SUBJECT: 2015 APPOINTMENTS TO CITY ADVISORY BODIES
RECOMMENDATION
In accordance with the recommendations of the Council Liaison Subcommittees:
1. Make appointments to the City's Advisory Bodies effective April 1, 2015 as set forth
below and direct the City Clerk to continue to recruit for any unfilled vacant positions.
2. Waive Council Policies and Procedures Section 6.7.2.5 and appoint Douglas Single to the
Parks and Recreation Commission and Promotional Coordinating Committee for terms to
expire on March 31, 2019.
3. Waive Council Policies and Procedures Section 6.7.2.5 and appoint Deborah Lewis to the
Promotional Coordinating Committee for a term to expire on March 31, 2017.
DISCUSSION
San Luis Obispo has a long history of involving its residents in the business of City government.
Holding a position on an advisory committee and/or commission provides an opportunity for
interested residents to participate in the governing of their community under guidelines and
procedures established by Council. The City holds an Annual Advisory Body Recruitment to fill
those positions which commence on April 1st.
This year the City recruited to fill 27 scheduled and unscheduled advisory body positions. The
recruitment was conducted between December 2014 and January 23, 2015. A total of 55
applications were received. Council Liaison Subcommittees conducted interviews during the
month of February. The following recommendations will fill 25 of these vacancies. Two
vacancies will remain unfilled on the Mass Transportation Committee. The City Clerkâs Office
will continue to recruit for these vacancies.
Council Policies and Procedures Section 6.7.2.5 states that as a general policy, an applicant shall
not be appointed to serve on more than one advisory body. Both the Parks and Recreation
Commission and Promotional Coordinating Committee Liaison Subcommittees have
recommended appointment of Douglas Single and he has indicated a desire, willingness, and
time-commitment to serve on both advisory bodies; however, Mr. Single indicated a preference
to serve on the Parks and Recreation Commission if he may only serve on one advisory body.
The PCC Liaison Subcommittee has also recommended Deborah Lewis for appointment;
however, Ms. Lewis is currently serving on the Personnel Board. Ms. Lewis has expressed a
willingness and desire to serve on both advisory bodies; however, her preference is to serve on
the Promotional Coordinating Committee is she may only serve on one advisory body.

Architectural Review Commission
1. Reappoint Ken Curtis to a four-year term expiring March 31, 2019
2. Appoint Angela Soll to a four-year term expiring March 31, 2019
Bicycle Advisory Committee
1. Reappoint Catherine Machado to a four-year term expiring March 31, 2019.
2. Reappoint Howard Weisenthal to a four year term expiring March 31, 2019.
Construction Board of Appeals
1. Reappoint Niel Dilworth to a four-year term expiring March 31, 2019
Cultural Heritage Committee
1. Reappoint Sandy Baer to a four-year term expiring March 31, 2019.
2. Appoint James Papp to a four-year term expiring March 31, 2019.
3. Appoint Craig Kincaid to a four-year term expiring March 31, 2019.
Housing Authority
1. Reappoint Aimee LaRue, as the family tenant member, to a four-year term expiring
March 31, 2019.
2. Reappoint Patricia Souza, as the senior tenant member, to a four-year term expiring
March 31, 2019.
3. Reappoint Jay Beck to a four-year term expiring March 31, 2019.
4. Reappoint Elizabeth Steinberg to a four-year term expiring March 31, 2019.
5. Reappoint Marti Reed to a four-year term expiring March 31, 2019.
Human Relations Commission
1. Reappoint Robert Clayton to a four-year term expiring March 31, 2019.
2. Appoint Carol Sexton to a four-year term expiring March 31, 2019.
3. Appoint Julia Jones to a four-year term expiring March 31, 2019.
Jack House Committee
1. Reappoint Kathleen Settle to a four-year term expiring March 31, 2019.
2. Appoint Leah Walthert to a two-year term expiring March 31, 2017.
3. Appoint Chuck Crotser to serve as the Cal Poly College of Architecture and Environmental
Design faculty representative.
Mass Transportation Committee
1. Reappoint Denise Martinez to a four-year term expiring March 31, 2019.
2. Continue to recruit for one unfilled vacancy for a member at-large with a term expiration of
March 31, 2019.
3. Continue to recruit for one unfilled vacancy for an alternate representative with a term
expiration of March 31, 2018.
Parks and Recreation Commission
1. Appoint Douglas Single to a four-year term expiring March 31, 2019.
2. Appoint Susan Olson to a four-year term expiring March 31, 2019.

Personnel Board
1. Reappoint Frank Guyton to a four-year term expiring March 31, 2019.
2. Appoint Sharon Whitney to a four-year term expiring March 31, 2019.

Promotional Coordinating Committee
1. Appoint Stephanie Roberson to a four-year term expiring March 31, 2019.
2. Appoint Douglas Single to a four-year term expiring March 31, 2019.
3. Appoint Deborah Lewis to a two-year term expiring March 31, 2017.
Tourism Business Improvement District Board
1. Reappoint Clint Pearce to a four-year term expiring March 31, 2019.
2. Appoint Kevin Phipps to a four-year term expiring March 31, 2019.
Applications of those who were unsuccessful in this process will be kept on file for the next year
and will be notified of any subsequent vacancies.
