Draft Minutes Tree Committee Corporation Yard Conference Room, 25 Prado Road, San Luis Obispo Tuesday, December 9, 2014 at 5:00 pm MEMBERS PRESENT: Jane Worthy, Trey Duffy, Scott Loosley, Ryan Baker, Matt Ritter STAFF PRESENT: Ron Combs Matt Ritter called the meeting to order at 5:05 p.m. PUBLIC COMMENT There were no public comments. MINUTES: Approval of Minutes of October 28, 2014 Mr. Duffy moved to approve the minutes as submitted. Mr. Loosley seconded the motion. The motion passed unanimously. TREE REMOVAL APPLICATIONS 1. 274 Craig Way (Carob) The applicant discussed the removal request and submitted a packet of pictures that illustrated the size and debris issues associated with the tree, specifically noting hardscape cracking. He stated he wanted to pour a sidewalk /driveway apron. He suggested replacing the tree with an Arbutus marina. Mr. Combs reported it was a large, healthy theme tree with extensive roots that were causing damage. He supported the replacement species suggested. Mr. Duffy moved to approve the removal request, based on promoting good arboricultural practice, and required replacement planting of two 15- gallon Arbutus marina trees to be planted within 45 days of tree removals. Ms. Worthy seconded the motion. The motion passed unanimously. 2 2. 672 Serrano Dr., #17 (5 eucalyptus) Neil Havlik, HOA president, discussed the removal request and the maintenance history of the trees on site. He stated the trees on the application had gotten too large and were presenting a hazard, explaining why he felt the trees met all of the Committee's removal criteria. He noted that the oaks underneath the removed eucalyptus would thrive and stated that the heavily wooded property had a healthy, diverse urban forest. He reported that the habitat species were limited; mostly vultures roosted. He agreed to replant with five trees if required. Mr. Combs reported that the triple - leader tree would be removed. Mr. Loosley referenced an email from Richard Schmidt, Broad St. resident, who felt the trees were an avian habitat and important to the ecology of the area. Mr. Ritter agreed that while some of the trees were skyline trees, he favored removal to promote good arboricultural practice and due to undue hardship on the property owner. Ms. Worthy felt total removal would harm the character of the neighborhood and favored a staggered approach. Mr. Havlik discussed why a staggered approach would be cost prohibitive on this particular property. Mr. Duffy discussed the requirement of submitted documentation from HOA boards to ensure the board's approval of the removal request. Mr. Havhk agreed to send such documentation to staff. Mr. Loosley moved to approve the removal request, based on promoting good arboricultural practice, and required replacement planting of eight 15- gallon trees of a dry riparian variety within 45 days of tree removals, contingent upon confirmation of the HOA consensus. Mr. Duffy seconded the motion. The motion passed, with Ms. Worthy voting against. 3. 346 Woodbridge There was no applicant or representative to speak to this item. 4. 1213 Bond (Eucalyptus) Matt Roberts, applicant's representative, discussed the removal request and stated that the huge tree was too close to the house, had previously broken the gas line and was cracking the foundation and lifting the sidewalk. He discussed past limb failure and felt the tree was a hazard and liability, stating it was the wrong tree in the wrong location. Mr. Combs reported that the large tree was healthy and agreed it was causing damage to the retaining wall and walkway. Mr. Loosley moved to approve the removal request, based on undue hardship to the property owner, and required replacement planting of one 15- gallon tree to be chosen from the Master Street Tree list and planted within 45 days of tree removal. Mr. Duffy seconded the motion. The motion passed unanimously S. 2089 Ward (2 date palms, 2 redwoods) The applicant discussed the removal request and the hardscape damage and outlined the new footprint for a single - family home to be built on the site. He noted that seven 24" and 36" box trees were part of the replanting plan. He also discussed details of the arborist report that was submitted. Mr. Combs stated that the trees were healthy and agreed with the details of the arborist report. Ms. Worthy and Mr. Loosely felt the palm on the corner could be retained and did not think white birch was the best choice. Mr. Ritter did not think the corner development and handicapped access would not easily allow retaining that palm. Mr. Duffy moved to approve the removal request, based on promoting good arboricultural practice, and required replacement planting as outlined in the planting plan within 45 days of tree removals. Mr. Ritter seconded the motion. The motion passed unanimously. 6. 469 Dana (Palm) The applicant discussed the removal request and the desire to cleanup and re -work the property to look compatible with The Mission. She discussed continual issues with homeless people sleeping at the back of the property. She noted the palm was located directly in the middle of space that was needed to access the back of the property and the plans to put a new driveway there. Mr. Combs noted that the small diameter trees could be removed without a permit and reiterated that the palm - which was healthy, but in need of maintenance - was the only tree to be considered. 4 After discussion with the applicant about the actual plans that were intended surrounding the palm, the Committee agreed to table to item until development plans could be submitted that would demonstrate the hardship. 7. 1101 Marsh (2 Magnolias) The applicant discussed the removal request and the re- landscaping plan that would enhance the corner property and feature coral pink myrtle. She stated the two trees were too close to the sidewalk and were damaging the foundation. Mr. Combs reported that the street trees were relatively healthy and were causing some hardscape damage; they would require a root - pruning cycle if retained. Ms. Worthy felt the displacement was minimal and that the trees were important to the site. She noted that removals were not allowed based on possible future problems. Mr. Loosely felt it was a tight location for Magnolias, which will only get larger. He agreed there was no significant damage in evidence right now, but felt the issues would get worse. Mr. Ritter agreed that removal would impact the neighborhood, but felt the trees were in the wrong location and that problems would get worse. Mr. Duffy moved to approve the removal request, based on promoting good arboricultural practice, and required replacement planting of two 24" crepe myrtles to be planted within 45 days of tree removals. Mr. Loosley seconded the motion. The motion passed, with Ms. Worthy voting against. NEW BUSINESS Mr. Combs discussed the need for advisory body goals to be submitted to Council. Mr. Ritter noted that the Committee had outlined the need for a stump grinder every goal cycle. Mike Johnson, city arborist, supported the need for a stump grinder, as the city was spending a large amount of the contract budget and time on stump grinding and that it would be most cost effective for the city to own the equipment. Mr. Combs agreed to refine and re- direct goals to submit for Committee review, focusing on the purchase of a stump grinder and increasing the contract budget to allow for new full - time employee. ARBORIST REPORT Mr. Combs noted that 2015 would be the last springtime Arbor Day celebration because the best time to do plant is in the fall. Mudgett, Recreation Department and Public Art Program Manager SUBJECT: TREE REMOVAL APPLICATION AND REPLANTING SCHEDULE FOR FIRE STATION NO. 1 LOCATED AT 1260 SANTA BARBARA STREET Removal Request The City of San Luis Obispo Fire, Police and Parks & Recreation Departments are seeking the removal of one (1) tree currently located at Fire Station #1 at 1260 Santa Barbara Street, San Luis Obispo. The removal request is for the Alder tree located on city -owned property located in the front of Fire Station #1, bordering Santa Barbara Street. (Refer to Attachment 1 — Site Map). Cause for Removal This particular Alder tree was planted and watered in this location years ago by a City employee on her own cognizance. This tree planting was not approved by the City Arborist or Tree Committee at that time. The Alder is a non - native tree, typically seen in the Pacific Northwest where there are moist environments such as near creeks and rivers. As such, the Alder tree as a shallow and prolific root system. Currently the root system is causing systematic damage to the cement court yard, walkway and bowing of the wood plank sidewalk. A section of the cement walkway was replaced a year ago to correct damage caused by the shallow root systems. (Refer to Attachment 2 — for photographs of Alder Tree and Damage). Figure 1 below reflects courtyard damages caused by the Alder tree. Figure 1 - Cement Walkway Damages 2. Full View Foliage View Bark View An oak is a tree or shrub in the genus Quercus of the beech family Fagaceae, having approximately 600 extant species. The common name "Oak" may also appear in the names of species in related genera, notably Lithocarpus. Quercus agrifolia, the coast live oak, is an evergreen oak (highly variable and often shrubby), native to the California Floristic Province. It grows west of the Sierra Nevada from Mendocino County, California, south to northern Baja California in Mexico. It is classified in the red oak section (Quercus sect. Lobatae). • Size: Height: 10 -20 meter all; Spread: 25 -30' • Growth: Moderate to fast • Character: Evergreen; dense round crown and widely spreading branches. • Foliage: dark green, oblong to oval, 2 -6 cm in length, cupped with entire toothed margins • Flower: inconspicuous flower clusters in mid -late spring, February - May. • Fruit: Reddish -brown one - seeded nuts (acorn seed capsules). • Bark: Mature bark is gray and shallowly furrowed. • Watering: In general, young trees are very tolerant of their environment and make excellent and adaptable landscape assets. Avoid over watering. Grows best in well- drained soils. 15 -20 gallons per month for the first 2 years; as needed after 3 years. • Tree Care: Moderate. Early pruning needed to train a good shape; pruning needed less frequently with age. • Tolerance: Drought tolerant, prefers well- drained soils. Well adapted to fire. • Special Considerations: Prefers sun. • Notable Traits: Low - maintenance tree well adapted to drought conditions. Disease and pest resistant. 1 Full View Foliage View Bark View Water Gum (formerly called Brisbane Box) is an evergreen tree reaching 30-45' tall and 15 -20 ft wide. Can be frost sensitive (20 Degree F), so it is best used in milder areas like coastal California. Looks similar to a eucalyptus. Typically used in City's as a "street tree ". • Size: Height: 30 -45'; Spread: 15 -25' • Growth: Moderate to fast • Character: Evergreen; upright, oval form; moderate canopy. • Foliage: Green, glossy, oval leaves 4 -6" long. New growth has a slight red tinge. • Flower: Small, white, distinctive, but not showy flowers in clusters 2 -4" across, bloom July- August. • Fruit: Hard, brown seed capsules form in fall and persist on tree. • Bark: Mottled, shredding, light brown or reddish bark. • Watering: In general, 15 -20 gallons per week for the first 2 years; 15 -20 gallons twice a month for the 3rd year; as needed after 3 years (varies by soil, sun, and wind conditions). • Tree Care: Moderate. Early pruning needed to train a good shape; pruning needed less frequently with age. • Tolerance: Drought tolerant (once established), poor drainage, any soil, smog. Flood tolerant. • Special Considerations: Prefers sun. • Notable Traits: Low - maintenance street tree well adapted to harsh urban conditions. Disease and pest resistant. Figure 3: Replanting Location #2 (Broad Street, near Comer of Santa Barbara Street) Figure 3 shows replanting area 2 (R2) for two (2) Quercus Agrifolia (Costal Live Oak) trees in front of the Fire Department Historic Museum. This building is used for storage and restoration of historic Fire Department artifacts as well as for official ceremonies. The front of the museum faces southeast and received significant sunlight. The two new Oak trees will be planted in front of the museum building with the intent to block afternoon sun and create a storage condition that is conducive to historic artifact preservation. Figure 2: 81 - Replanting Locution N 1 (Emily Street (Between Roundhouse and Alphonso Stregj Figure 2 shows replanting area 1 (RI) for ten (10) Tristaniopsis Laurina (Brisbane Box/Water Gum) trees along the property concrete wall and Emily Street. Eight (8) trees will be located along the north side of the driveway and two (2) on the southern side of the drive way. Trees planted along this border would help to beautify the Emily Street (Roundhouse Place) neighborhood and improve the residential view by blocking that of the facility's training and cellular towers. These trees are consistent with the four Water Gum trees planted along the Roundhouse Street property line. Irrigation is accessible in this location. Staff will confirm utilities placement with USA to avoid digging conflict prior to any replanting. ATTACHMENT 4 — Replanting Schedule & Species Identification Figure 1 provides the site location of Fire Station #1 and the City's Emergency Dispatch Center located at 1260 Santa Barbara Street in San Luis Obispo. The proposal is to removal one (1) Alder tree located on Santa Barbara Street. The City proposed replanting with twelve (12) trees identified in Replanting Areas 1 and 2. Replanting Area 1 (RI) would include ten (10) Tristaniopsis Laurina trees (formerly called Brisbane Box) or Water Gum trees along the property wall of Emily Street. Plant details for Tristaniopsis Laurina are provided below. Replanting Area 2 (R2) would include two (2) Quercus Agrifolia) Coastal Live Oak trees in front of the Fire Department Historical Museum building along South Street. Plant details for Water Gum and Coastal Live Oak trees are provided below. Figure 1: Site Location Trade Center beam. This design also creates a visual and noise barrier for the Memorial area and is aesthetically engaging to pedestrian and vehicular traffic. The design concept is intended to improve the site, making it an attractive and iconic place to commemorate the lives of the 9/11 Emergency Responders and to create a space for reflection and education. As part of the State's standardized fifth grade curriculum, the World Trade Center events are now being taught as part of American History. As supported by School District representatives, this memorial will become a destination location for school groups to come learn about our nations' tragic event, the emergency responders' lives lost, physically touch the I -beam and make connections about our nations' resiliency dangerous conditions for the public when attending future ceremonies and for fieldtrips when school children visit the site as part of US History curriculum studies. ABOUT THE DESIGN As a joint public safety project, the location of the public art memorial is proposed to be located near the front entrance of the City's Fire Station No.l and the Emergency Dispatch Center located at 2160 Santa Barbara Avenue (Refer to Vicinity Map Attachment 3). The Memorial project will conform to this courtyard area at the front entrance of this City facility. A flag pole currently sits in the center of the circular courtyard and staff is recommending relocation and other site preparations prior to art installation. The memorial design concept is titled "Standing Tall ". This concept speaks directly to the loss of the 403 Police and Firefighters in the destruction of the World Trade Center twin towers. The emergency workers are each symbolized by a tall solid metal post — 343 Firefighters represented by reddish/rusted steel and 60 Police officers represented by blue anodized aluminum. All 403 posts will be embedded in two concrete bases that follow the arc of the circular plaza. These bases will be low, allowing the sculptural posts to be the main visual impact. The different colored posts will be randomly interspersed with each other, adding a great visual interest while referring to the fact that regardless of their First Responder roles, they all sacrificed together. The inside of the concrete bases will have an inscription of descriptive characteristics. These words are expressive descriptions about shared virtues of the 403 emergency responders. Virtues such as bravery, fortitude, sacrifice, service, strength, commitment, and valor will adorn the inside of the concrete bases as a constant reminder about the remarkable character of the First Responders who sacrificed their lives and about the virtues upon which they proudly stand tall. The World Trade Center I -beam artifact will be presented horizontally, mounted and up lit as if it is floating above its concrete pedestal. Engraved plaques on the base will describe the beams' significance. Concrete /stone benches will abut the concrete bases and mimic the outside circumference of the circular plaza. This plaza seating will allow for viewers to sit and contemplate their surroundings. Compliant with the City's night sky ordinance, LED up- lighting will be placed within the concrete bases and will further enhance the site, illuminating both the metal posts and the World ATTACHMENT 3 — WORLD TRADE CENTER MEMORIAL DESIGN The overhead view of the memorial, as provided by the artist, demonstrates the need for the space currently occupied by the Alder tree as part of the overall memorial design as this space is needed for the public assembly during the annual ceremonies. This open space would also allow for pedestrian and vehicle traffic to view the World Trade Center memorial while traveling by. Views of the Fire Station and courtyard are limited due to the scale of the existing tree. The Fire Department Administrative employee must now cross Santa Barbara Avenue at two separate locations in effort to bypass the uneven surface and gain access to the Fire Station entrance. In addition, Mike Ward, a former City Fire Chief and a quadriplegic following an unfortunate bicycle accident, has served as the SLO City Fire Department's Chaplain for over 12 years. As the Fire Department's Chaplain, Mike Ward is called upon to preside over numerous ceremonial dedications. Currently, the Chaplain's ability to access the front courtyard is significantly limited due to the uneven cement and heavy organic debris dropped by the Alder tree. Future Vision of the Site Over the years, construction has occurred at this location both with the remodel of the Fire Station and the construction of the new Police and Fire Emergency Services Dispatch Center. The long- term plan of this location included the future construction of the World Trade Center Memorial Project to honor the 403 emergency responders, both Police and Fire, who sacrificed their lives savings others in the 9 -11 World Trade Center attacks. The World Trade Center Memorial design was approved by the City Council in July 2014 and will be located in the front courtyard of Fire Station #1 /Emergency Dispatch Center (immediately adjacent to the Alder tree). Staff shared with the City Council concerns about current and future site damages caused by the existing Alder tree and the disabled accessibility issues present at this location. The proposed memorial location at the entrance courtyard would necessitate the relocation of the flag pole (currently in the center of the courtyard) and various other site preparations, such as a removal of the Alder, walkway repairs caused by the tree and new landscaping. The site's Alder tree is currently occupying the location of the proposed memorial assembly area which will be needed for the public during annual September 11th ceremonies and other occasions. Currently, the public has to stand in the adjacent parking lot for the ceremonies. Utilizing the parking lot as a public assembly area is not recommended as this will contribute to unsafe and dangerous conditions for the public when attending future ceremonies and for fieldtrips when school children visit the site as part of US History curriculum studies. (Refer to Attachment 3 for the Memorial Design and Site Plan) Figure 2 below shows the World Trade Center Memorial design as proposed by the artist. Mitigation and Proposed Replanting Schedule The Parks and Recreation, Police and Fire Department staff continue to work with the City Arborist and Public Works Parks Maintenance staff regarding recommendations for potential site improvements for pedestrian access as well as site preparations to stop the damages caused by the Alder tree, site preparations to accept the Council- approved Memorial design and replanting schedules to add a more appropriate tree species at more desirable locations on this city -owned property. After meeting with the City Arborist and Parks Maintenance staff, the City is proposing a twelve to one (12:1) replanting schedule should the removal of the Alder tree be approved. A typical replanting is 2:1 or 3:1. However, staff is recommending additional replantings as various replanting locations have been identified that would greatly benefit both the owner and neighboring residents. (See Attachment 4 for Replanting Schedule and Species Identification). R 1 — Replanting, Location #1 (Ernfly Street (Between Roundhouse and Alnhonso Streetl Propose planting ten (10) Tristaniopsis Laurina (Formerly called Brisbane Box) Water Gum trees along the property concrete call and Emily Street. Currently, an upscale condominium complex , Roundhouse Place, is located across the street form the back parking lot of the Fire Station and Emergency Dispatch Center. Trees planted along this border would help to beautify the Emily Street neighborhood and cover the residential view of the Facility's training and cellular towers. These trees are consistent with the five Water Gum trees planted along the Roundhouse Street property line. Irrigation is accessible in this location. Staff will confirm utilities placement with USA to avoid digging conflict prior to any replanting. This building is used for storage and restoration of historic Fire Department artifacts as well as for official ceremonies. The front of the museum, facing the Broad Street, is used for storage of such artifacts. The building is situated southeast and receives significant afternoon sun. AS a result, ultraviolet rays and heat have had a significant impact on the ability to preserve some memorabilia. The two WTC Memorial Public Art, Specification No. 91018 Page 5 new Oak trees will be planted in front of the museum building with the intent to block afternoon sun and create a storage condition that is conducive to historic artifact preservation. Fire Historic Museum Building & Planter Museum South -east Facing Window Conclusion The City of San Luis Obispo Fire, Police and the Parks & Recreation Departments are seeking approval to remove of one (1) Alder tree located at Fire Station #1 at 1260 Santa Barbara Street. This tree has caused damages to the site and conditions are anticipated to worsen without the removal of the tree. This location has also been identified as the public assembly area for the site.
