The Committee may not discuss or take action on issues that are not on the agenda other than to briefly respond to statements made or questions raised, or to ask staff to follow up on such issues. 1. Please contact the Clerk or staff liaison prior to the meeting if you require assistance San Luis Obispo Parks and Recreation Administration Office 1341 Nipomo Street, San Luis Obispo Wednesday, February 11, 2015 : 5:30PM DRAFT CALL TO ORDER: Chair Ron Batterson called the meeting to order at 5:34 PM ROLL CALL: Chair Ron Batterson, Vice Chair Kathi Settle, Committee Members Bob Gordon, Eva Ulz, Toni Kincaid, Susan Updegrove ABSENT: Eva Ulz (late) STAFF: Melissa Mudgett – Recreation Manager, Faith McDonald- Recreation Specialist, David Setterlund- Recreation Supervisor PUBLIC COMMENT PERIOD Cinda Fox, a resident of Marsh Street Commons, discussed her issues with the Friday- Sunday Weddings. She complained of noise pollution that can be heard from her balcony and within her residence that occurs between the hours of 5 p.m.-10 p.m., 7 months out of the year. She also claims that this noise pollution is also present during the daytime events. White noise machines and headphones do not block out the noise. She has contacted the Parks and Recreation Department regarding this issue and feels that it is a waste to involve the Police Department in this matter, however, the times she has involved them the wait response varies. She advised that the receptions should be held off-site or the department can raise the facility costs to cover staff that could monitor noise levels. Additionally she suggested that weddings end by 6 p.m. on site or have the noise limit be raised to 70 decibels. CONSIDERATION OF FINANCIAL REPORT- Ron Batterson MOTION: (Batterson/Kincaid) Approve November 1, 2014 – January 31, 2015 Financials as submitted. Approved: yes: 6 no: 0 absent: REGULAR ITEMS 1. Discussion of PB Companies November 19, 2014 Presentation of Conceptual Marsh Street Project (Ron Batterson) Randy Alonzo and Jenny ( last name?) present as PB Companies representatives. Randy addressed that the Redwood removal might not be an issue since underground parking for the site is potentially moving. PB Companies additionally discussed the attendance of the Architectural Review Commission. General recommendations cannot be made until they see the whole detail for the site. The next meeting will be on March 16th to review all three buildings. There is 10-11ft set from the property line where bicycle parking and lights will potentially go. The company, at this time will be proceeding with subterranean parking. They are working with a dewatering process. Based on the recommendation of Bob Hill the 2nd diagram provided showed the Redwood Structure with the spread out root system going down to about 15 to 20ft. Chair Batterson addressed the proposed paseo. He distributed a picture of the current well location that was linked to the underground water supply of the Jack House. The group discussed the current reservoir location and how it would hinder a paseo project in that area. Additionally, the storage area in the proposed location is a high volume area and should a paseo be added to that back area, further issues could arise. Jack House Committee Minutes June 11, 2014 Page 3 of 8 Ken Schwartz: The carriage house was never considered but more behind the property. Committee Member Updegrove asked PB Companies if the 590 property was approved as a 3 or 4 story building. Randy responded that the building directly behind the Jack House was approved as a three story building and the building behind that was approved as a four story building. Committee Member Ulz asked was the goal for the paseo was. Randy having a gate or front entrance walkthrough. Chair Batterson shared that there is storage near carriage house but the old driveway makes sense for the paseo. The 4th floor is not yet approved. Committee Member Ulz discussed that structural monitoring needs to happen during excavation and that there needs to be an agreement that an immediate stop construction would happen should there be damage or the potential for damage. Chair Batterson said that rovers would need to maintain the back gate for events. James Papp shared that he is excited that the carriage house is becoming a more integral part of the property. Assessing the way weddings use the property and that it would be opened more than the 3 hours a week to the public. Committee Member Ulz said that philosophically it’s a lovely idea but logistically agrees with Ron. Potentially a storage shed could be added to the green area. Committee Member Kincaid noted that the age on the back corner is a turnaround space. Chair Batterson noted that the modules are 4ft by 20ft and shared with Public Works. Marilyn noted the Walnut Tree in the back corner. Committee Member Ulz suggested about the front Marsh Street Corner having a gate that would be a separate entrance from the house and help keep property opened during weddings. Chair Batterson agreed that could be a good alternative. Randy shared that he would be adding the discussed scenarios and working with their landscape architect. He noted that PB Companies is not beholden to working with Jack House but would love to say there is a collaboration to the ARC. He will email Melissa a concept plan. Chair Batterson noted he would like to see the elevation plans. Randy responded he would arrange that. Jack House Committee Minutes June 11, 2014 Page 4 of 8 Committee Member Updegrove likes Eva’s idea. She also asked if they could screen the well area. Chair Batterson said that as they work with Thom Brajkovich they could make that a tie in. Marilyn asked if there is a measurement from the carriage house to the fence. James Papp responded that it is roughly 40ft. Committee Member Kincaid suggested that they could make the carriage house ADA accessible behind the fence with a platform of some kind. James Papp responded they would have to take the carriage out. Committee Member Kincaid responded not necessarily. 2. Discussion of Upcoming Jack House Events and Appropriation of Funding for Advertisement (Dave Setterlund) Dave Setterlund announced the Mother’s Day at the Jack House was approaching. Chair Batterson said the funds were in Dave’s control and he could go forward with advertising. Committee Member Gordon said he could provide carnations again. 3. Discussion of Jack House Spring Cleaning/Carpets and Appropriation of Funding (Dave Setterlund) Dave Setterlund shared it is time for spring cleaning. Committee Member Kincaid shared that the previous cleaners were not that great. Dave Setterlund asked if the committee had proposals for cleaning. Committee Member Ulz said there should be a docent day for cleaning. She believes that cleaning a historic house should be handled properly and need to have proper training. Dave Setterlund suggested that they steam clean the rugs. Committee Member Ulz shared that at the Dallidet House can probably come help clean. Marilyn and Committee Member Kincaid shared that dust among the collections is not a huge issue, but is on the stairways. Committee Member Ulz asked if there was a runner. Committee Member Kincaid responded there is one out. Committee Member Ulz reiterated that the committee needs to find someone who understands and has experience cleaning historic structures. She shared that she would also like to see the carriage house added to advertisements as opening May 10th. The theme this year is a spring egg collection that will displayed in the parlor. Jack House Committee Minutes June 11, 2014 Page 5 of 8 4. STAFF REPORT AND UPDATES (Dave Setterlund) The SLO Skate Park Grand Opening will happen on Saturday, February 28th from 1-4. Vice Chair Settle announced her and her husband would be attending. Dave Setterlund announced the start of Pickleball. Melissa Mudgett explained to the group that the sport was named after a dog named Pickle who would chase balls across the court. The Laguna Lake Golf Course has a brand new ADA Cart which is the first and only in the county. Melissa Mudgett discussed using existing programs as leverage to increase pedestrian traffic. One of the programs that she believed would drive traffic to the Jack House is the Feet First Event that using walking points or tours to increase pedestrian activity throughout the city. Committee Member Ulz shared that the History Center was currently working on developing walking tours. The PB Companies next meeting with the Architectural Review would be at 5:30 in the Council Hearing Room at 990 Palm Street. Committee Member Kincaid shared that she has pictures of the wallpaper that was recently finished. It matches the cornice (molding) throughout the house. Brian Lindsey moved the piano. Chair Batterson discussed streamlining projects in the future for paperwork. Committee Member Kincaid shared that the wallpaper project ended up being beautiful. It looks really fresh. Kayes funding will be able to fund future projects once the elevator shaft is removed. 5. DOCENT ACTIVITIES (Toni Kincaid) On March 10th Talks and Tours will have lunch on the Jack House Lawn. Committee Member Ulz interjected that the event was cancelled but hopes the Jack House will come to talk. Jack House Committee Minutes June 11, 2014 Page 6 of 8 On April 1st , Five Cities newcomers will have a group tour with 60 people. They are being charged $5 per person vs the $100 group fee. The carpet will be cleaned before. City Council Retreat date has not been sent. Dave Setterlund asked James Papp about the Sheep to Shawl event in June at the house. James Papp explained that the lambs are coming to the house on April 26th. It will be a fun, informal event and would be a pre event to Sheep to Shawl. The event is sponsored by Friends of the Jack House. The lambs would be coming from Rinconada Dairy. On April 9th there is a Victorian Tea catered by Del Monte. On August 14th the History Center there is a Phoebe Hearst Musicale and Lecture will have SLO Opera in attendance. There will be wine and hors d’oeuvres will be provided. Lita Miller from UC Santa Cruz will be conducting the lecture. The concert will have two vocalists and at 9:30 they group will leave. Maureen would like to revamp the Haunted Jack House event. Committee Member Ulz expressed interest in working on the event and partnering with the History Center to solve the volunteer issues. 6. MEMBER COMMENTS/COMMUNICATIONS James Papp shared that there are a lot of exciting ranch tie-ins right now with the Gambling Lambs. Committee Member Updegrove asked about making the carriage house ADA. There is a gentleman in the area that is going around suing businesses that are not ADA accessible. The City is seen as having deep pockets, which isn’t usually the case. She believes that the first floor should at least be considered or potentially the back porch. Chair Batterson shared that a historic house does not have to be compliant since the costs are often prohibitive. Vice Chair Settle said that the Vets Building has an outdoor lift. Committee Member Kincaid said that the possibility of an expensive lift being vandalized would be high. Committee Member Updegrove said that if the lift was visible from the street maybe that would keep it from happen. Jack House Committee Minutes June 11, 2014 Page 7 of 8 Committee Member Updegrove asked if there are any proposed affordable workplace housing areas going up in the new proposed building sites, since the city is becoming very expensive to live in. Chair Batterson said that the plans he has seen are very posh, so probably not. Committee Member Ulz talked about discussing issues of weddings at the next meeting. Chair Batterson said they could put the Wedding Discussion on the March agenda. Decibels need to be addressed through City Ordinance. Committee Member Kincaid shared that every Saturday is booked for the upcoming wedding season. Vice Chair Settle said she was somewhat bristled by Cinda’s comments. The Jack House Weddings were existing noise issues prior to the Marsh Street residents moving in, and they should have been aware of that prior to purchase. With PB Companies building’s being approved, the city is asking for future trouble when it comes to the Jack House. Committee Member Ulz agreed they should keep their eyes open but also uphold ordinances with weddings. Chair Batterson asked what the current provisions are. Melissa Mudgett responded that the existing ordinance is 60 decibels. Committee Member Kincaid asked if Devin could be present for the future Wedding discussion. Committee Member Ulz asked if the committee should get a quote from Mark Hulbert. Should it be on an agenda? The History Center received funding for a digital catalog. Ulz suggested that the committee put on the agenda whether or not they should join in on the project and share the information. They need to know by July. Vice Chair Settle shared that the fieldtrip was delightful. Ben Higgins used to go to CL Smith. He is from a local family and the whole thing was just amazing and wonderful. Committee Member Kincaid said she hopes to do more. Melissa Mudgett announced that there is a commissioner’s workshop coming up, and that the applications are due. This would give the Jack House the opportunity to advocate for the needs of the group. The event is being held at a winery in Paso Robles and is an annual event. Chair Batterson shared that he has been a member since 1998 and has decided to resign. He is hoping to make this a smooth transition. The position needs to be from the architecture department faculty and he has been looking into potential possibilities. Chuck Crotzer is a possible option. He is terminating his position on March 31st and is recommending Thom Jack House Committee Minutes June 11, 2014 Page 8 of 8 Brajkovich. Elections will be held in April.
