PUBLIC COMMENTS Betty Kennedy indicated that there was not enough notice given about the recent marathon that affected Route 3. Mr. Webster responded that there was a miscommunication with First Transit staff regarding the event and that steps have been taken to eliminate similar issues in the future. A. CONSENT ITEMS A-1. Approval of September 12, 2012 Regular Meeting Ms. Justice noted that Mr. Webster had also introduced Laura Mallory, First Transit Regional Director at the last meeting. Ms. Justice moved to approve the minutes as amended. Mr. Apruzzese seconded the motion. The motion passed unanimously. 5 B. DISCUSSION ITEMS There were no discussion items. C. ACTION ITEMS C-1. SLO Transit Program of Projects (POP) Mr. Webster reported that the Council had already approved the POP (as presented in agenda packet) on November 11, 2012. He gave an overview, stating that the emphasis as expected was on operations and preventative maintenance. Geoff Straw, RTA executive Director, discussed the equipment and need for the ticket kiosk at the Downtown Transit Center. Ms. Thyne discussed the need for solar lights in or near bus shelters, noting that the Laurel Lane/Orcutt Lane shelter was in need of lighting in some form. Mr. Webster noted that there was an approved California Emergency Management (CAL-EMA) grant for bus stop security projects that will fund this kind of equipment. He also noted that the State bonds have been sold and the funding is anticipated to arrive in late December 2012 or early January 2013. There was general committee discussion. Mr. Apruzzese moved to recommend the draft POP as presented. Ms. Rains seconded the motion. The motion passed unanimously C-2. Advisory Body Recommendations Mr. Webster discussed the Advisory Goals compiled, noting that there was an emphasis on the need for more paid staffing, to have more marketing funding support, and maintaining evening service. There was general committee discussion on the comments that other members had submitted for consideration. Jody Frey moved to direct staff to incorporate discussion points into a final draft report for member review and then upon member approval, move forward submitting to Council. Ms. Justice seconded the motion. The motion passed unanimously and Mr. Webster will send the final version to the City 6 Clerk and provide members an electronic copy. D. INFORMATION ITEMS D-1. Transit Manager’s Report D-2. Operating-Performance Reports Mr. Webster presented highlight discussion on the reports as presented. MEMBER COMMENTS Ms. Long discussed the Cal Poly class (Eugene Jud) discussion being held regarding re- designing a bus/pedestrian plaza. The meeting adjourned at 4:10 p.m. to the regular meeting of January 9, 2013 to be held at 2:30 p.m. Respectfully submitted, Lisa Woske, Recording Secretary 7 Page 1 of 1 Regular meeting January 9, 2013 MTC Agenda item A-2 1 Item: B-1 DATE January 9, 2013 TO: Mass Transportation Committee FROM: John Webster, Transit Manager SUBJECT: SLO TRANSIT MARKETING PLAN-CAL POLY PROJECT-TROLLEY Background At the July 13, 2011 regular MTC meeting members approved contacting Cal Poly to see if the SLO Transit plan could be included as a class project or to request volunteers to assist with implementation and to identify and create specific marketing materials for our program. At the MTC regular meeting on September 14, 2011 MTC Member Susan Rains provided an update regarding her meeting with Cal Poly professor Mary LaPorte and her willingness to use the SLO Transit Marketing plan as a winter term student team senior class project. MTC members requested this issue be included as an action item on the November meeting agenda and was approved by the Committee and an Ad Hoc committee was appointed by Chairperson Elizabeth Thyne. The class project resulted in some excellent media advertising designs used in our marketing campaign in FY 2011-12 and SLO Transit set an all-time high of 1,118,519 riders in the FY ending on June 30, 2012. Given the apparent success of the first class project staff is recommending the following: Recommendations 1. Approve Cal Poly senior class project using SLO Transit Marketing plan aimed at increasing Trolley ridership. 2. Request MTC Chairperson appoints an Ad Hoc committee to meet with the professor and her class to discuss specific goals such as marketing materials. 3. Due to tight timelines authorize the Ad Hoc Committee to choose the winning designs for presentation at the March 13, 2013 MTC meeting. 4. Consider making videos of presentations for posting on SLO transit Facebook, YouTube and Cal Poly video channel. Ridership and performance reports (D-2 Attachment “A”) Ridership: Year To Date (YTD) ridership data indicates that for the first six months of Fiscal Year (FY) 2012-13 ridership has been relatively flat with an estimated .045% growth (+2,157) over FY 2011-12. Since last year represented an all-time high even a small increase would indicate our system is still performing at a high level. As noted in the YTD December ridership report (Attached) SLO Transit General Fare (Non-Cal Poly related) ridership increased by 4.42% (+9,428) while Cal Poly related riders decreased by 2.70% (-7,271). The use of 1 & 7 day SLO Transit passes (-655 combined total) along with single trip regular cash riders (-6,271) continues to decrease and is most likely affected by the increasing use of the Regional Day pass for unlimited rides on the date of purchase and which is up 16.13% (+1,426). These passes can be used on both SLO Transit and RTA. The 31 Regional Day pass which can also be used on the SLO Transit system decreased by 2.68% (-842). Senior-disabled cash riders increased by 8.94% (+1,324) and senior-disabled 31 day pass riders increased by 16.45% (+6,623). The continued growth in senior and disabled riders is most likely a result of our FTA funded New Freedom grant and the efforts of Fred Munroe with Ridership Development Consultants (RDC) which 9 January 9, 2013 MTC agenda item D-1 G:\Transportation-Data\_Unsorted Stuff\Transportation\Transportation Committees\MTC Committee\FY 2013\JANUARY 9-2013\4- AGENDA ITEM D-1 MTC Transit Manager's Report, - JAN-9-2013.docx 2 provides training and assistance for senior and disabled members of the community wishing to learn how to become more mobile through the regular use of public transportation. Along with people interested in taking this training, volunteers to assist with outreach and peer instruction with this project are also encouraged to participate. Accident at Grand Ave & Abbott Street Bus Stop On December 27, 2012 our bus shelter at Grand & Abbott Street was completely destroyed and was reported in the local media. The following is from KSBY.com “San Luis Obispo Police were called out to the corner of Grand Ave and Abbott Street in San Luis Obispo after a report of a collision of a Mitsubishi with a City bus stop. When officers arrived on scene they located the Eclipse but could not locate a driver. Daniel Conrow, 21 later returned to the scene claiming the Eclipse was his. Conrow was driving a flatbed truck northbound on Highway 101. The truck was hauling the car that was not properly secured to the flatbed. As Conrow approached the off-ramp, the Eclipse rolled off the flatbed onto Highway 101 and exited at the Grand Ave exit, eventually colliding with the bus stop enclosure. Conrow was unable to stop immediately, so he continued northbound on the highway and took the next off-ramp. He returned to the scene and explained what happened to the officers. Conrow was cited for hauling an unsafe lad and released from the scene. No one was injured; however, the City bus enclosure was damaged and will need to be replaced.” The Bus stop was initially closed for a short time until our Streets Department could remove the damaged shelter parts the next day. The bus stop is currently open albeit without a shelter or bench. Staff is working to order a new shelter from Tolar Manufacturing and delivery is anticipated in approximately 10 weeks. All associated costs are expected to be covered by the towing company insurance policy and a picture of the shelter damage is provided in the agenda package. Contractor Issues: First Transit (FT) is currently in the 4th option year (Three option years remaining) for Operations and Maintenance of the SLO Transit system thru June 30, 2013 and has been the City Transit system contractor since 2001. 10 January 9, 2013 MTC agenda item D-1 G:\Transportation-Data\_Unsorted Stuff\Transportation\Transportation Committees\MTC Committee\FY 2013\JANUARY 9-2013\4- AGENDA ITEM D-1 MTC Transit Manager's Report, - JAN-9-2013.docx 3 City and First Transit staff continue to work closely to resolve performance and operational issues and excellent progress has been made in implementing the city approved action plan. First Transit has hired and trained a number of new drivers and exceeds the total driver number required in the current operations and maintenance agreement. Vehicle replacement updates: The City is in the process of replacing three 1997 model vehicles that are beyond their 12 year useful life. A 40’ Low Floor manufactured by Gillig was delivered and placed into service on June 20, 2012. Two additional vehicles have been ordered and delivery anticipated by June 2013. Everything appears to be on track with regards to funding and delivery timelines. Other Capital Projects: Current Transit Facility project (FTA 5307-CA-90-Y606) This was a 2007-08 grant for $180,000 and it was formally closed out at the end of November, 2012 as the project was completed and the funds have been fully expended. Completed major projects include a new roof, fluid line installation in the maintenance area, dispatch room remodel, communication/computer upgrades, a scaffold used for washing the double deck bus, removal of the vehicle in-floor lift system in the maintenance area and new maintenance automatic overhead door replacements. Transit Facility Safety-Security project (CAL-EMA funded $48,000) will include safety and security improvements to the existing SLO Transit facility located at 29 Prado Road. The grant funds were received on June 4, 2012. The Transit manager met with the City IT steering committee on July 25, 2012 and conducted an on-site security audit on August 21, 2012 to receive feedback and guidance regarding a proposed safety projects. Projects moving forward at this time are additional exterior lighting for the outside bus parking areas and a swipe card access system for the facility entrance doors. A security camera system is under evaluation and will need further IT steering committee review before moving forward. Bus Stop Improvement project (PTMISEA-Prop 1B funded $25,689) Funding has been received for improvements to existing bus stops including shelters, benches, kiosks, lighting etc. Bus stop improvements were recently completed at the Route 2 stop at 25 Prado Road which included additional fencing and expanded 11 January 9, 2013 MTC agenda item D-1 G:\Transportation-Data\_Unsorted Stuff\Transportation\Transportation Committees\MTC Committee\FY 2013\JANUARY 9-2013\4- AGENDA ITEM D-1 MTC Transit Manager's Report, - JAN-9-2013.docx 4 the stop to an area behind the shelter in part of the Public Works Corpyard. This will allow passengers a safer location to wait for the bus during peak periods when crowded conditions exist. Before the project was completed some passengers had to stand in the road due to insufficient space at the bus stop. Staff is in the process of evaluating bus stops for proposed improvements and has identified the DTC as one location for repainting and other cosmetic improvements. A 12 month DTC pilot camera project (1-IP camera) has been approved by the City Manager. The timeline for completion has been revised again due to the Holiday season to January-February 2013 for installation. The total cost is estimated not to exceed $8,000 and staff is in the process of requesting a purchase order for an installation by Deep Blue Integration. Bus Stop Safety and Security Project (CAL-EMA funded $32,140) The SLO Transit system has approximately forty-nine (49) bus shelters. This project proposes to install solar lighting inside some shelters or on existing sign poles. The project may also include the installation of electronic Automatic Vehicle Locator (AVL) signs and wireless video monitoring systems at selected stops were approved by the SLOCOG Board on April 4, 2012. The State bond sale was recently completed and funding is anticipated early this year. The Downtown Transit Center Study A presentation was provided to SLO Council on April 17, 2012 and received very positive comments from Council which were provided to SLOCOG and reported to their Board in June 2012. The Higuera Street Alternative #6 was chosen to advance to environmental review if funding is available. More information on this project is available at the SLOCOG website at www.slocogtransit.com Additional funding was included in the Program of Projects (Agenda item C-1) for a joint RTA/SLOCOG/City environmental study and will need approximately $300,000 in approved funding before a consultant RFP can be issued. Moving Ahead for Progress (MAP 21) The President recently signed MAP 21 legislation, which became the new surface transportation authorization bill. The financial impact for transit regarding the recently signed “fiscal cliff” agreement is still unknown at this time and more details on final apportionments are expected by April 2013. 12 January 9, 2013 MTC agenda item D-1 G:\Transportation-Data\_Unsorted Stuff\Transportation\Transportation Committees\MTC Committee\FY 2013\JANUARY 9-2013\4- AGENDA ITEM D-1 MTC Transit Manager's Report, - JAN-9-2013.docx 5 American Public Transit Association (APTA)-Election Status Quo The following information is available on the APTA website at www.apta.com “With the reelection of President Barack Obama questions now turn to specifics of those in leadership positions within the Executive Branch. It remains unclear whether Secretary of Transportation Ray LaHood will continue serving the Obama Administration, or who would replace him if he steps down. While other cabinet officials have made decisive comments regarding their future with the Administration, Secretary LaHood has recently remained silent on the issue. In the Senate, Democrats were expected to maintain, at a minimum, their current majority, with the likely addition of two new seats resulting in an expected 55-45 majority (including two Independents) – a solid margin, but one that still falls short of the 60 votes necessary to overcome the Senate filibuster. In the House, Republicans retained control, but will likely see a slightly contracted majority. Several House races remain in question, but Republicans are expected to have a minimum of 238 seats, sufficiently above the 218 majority threshold. Limited Changes Projected for Key Congressional Committees In the coming weeks, party organizations in the House and Senate are expected to make decisions on leadership, including decisions on who will serve as chairman or ranking member of various committees. In many cases, the current congressional committee leadership will remain the same. However, some current committee leaders will not be returning to those roles due to retirements or party imposed term limits. In these instances, each caucus or conference has rules and procedures for selecting Members to fill the vacancies. Finalized committee assignments are expected to emerge over the next several weeks. House of Representatives Transportation and Infrastructure Committee Chairman Representative John Mica (R-FL) is term limited from continuing to serve as chairman. Chairman Mica has indicated he may seek a waiver from the Republican caucus in order to remain at the post. However, Representative Bill Shuster (R-PA) announced that he is pursuing the chairmanship. Transportation and Infrastructure Ranking Member Nick Joe Rahall (D-WV) won his reelection bid, but is not term limited and will likely retain his Ranking Member post. 13 January 9, 2013 MTC agenda item D-1 G:\Transportation-Data\_Unsorted Stuff\Transportation\Transportation Committees\MTC Committee\FY 2013\JANUARY 9-2013\4- AGENDA ITEM D-1 MTC Transit Manager's Report, - JAN-9-2013.docx 6 On the House Appropriations Committee, Representative Tom Latham (R-IA) was reelected and is likely to remain as Chairman of the Subcommittee on Transportation, HUD and Related Agencies. The Ranking Member on that subcommittee, Representative John Olver (D-MA), did not seek reelection, thereby creating an opening for House Democrats to fill. On the Senate side, Senate Banking, Housing and Urban Affairs Committee Chairman Tim Johnson (D-SD) is expected to retain his position, but Senate Banking Ranking Member Richard Shelby (R-AL) will be replaced due to the term limitation. And on the Senate Appropriations Committee, Senator Thad Cochran (R-MS) is term limited, with several analysts projecting Senator Shelby as the next Ranking Member of the Committee. Senate Environment and Public Works (EPW) Chairman Barbara Boxer (D-CA) will remain chair of the EPW Committee, but Ranking Member James Inhofe (R- OK) is term limited. Senator David Vitter (R-LA), who is the second ranking Republican by seniority on the EPW Committee, has expressed interest in being named Ranking Member. Also of note, Senator Kay Bailey Hutchison (R-TX) did not seek reelection and will have to be replaced both on the Senate Appropriations Committee, as well as the Ranking Member of the Committee on Commerce, Science, and Transportation.” California Transit Association (CTA) AB 1706 (Eng), CTA sponsored legislation on bus weights, is one of the bills the Governor signed. This bill makes legal the current California fleet of buses (those procured before 2013), and sets bus procurement requirements for transit agencies in the years 2013 and 2014. In 2015, the procurement provisions sunset and current state law pertaining to bus axle weights (limiting the weight on any axle of a bus to 20,500 pounds per axle) will be reinstated, unless new legislation is enacted. The Association intends to pursue new legislation by 2015 which would present a long- term solution to our bus weight challenge. Our two 1997 vehicles mentioned earlier in this report that are being replaced using purchase orders with Gillig are not affected by the new procurement provisions in AB 1706. 14 MT C A G E N D A I T E M -
