Reappoint Stephen Peterson to a four-year term on the Planning Commission beginning on April 1, 2001 and ending on March 31, 2005. 2. Appoint James Caruso to a four-year term on the Planning Commission beginning on April 1, 2001 and ending on March 31, 2005. 3. Appoint Michael Boswell to a one-year term on the Planning Commission to begin immediately and end on March 31, 2002. DISCUSSION Three vacancies exist on the Planning Commission. Paul Ready resigned on January 19, 2001. Mary Whittlesey's term will expire on March 31, 2001 and she is ineligible to reapply for another consecutive term. Stephen Peterson's term will expire on March 31, 2001. The Council Subcommittee interviewed seven applicants on February 23, 2001 and recommended the following appointments: reappointment of Stephen Peterson to a four-year term; appointment of James Caruso to a four-year tern; and appointment of Michael Boswell to fill the unexpired term of Paul Ready. Why do you want to serve on a City advisory body? I feel it important to be an involved citizen and to make a contribution to our community. Living in San Luis Obispo brings me a lot of happine s and I enjoy giving something back. 2. Why do you want to be a member of the Planning Commission and hat do you hope to accomplish? I have found my experience on the Commission over the past two ye�rs to be enjoyable and rewarding. I would appreciate the opportunity to continue working on some of the issues we have tackled during my tenure, including: expansion of the downtown commercial core, the id- Higuera Enhancement Plan, the Copeland Project and long-range planning in the Orcutt, Margarita and Airport areas. i 3. Have you ever attended a meeting of the Planning Commission, or 1 another City advisory body? What observations did you make? In addition to SLO City Planning Commission meetings, I regularly a end and participate in Santa Barbara County Planning Commission hearirigs through my job. I have found it very enlightening to compare how the two . commissions operate and to consider their relative strengths and weaknesses. I would like to see the SLO Commission work to impro its performance in the following areas: 1. The relationship between staff and the commission could be I ss adversarial and more cooperative. 2. The focus, clarity and usefulness of the recommendations our Commission sends to the Council could be improved. 3. At times our Commission seems timid and appears to lack confidence in its role in the decision-making process. Usually the Commission is extremely reluctant to make decisions contra to the staff recommendation,.to continue projects so that change can be made, to request further analysis of commission concerns rior to making a decision or to provide direction to staff. All of thes actions are well within the purview of the Commission and, in act, are a necessary component of the Commission doing an effe ive job. Improved etiquette and closer adherence to standard Rules of Order would help prevent our crowded, contentious hearings f om spinning out of control and will come across better on televisio 1. 4. What qualities experience and expertise make you a good candidate for the Planning Commission? I am a professional planner with a Masters Degree in the field from CI Poly. I am employed with the Santa Barbara County Planning and Development Department in current planning. I review development. proposals for compliance with the County's Comprehensive Plan and Zoning ordinance, perform CEQA review and make recommendation g and presentations to the Planning Commission and Board of Supervisors. Prior to working at the County I worked at several planning internships with public and private agencies ranging from the City of Boulder-Alternative Transportation Planning Division to the Noise Management Institute, private consulting firm focusing on airport noise issues. - I I feel it is valuable for some members of the commission to have traiing and a strong background in planning. It is especially helpful in handii g some of the more technical aspects of the Commission's job - implementation of CEQA, for example. In your view, what are some key planning issues in SLO? i In no particular order: I The challenge of creating desperately needed affordable housing an student housing in a community with strong environmental values an a significant slow/anti-growth sentiment. The ongoing County vs. City land-use conflicts at our urban edge and, the ability of the city to control its own destiny in these areas. Certainly, this would include the need for city annexation of the Orcutt, Margarita and Airport expansion areas. Ii Traditional Town vs. Gown conflicts, particularly the relationship betv�geen older, single-family homeowners and student renters. Promotion of denser infill development rather than sprawl at our urba edge. Serving on an advisory body offers the opportunity to affect positive change and to give some service back to the City and its citizens. I.found the members of the Commission to be very polite to everyone appearing before them Each member also seemed to be very deliberate in their discussions and emphasized the rationale for decisions so that everyone understand why they reached that conclusion. As a planner in a public agency I have developed the most important skill any Planning Commissioner can have: listening. I listen to all points of view before making a decision. I am particularly effective at developing compromises that leave all parties feeling like they got what they wanted Secondly, I consider myself an expert on planning issues and law. The practice of planning in California is complex and often ponderously bureaucratic. I already possess the understanding of how the practice works and how the law operates in real life situations. 5. In your view,what are some key planning issues in SLO? The individual planning and land use issues facing the City lead to a big picture appreciation for the future. For example, discussions of the LOVR corridor, big box stores,Dalidio, etc... cannot be discussed individually as if each decision is isolated from the next. All of these single project issues all reflect growth,its effects and externalities. These are the key planning issues in the City. 6. Why do you want to serve on a City advisory body? I am eager to serve on a City advisory body for two reasons: my commitment to public service, and my interest in ensuring a livable community for my family, friends, and fellow citizens. First, I believe it is the duty of all citizens to serve their community. Service can occur in many forms ranging from formal commitments to ad hoc gestures of citizenship such as picking up litter or helping your neighbor. I desire formal service through appointment to a City advisory body due to my interests(both personal and professional) in public policy and decision-making. Second, my wife and I made a difficult but definite decision to move to San Luis Obispo several years ago from our native Florida. After a nationwide career search, I concluded that San Luis Obispo was a superbly, livable community. We resolved to bring only one car(we sold the other), live close to downtown, support local business and organizations, and become active members of the community; our goal was to support the existing vision of San Luis Obispo's present and future. Thus,I desire to express my commitment to the community's vision by serving on a City advisory body. 2. Why do you want to be a member of the Planning Commission and what do you hope to I am eager to sl�e ass a member of the Planning Commission(in addition to the reasons above) for two reasons: my personal and my professional interests in city planning. First,citizens of the community are directly affected by the decisions and recommendations of the Planning Commission. As one of those citizens, I am personally interested in insuring.that Planning Commission actions continue to enhance the quality of life in San Luis Obispo. For example,I often use alternative transportation to move about the city in a sustainable manner.Also,I frequent San Luis Obispo businesses and minimize my expenditures out of the city. The continued possibility of these actions is dependent upon a good General Plan, Zoning Ordinance, Subdivision Ordinance, and effective delivery of city services. Second, as a professional City Planner I am interested in applying my training and experience to serve the greater good.Currently I teach future professionals in planning and I feel that my commitment to a high quality education will indirectly benefit many California communities as well as this one. I desire, however,to make a direct contribution through service on the Planning Commission.. The things I hope to accomplish are simple.I have no agenda, instead I hope to implement the will of the community as expressed through the General Plan, serve the City Council as an effective advisor, and inspire my fellow citizens to involve themselves in the management of their community. 3. I have attended severa Plannm Commission meetings and numerous City Council meetings. At the Planning Commission meetings I have observed passionate but productive Commissioners and professional City staffers seriously engaged in the issue at-hand. I have observed citizens who care about their community commit their valuable time to listen, learn,and voice their ideals.I have observed project applicants and advocates carefully craft their message to include all of the community's concerns.And I have seen the process produce excellent decisions and recommendations.This is of course when the Planning Commission is at its best. The Planning Commission is a political body that must mediate numerous different views and opinions. I have also observed the breakdown of rational and civil debate and thus the breakdown of the process. My observations confirmed the view that community decision-making is difficult, but my observations also showed that people care about the community.
