DISCUSSION Staff is currently working on the Plans and Specifications for the Street Reconstruction and Resurfacing - Summer 2001 paving project. In order to complete the plans staff needs pavement deflection testing to be completed. Pavement deflection testing measures the strength of the existing pavement, and is an important component of the design process. Testing is preformed to ensure that the thickness of the new asphalt overlay will last for the entire design life of 20 years. Proposals were solicited for this years' pavement deflection testing project from three well-known consulting firms that perform this service: Chec Engineering Consultants, Pavement Engineering, Inc., and Nichols Consulting Engineers. Each of these consulting firms responded with similar proposals to do this work. The proposal by Chec Engineering Consultants was for the lowest dollar amount($17,880), and is the consultant that staff wishes to perform this work. The City's purchasing guidelines require that if consultant work is between $5000 and $15,000, proposals be solicited in a practical manner. If the consultant work is.expected to be between $15,000 and $50,000, then a formal Request for Proposals (RFP) is required. Based on past years' experience, staff had expected this consultant work to cost between $5000 and $15,000. With the lowest proposal showing a cost slightly higher than the $15,000 limit, staff cannot simply award the contract with a purchase order. In this case, action by the City Council is required. CONCURRENCES A Notice of Exemption has been filed with the Community Development Department for the construction of the Street Reconstruction and Resurfacing - Summer 2001 paving project. This process would be much more time consuming and could delay the start of the paving project. This is not recommended due to the fact that paving projects tend to be more successful when done during the warmer time of year prior to the rainy season.
