Appoint Zeljka Howard to a four-year term beginning on April 1, 2001 and expiring on March 31, 2005. 2. Reappoint Chuck Stevenson to a four-year term beginning on April 1, 2001 and expiring on March 31, 2005. DISCUSSION Two vacancies exist on the Architectural Review Commission. Jennifer Metz recently resigned prior to her term expiring on March 31, 2001. Chuck Stevenson's term will expire on March 31, 2001. He is eligible to be reappointed to an additional four-year term. The Council Subcommittee interviewed six applicants on February 28, 2001 and recommended appointing both Zeljka Howard and Chuck Stevenson to four-year terms. ATTACHMENTS 1. Why do you want to serve on a City advisory body? Two general reasons: Having recently served on the ARC I have leamed to appreciate the role of advisory bodies and see them as a very effective and rewarding way of contributing to the well being of our City. I would consider it an honor to have an opportunity to serve again. As an educator I would like to give an example to my students and encourage them to engage in community-serving activities. 2. Why do you want to be a member of the ARC and what do you hope to accomplish? Issues addressed by the Architectural Review Committee deal with the subject matters in which I have both professional and personal interests. Visual qualities of our community's natural and men-made environment are appreciated by its residents and visitors and need to be preserved and enhanced. I would like to participate in the efforts leading to the enhancement of these qualities. To this end I would like to contribute to the establishment of proactive ways of addressing the needs and providing for the emerging new types of development in a way that would not jeopardize the general character and appeal of the existing environment. 3.' Have you ever attended a meeting of the ARC or another City advisory body? What observations did you make? Yes, I have attended many ARC and Planning Commission meetings. For obvious reasons my observations may be subjective, but my experiences have generally been very positive. Residents of our community have an ongoing interest in preserving the quality of life in the City and see both planning and urban design as vehicles in accomplishing this goal. Consequently they have a tendency to attend the meetings of these two advisory bodies, which in turn makes these meetings rather interesting. My training and work experiences in the field of urban design and planning has given me the expertise needed to effectively address the issues dealt by the ARC. In addition, having served on the ARC for almost two years I am familiar with the procedures;responsibilities and duties of this advisory body. 5. In your view,what are some key architectural issues in SLO? ■ Enhancing the general character and charm of the built environment without preventing diversity of architectural expressions. ■ Coordination between the physical form of a structure relative to its function and the context of a site. • Articulation of facades (shopping centers and some new subdivisions, in particular) ■ Design and location of gas stations. 6. IN ADDITION, I HAVE 27 YEARS OF EXPERIENCE IN URBAN PLANNING IN SAN LUIS OBISPO COUNTY AND ABOUT THE SAME AMOUNT OF EXPERIENCE IN RESIDENTIAL DESIGN.
