SUBJECT: Two Motor Vehicle Emission Reduction Fund (MOVER)
Grant Applications to the San Luis Obispo Air Pollution
Control District
CAO RECOMMENDATION Approve, by Resolution, two Motor Vehicle Emission
Reduction Fund (MOVER) grant applications for:
1) Downtown Transit Pass Buydown Project; and
2) Vehicle Emission Reduction Project
DISCUSSION
The San Luis Obispo Air Pollution Control District (SLOAPCD) recently requested grant
applications for the MOVER Program which funds projects and programs that effectively reduce
pollution emissions. Because of time constraints and the grant deadline, staff has prepared
applications to SLOAPCD for funding of two projects. These projects are the Downtown Transit
Pass Buydown Project and the Vehicle Emission Reduction Project for SLO Transit.
The Downtown Transit Pass Buydown Project(the Gold Pass) was approved by the City Council as
part of the consideration of the Parking and Downtown Access Plan (PDAP) low hanging fruit with
funding of the program identified as coming from the Parking Enterprise fund. At that time, staff
identified that outside funding sources (such as the MOVER grant) would be pursued to reduce
demand on the limited Parking Fund monies. This application ($15,000) will support the Gold Pass
program for one year, which includes the printing of the passes, subsidy, and marketing and fully
supplant the use of the same amount of funding earlier approved from the Parking Fund.
The Vehicle Emission Reduction Project for the SLO Transit buses ($175,000) was submitted as
part of the proposed FY 2001-03 Capital Improvement Program; however, it was not funded. The
Vehicle Emission Reduction Project will purchase and install vehicle emission reduction equipment
(particulate traps for the exhaust systems) required for the City's bus fleet to comply with the
California Air Resource Board's October 2002 emission standards.
In order to compete for these grants an adopted resolution from the City Council is required. If
interested in project specifics, a copy of each of the grant applications has been included in the
Council Reading File for your consideration.
FISCAL IMPACTS
There will be no fiscal impact to the general fund if the City Council approves these applications.

ALTERNATIVES
1. City Council may decide not to approve one or both of the applications. The consequence
for rejecting the application for the Downtown Transit Buydown Project would be that
financial support for this program would be from the Parking Fund. The consequence for
rejecting the application for the Vehicle Emission Reduction Project is that the City would
need to program future funds for this project from the severely limited Transit Fund, which
might limit transit service levels in the future, or wait until these buses can be phased out of
the transit for other low-level emission vehicles.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN LUIS OBISPO APPROVING A PROPOSAL FOR SUBMITTION TO
THE COUNTY AIR POLLUTION CONTROL DISTRICT AS PART OF THE
MOTOR VEHICLE EMISSION REDUCTION FUND(MOVER)PROGRAM
WHEREAS, on April 5,2001,the County Air Pollution Control District(APCD)distributed
Request for Proposals (RFP) for projects and programs that help reduce air pollution;and
WHEREAS, the City of San Luis Obispo has long supported programs that maintain clean
air in the San Luis Obispo region and has adopted plans, policies and standards that support the
County's Clean Air Plan(CAP); and
WHEREAS, as part of its transportation planning and management program,the City of San
Luis Obispo is prepared to undertake programs, using MOVER funds, which will further the cause
of preserving the regions clean air resources.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San
Luis Obispo hereby:
1. Approves the Downtown Transit Pass Buydown Program proposal ($15,000); and the
V.-hicie Emission Reduction Project proposal ($175,000) and hereby authorizes their submittal to
the San Luis Obispo County Air Pollution Control District for consideration:
2. Appoints the City Administrative Officer, or his designee, as agent of the City, to
conduct all negotiations, execute and submit all documents, including, but not limited to,
applications, agreements, amendments, payment requests and so on, which may be necessary for
the completion of the aforementioned project.

1. Open to anyone
A. There is no discrimination between downtown employees and other users.
1. This provides a much easier program to administer and convey to the public.
Tracking of users between downtown employees and other users can be
implemented with different colored passes and follow-on surveys.
2. Limited Hours
A. Differentiates this program from the current Monthly Pass Program
1. Eliminates the potential for cannibalizing the Monthly Pass Users.
2. Minimizes the potential negative perceptions of fairness by those users who
are not downtown employees.
3. Trial Implementation
A. Staff s concept is very involved, including having a picture identification card
that would only be available through the Finance department. Staff is very much
ahead of the program with discussions of automatic deductions
B. The program needs to be extremely simple and easily administered by the City
and employers.
4. Last but not least the program name is different.
A. "Gold Pass" vs. "Super Commuter Pass" program
1. The name describes the program much more accurately and is much easier to
build a marketing campaign around.
Funding
The program can be funded through the allocation from the parking fund and a grant
through the MOVER Grant program
