I write to express my serious concerns regarding the compatibility of
the proposed hotel, as currently proposed, with residents in the
adjacent Escuela Alta neighborhood across San Luis Creek.
As you know, creeks have been frequently used by subdividers and
communities to divide parcels of property. As creeks are often
private property, creeks can be a workable divide but only when
opposing properties have similar or compatible uses. This
compatibility is not the case in the matter before you Tuesday
evening; the building design, as proposed, poses significant
differences.
Escuela Alta is a classic cul d sac neighborhood, one of the very
nicest in San Luis Obispo. A drive through Escuela Alta immediately
impresses the visitor that it is special - especially the upkeep of
the homes and the gardens and the trees planted long before the City
required street trees. Pride of ownership is evident. Escuela Alta is
a splendid living environment. It is important that the City Council
keep it so. Please take no action which will degrade the quality of
the living that takes place here.
Each of you know what a splendid living environment is; each of you
knows from your life's experience' what a splendid living environment
is; each of you knows from your planning experience and/or study of
land planning what makes for an excellent living environment. You
know the bad actors are noise, artificial light, widely differing land
uses; major aesthetic differences; and hotel users who can be unruly
and inconsiderate and sometimes physically invasive.
I urge you to support your long- standing fellow residents by putting
the proper amount of restrictions on this new hotel use that will
protect Escuela Alta as a premier residential neighborhood.
Sincerely,
Kenneth E. Schwartz, FAIA (signed)
