transit Intensive Cities (STIC) program.
The areas qualifying for these funds and the amounts they are to receive are
calculated every year by FTA using the most current information in the National
Transit Database. These competitive categories include: (1) passenger miles per
vehicle revenue-mile, (2) passenger miles per vehicle revenue-hour, (3) vehicle
revenue-miles per capita, (4) vehicle revenue-hours per capita, (5) passenger miles
per capita, and (6) passengers per capita. This year, because of the strong
performance of the two transit providers in our area all six categories are expected
with an estimated $720,000 in STIC 5307 funding available to be programmed as
part of the SLO UZA fund.

In 2009-10, the Committee came to a consensus as to how to allocate the STIC
funding with multiple agencies reporting statistics. If a category was earned alone
by an agency, then STIC funding would be allocated 100% to that agency. If the
category was met with combined data, then the split of STIC funding would be
according to each agency’s contributing statistics.
As part of the SLO UZA review process some projects are discretionary in nature
and might need to be deferred if the final FTA apportionment (due in mid-January
is lower than the estimated fund amount. If this should occur some projects will
likely be deferred until next fiscal year. If the final apportionment comes in higher
than expected the excess funding will be carried over to next fiscal year
programming process.
Program of Project Details
The POP includes the following individual projects:
1. SLO Transit Operating Assistance for 2011-2012. The federal share of this
project is $1,124,563 which is slightly higher than was estimated for 2010-11.
This project is essential to SLO Transit operations and will help fund transit
operating expenses. SLO Transit is limited its ability to program federal dollars
for transit operating expenses to a maximum of fifty percent (50%) of the net
operating cost after all other revenues have been subtracted. The local match
must meet or exceed the FTA requirement for a 50/50 match ratio. The
$1,731,891 in local match projected for this project will come from State
funding sources such as Transportation Development Act, the Local
Transportation Fund, the State Transit Assistance Fund and local transit farebox
revenues that are already programmed in the 2011-12 SLO Transit Budget.
2. Preventative Maintenance: This project will fund the eligible activities,
supplies, materials, labor, services, and associated costs required to preserve or
extend the functionality and serviceability for vehicles and non vehicle
maintenance. These capital maintenance expenses are eligible to to be paid
partially by FTA funding. The total project is for $187,500 with a $37,500
match requirement.

3. Bus Replacement Augment: $44,029 is intended to augment the funding for
an existing FTA 5307 grant funded project for the replacement of one (1) 1997
forty-foot diesel bus that is beyond its 12-year useful life with either a thirty-
five or forty foot clean diesel bus. The vehicle will be purchased utilizing the
existing FTA approved Implicit Cooperative Procurement Pilot Program
(ICPPP) that was approved by Council on September 18, 2007.
4. RTA Projects: Two RTA projects are estimated at $400,800
All projects were ranked at the UZA meeting on January 4, 2012. After
extended discussions the consensus was to tentatively approve the ranking
and following projects as submitted:

The San Luis Obispo Regional Transit Authority (SLORTA) Board has selected Geoff Straw as its new Executive
Director. Straw is currently the General Manager of Unitrans in Davis, CA, which the largest student run public
transit program in the U.S. Board President Bruce Gibson noted that “Geoff Straw is an exceptional manager
with a proven track record in operations management, capital and transportation planning and proven
abilities to develop and mentor staff. He brings in-depth experience ranging from service improvements to
strategic planning, helping to bring together diverse local needs to meet regional needs. He began his career
as a driver for Unitrans at U.C. Davis, and worked his way up. Geoff knows the ins and outs of this business,”
Gibson said.
During his tenure as General Manager at Unitrans, he oversaw the $4.5 million operating budget that served
over 22,000 riders per day and annual ridership of 3.5 million. Previously, he managed bus systems in
California and Utah and served as a transportation consultant, focusing on transit needs of university and
resort communities of the American West.
“I am honored to have been selected as the next Executive Director of the Regional Transit Authority in San
Luis Obispo County and I look forward to establishing collaborative relationships with our stakeholders as well
as working with employees to continue to provide transportation services that improve and enhance the
quality of life for residents and visitors to the County,” said Straw.
Straw is an avid bicycle commuter and promises to take his bike on the bus to work, at least once in a while.
He and his wife Nancy have a 15 year-old daughter and are excited about moving to the area.
RTA is a JPA (Joint Powers Authority) in San Luis Obispo County that operates public transit fixed-route bus
and ADA Paratransit services that connect residents in cities throughout San Luis Obispo County, including
Arroyo Grande, Atascadero, Grover Beach, Morro Bay, Paso Robles, Pismo Beach and San Luis Obispo. The
appointment follows a nationwide recruitment that attracted more than 30 candidates and interviews with
three finalists over the past month.
