McCluskey;Public Works Director V6 10 Prepared by: Daniel Van Beveren,Associate Engineer SUBJECT: Johnson Avenue Rehabilitation Specification No. 90136 CAO RECOMMENDATION: 1. Approve plans and specifications for"Johnson Avenue Rehabilitation". 2. Authorize staff to advertise for bids. 3. Authorize the CAO to award the contract if the lowest responsible bid is within the engineer's estimate amount of$700,000. DISCUSSION The current condition of the pavement surface of Johnson Avenue between Buchon Street and Orcutt Road is in fair to poor condition. In 1999, City staff identified this portion of roadway as a potential candidate for a pavement rehabilitation project to be fully funded by the State Transportation Improvement Program(STIP). In March 2000, City Public Works staff submitted an application to the San Luis Obispo Council of Governments for funding of this project. This initial funding request was approved. These funds were allocated by the State on January 2, 2001 thus authorizing our expenditure of these funds. The total amount of the State funds allocated was $750,000,which was the same as the preliminary cost estimate for this project. Johnson Avenue is an Arterial street in City Pavement Area 2, as identified in the 1998 Pavement Management Plan (PMP). Most of the streets in Pavement Area 2 were paved or resealed in 1999. The paving of the Johnson Avenue in 1999 however, was delayed due to a waterline project that was soon to be constructed along this same location. That waterline construction project was completed in early 2000. Upon completion of the waterline construction project, the City Council identified Johnson Avenue paving as being a project of high priority. Included in this project are some modifications to the existing striping. The portion from Laurel Lane to Orcutt Road currently has two lanes in each direction. The proposed modification to the striping pattern is to provide one lane in each direction, a two-way left tum lane, as well as bike lanes and parking on both sides of the street. These changes are being made to increase the safety of the roadway, and to bring the section of Johnson Avenue more in character with the surrounding neighborhoods. You may remember a Council note sent to you in mid February advising you that we were planning to do this. At that time staff also sent letters to the residents and occupants along this portion of Johnson Avenue advising them of our plan and asking them to let us know what they Council Agenda Report—Johnson Avenue Rehabilitation—90136 Page 2 .thought by March 2. Included with the letter was a drawing showing the plan.. To date staff has received only one negative response,which staff believes they were able to resolve. CONCURRENCES The Community Development Department has approved this project for environmental clearance.
