Transportation Assistant at 781-7531. Reports of complaints/commendations are available to the
public upon request.
MISSION: The purpose of the Mass Transportation Committee is to assist with the ongoing public
transit program in the City and Cal Poly. As requested, the Committee provides advisory
recommendations and input to the Council regarding routes, schedules, capital projects, fares,
marketing and additional services.

PUBLIC COMMENT: 10 min.
At this time, the public is invited to address the Committee concerning items not on the agenda but are
of interest to the public and within the subject matter jurisdiction of the Mass Transportation
Committee. Public comment is limited to three minutes per person. The Committee may not discuss or
take action on issues that are not on the agenda other than to briefly respond to statements or
questions, or to ask staff to follow up on such issues.

The purpose of this item is to seek input on this amended policy by adding and providing
clarification and S.O.P. to incidents involving intoxicated passengers.
We are to transport a person who has been drinking should they desire to ride public
transit, pay their fare and abide by all other Transit related rules & policies, unless this
person presents a risk to: the driver, other passengers or whose state of intoxication is a
danger to themselves. This decision to allow or not allow an inebriated passenger to
board the vehicle will be left to a driver’s discretion.
If a driver does decide that a person who has been drinking should be denied a ride,
they must first alert dispatch of this action, state the location of the bus stop where this
is taking place, give a description of the person and what they feel the danger to be
(themselves, others or self). Dispatch should then alert PD, on the non-emergency line
(unless the emergency line is merited), about the details of this person who is publicly
intoxicated. At this point it will become a Police Dept. matter.
However, if while being transported, this individual becomes a disruption on the vehicle
or becomes visibly/physically ill (e.g. vomiting), the driver still retains the right to ask the
passenger to de-board the vehicle, but will once again alert dispatch in the same
manner as if they had denied them the ride in the first place (e.g. location, description,
etc.).
d) Updated Policy on e-Cigarettes/Smoking
The purpose of this item is to seek input on this amended policy regarding smoking. The No
Smoking policy will be updated to read:
“No Smoking of any kind is allowed on transit vehicles.”
