HomeMy WebLinkAbout03-04-2015 HRC Agenda HUMAN RELATIONS COMMISSION AGENDA REGULAR MEETING March 4, 2015 5:00 p.m. Council Hearing Room 990 Palm Street “The Human Relations Commission (HRC) advises the Council in creating an environment within the City in which all persons can enjoy equal rights and opportunities regardless of race, religion, sex, national origin, age, physical, mental, sexual orientation, or economic status. The Commission makes recommendations to the Council or the City Manager on how these social concerns and human needs can best be addressed. It is desired and expected that specific functions of the HRC will change as solutions are found to specific problems or as times change, and the needs and priorities of the community in this field evolve.” CALL TO ORDER: ROLL CALL: Chairperson: Ron Tilley; Vice-Chairperson: Michelle Tasseff; Commissioners: Robert Clayton, Janet Pierucci, Gene Strohl, Maria Troy CONSIDERATION OF MINUTES: February 4, 2015 Item 1. REVIEW 2014-15 GRANTS-IN-AID (GIA) MID-YEAR REPORTS (TILLEY) COMMISSIONER COMMENTS ADJOURN PUBLIC HEARING BUSINESS ITEMS PUBLIC COMMENT PERIOD: The general public is invited to speak before the Human Relations Commission on any subject within the jurisdiction of the Human Relations Commission that does not appear on this agenda. Although the Commission will not take action on any item presented during the Public Comment Period, the Chairperson may direct staff to place an item on a future agenda for formal discussion. Human Relations Commission Agenda Page 2 Appeals: Administrative decisions by the Human Relations Commission may be appealed to the City Council in accordance with the appeal procedure set forth in Chapter 1.20 of the San Luis Obispo Municipal Code. For more agenda information, call 781-7250 HUMAN RELATIONS COMMISSION (HRC) MINUTES REGULAR MEETING February 4, 2015 5:00 p.m. 990 Palm St – Council Chambers CALL TO ORDER: 5:00 PM PRESENT: Chairperson: Ron Tilley*; Vice-Chairperson: Michelle Tasseff; Commissioners: Robert Clayton, Gene Strohl, Maria Troy *Commissioner Tilley left the meeting at 6:10 p.m. ABSENT: Commissioner: Janet Pierucci STAFF PRESENT: Tyler Corey, Housing Programs Manager; Greg Zocher, Human Resources Manager; Greg Hermann, Special Projects Manager CONSIDERATION OF MINUTES: ACTION: Moved by Clayton/Strohl to approve the minutes of December 3, 2014 as submitted; motion carried 5:0. ______________________________________________________________ PUBLIC COMMENT No public comment for items not on the agenda. BUSINESS ITEMS Item 1. MEDICAL MARIJUANA CULTIVATION AND NUISANCE ABATEMENT (TILLEY/HERMANN) Special Projects Manager Hermann made presentation on Medical Marijuana Cultivation and Nuisance Abatement, and responded to questions from the commissioners. Public Comment was received from five members of the public, as follows: Mary Ellen Gibson, Denise Shandroff, Mike Shandroff, Carol Greiten, and Christine Mullholland. Commissioners made additional comment about the issues presented. Commissioners agreed by consensus that the nuisance ordinance be general in nature and not specific to marijuana, that there should be a threshold before formal enforcement, and that each complaint should be investigated. *Commissioner Tilley left at 6:10. Vice-Chairperson Tasseff chaired the remainder of the meeting. Page 1 of 2 Item 2. CONFLICT OF INTEREST CODE AND FORM 700 PROCESS (TILLEY/MEJIA) City Clerk Mejia discussed conflict of interest code and form 700 process. Item 3. REVIEW 2ND QUARTER 2014-2015 MAXINE LEWIS MEMORIAL SHELTER REPORT (TILLEY/MCINTOSH) Grace McIntosh presented 2nd Quarter 2014-15 Maxine Lewis Memorial Shelter report. Item 4. RELEASE 4TH QUARTER 2014-2015 MAXINE LEWIS MEMORIAL SHELTER FUNDING (TILLEY/MCINTOSH) Moved by Clayton/Troy to release 4th Quarter 2014-15 Maxine Lewis Shelter Funds; motion carried 4:0. Item 5. SELECT SUBCOMMITTEE FOR 2015-2016 GIA APPLICATIONS (TILLEY) Commissioners Troy, Clayton & Strohl agreed to serve on the subcommittee. Item 6. REVIEW 4TH QUARTER 2014 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) REPORT (TILLEY/COREY) Housing Programs Manager Corey presented 4th Quarter 2014 Community Development Block Grant Report. COMMISSIONER COMMENTS Commissioner Tasseff gave an update on events she attended and other upcoming events. Commissioner Clayton spoke regarding a lack of services in San Luis Obispo for the mentally ill. There being no further business to come before the HRC, Chairperson Tasseff adjourned the HRC meeting at 7:00 p.m. to the regular meeting scheduled for Wednesday, March 4, 2015 at 5:00 p.m. in the Council Hearing Room at 990 Palm St. Respectfully Submitted, Greg Zocher, Human Resources Manager Page 2 of 2
