Reappoint Jamie Daniel, tenant representative to a two-year term to begin on April. 1, 2001 and expire on March 31, 2003. 2. Reappoint Alice Martin, tenant representative to a two-year tern to begin on April 1,2001. and expire on March 31, 2003. 3. Reappoint Steven Nelson to a four-year term to begin on April 1,2001 and expire on March 31, 2005. 4. Reappoint.Janet Kourakis to a four-year term to begin on April 1,2001 and expire on March 31, 2005. DISCUSSION Four vacancies exist on the City of San Luis Obispo Housing Authority. Jamie Daniel's term and Alice Martin's terms expire on March 31, 2001. Both have reapplied and are eligible to be reappointed to two-year terms. Stephen Nelson and Janet Kourakis's terms expire on March 31, 2001. Both have reapplied and are eligible to be appointed to four-year terms. Mayor Settle interviewed one new applicant on March 2, 2001 and recommended reappointing Jamie Daniel and Alice Martin as tenant representatives for two-year terms. There are many reasons why I personally want to maintain the position as tenant commissioner. Over the years that I have served with this advisory body my self-esteem has grown from a frightened single mother in desperate need of housing to a confident, responsible tenant of public housing. I am grateful to the Mayor of San Luis Obispo and to the City Council for allowing me to give back to my community by my continued service as tenant commissioner to the City of San Luis Obispo Housing Authority. Why do you want to be a member of the Housing Authority and what do you hope to accomplish I find my service to this commission to be of value not only to my own self-esteem but also to the benefit of all tenants. Although I have a clear understanding that as a commissioner I speak from my own experience and not as an elected tenant spokesman, I am a public housing tenants and know first hand the hard choices d paying rent or feeding my kids. Therefore I have a personal interest in maintaining the financial health of the Housing Authority and promoting the development of new rent subsidized housing ane maintaining a the good relationship between staff and tenants. Have you ever attended a meeting of the housing authority or other city advisory body? What observations did you make? I have rarely missed a commission meeting. My observation of Housing Authority commission meetings in regards to my own presence is that I am a respected member of this commission. My opinions, input and concerns are heard as clearly as any other commissioner. my fellow commissioners as well as staff have come to know me as a swift and strong advocate for maintaining quality r9Z7 Attachment 2 Page 3 of 3 tenant services and a strong voice for financial stability of the agency. What qualities, experience and expertise makes you a good candidatE for the Housing Authority? I am now considered a senior member of the Housing Authority commission. I have had the honor of being monitored by Ruth Worship, a founding member of this advisory body . Over the years and with the help of the always open door of the executive director George Moylan, I have become well versed in the history, protocol and philosophy of the business of developing, maintaining and managing low-rent housing and rent subsidy programs managed by this agency. In your view, what are some key housing issues in SLO? Three points standout in my view. One, the low fair market rent our section 8 vouchers provide tenants. These rent payments are very low and can not competE with the high rents found in our county Two, the reputation our section 8 tenants have with landlords. A feH bad apples have made it ever-increasingly difficult for the good tenants to find a landlord willing to take a section 8 certificate. Within the same issue, landlords often complain of the large amount of paperwork asked of them. Lastly, the issue that makes or breaks any future development of affordable housing in SLO is LAND. If we as a housing authority acquire land we always find the money to build affordable housing.
