SUBJECT: APPROVE AMENDMENT TO AGREEMENT WITH SUNGARD PUBLIC
SECTOR
RECOMMENDATION
Approve the amendment to the existing Contract and agreement with SunGard Public Sector to
add a Fixed Assets Module licensing.
DISCUSSION
In December 2006 the City contracted with SunGard Pentamation Inc. (now SunGard Public
Sector) to provide financial software products, licensing and maintenance known as Finance
Plus. The initial contract included the Financial Accounting, Payroll and Human Resources
module. Sungard Pentamation also offers a Fixed Asset accounting and tracking module as an
integrated component of the financial software package, however, the City chose to continue
using a locally developed version of the Fox Pro software program to perform the fixed asset
accounting and tracking functions.
The Fox Pro program has been in use by the City for the last 25 years as the City’s fixed asset
and building permit system; however, Microsoft stopped supporting the software in 2008. In
2010, Council authorized a contract with Energov to replace the Fox Pro program as the City’s
building permit software. With the implementation of Energov and the continued failures of the
Fox Pro program, the use of the Fox Pro program is being discontinued soon because of its high
maintenance demands. As a result, staff is requesting to convert the fixed asset records contained
in Fox Pro to the SunGard fixed asset program in order to ensure the continuity of the required
reporting of the City’s fixed assets. Through the use of SunGard’s product, the fixed asset
reporting function will be integrated with the Accounts Payable and General Ledger modules
that are already in use, thereby making the work effort more efficient.
FISCAL IMPACT
The Finance Department carried forward from 2013-14 sufficient monies to cover this request
which totals $9,635 for the first year license, two years of software maintenance and required
training on the module. The ongoing costs will be $1,550 per year and will be cover with our
regular budget in contract for Services.
ALTERNATIVE
Do not approve the extension of this agreement. This option is allowable and staff could
prepare an RFP for circulation to obtain new proposals for different software. However this
alternative option may be less cost affect since it won’t be integrated with our current financial
software.
