April 6, 2001 Meeting
Attached for your information are minutes from the April 6" meeting of the NCWPG. The
meeting focused primarily on the structural and organizational issues of the NCWPG. Mike
Arambide, Mayor of the City of Atascadero, was appointed as Committee Chair, with Judy
Dietch, Templeton Community Services District Board Member, appointed as Vice Chair. Each
agency then presented an update relative to their water supply sources and general water supply
status. The meeting ended with a discussion of the May meeting agenda.

May meeting minutes will be forwarded to you next month after approval by the NCWPG.
General discussion centered around the water supply status of each of the agencies relative to
future development and adequacy to meet each agency's goals. The City of Paso Robles appears
to be set pretty well with their supplies from both Salinas underllow and the Paso Robles
Groundwater Basin. Paso Robles does have some issues with the quality of their groundwater as
it affects both their potable supplies and their wastewater discharge that could be relieved by
obtaining a supplemental surface water source of higher quality, such as Nacimiento. Atascadero
is also positioned well and appears to have a good understanding of their groundwater basin as
well as their water rights. They are, however, interested in Nacimiento and the reliability it may
provide. Templeton and SLO appear to be in the worst shape relative to adequate supplies to
meet their future demands. Templeton's demand may exceed their current yield as early as 2005,
with SLO not far behind. However, SLO does have potential new supplies from Reuse and
Groundwater that may buy us some more time to continue development of Nacimiento, etc.
The County of SLO gave an update on the Nacimineto project. Their current focus is on the
spring surveys for the new alignment and beginning discussions with private property owners
along the pipeline corridor where easements and rights of way may be required. A meeting of the
Nacimiento Participants Advisory Committee (NPAC) is currently being scheduled for June to get
the project discussions and development going again.
There was some discussion regarding the County Board of Supervisors decision to not link study
of the DeAnza Trail extension through the North County with the Pipeline EIR The group was
in general concurrence with the County's rationale for keeping the projects separate (financing,
right-of-way acquisitions complications, etc.) and will consider a motion to support the Board's
action at our June meeting. RECEIVED

SLO CITY COUNCIL
The June meeting of the NCWPG will focus on what potential issues may arise that will not be
adequately addressed in either the Nacimiento EIR or the Paso Robles Groundwater Basin Study
currently underway, and what should be done to address those issues. Additionally, each agency
is to bring with them a graphic showing their service areas. Atascadero Mutual, for example, has
a very well defined service area that is different from the Atascadero City's URL.
