VALLEY ROAD INTERCHANGE
CAO RECOMMENDATION
1. Approve and authorize distribution of the 101/LOVR Interchange Request for Proposal
2. Authorize the CAO to award and execute contracts with qualified service providers if the
amounts are within budget of$120,000.
DISCUSSION
In December 1999, the City received a $60,000 Regional State Highway Assistance (SHA) grant
from SLOCOG to perform a Caltrans Project Study Report (PSR) for the Los Osos Valley Road—
US 101 Interchange. A PSR is the first planning report that must be prepared. Its primary role.is to
establish the "scope" of the project so that more definitive analysis can be undertaken i.e.
preparation of the "Project Report", EIR and Plans, Specifications and Estimates. In addition to the
regional $60,000 in SHA monies, the County and City agreed to participate in the project with each
entity providing another 25% match($30,000) for the SHA grant. These contributions established a
total project budget of$120,000. The City is acting as lead agency for the project.
Subsequent to grant award,the City has pursued a Memorandum of Understanding(MOU)with the
County for the project, which was ultimately approved by the County in October 2000. Since that
time, staff has been coordinating the development of the necessary Request For Proposal (RFP) for
the project. A specialized group of interested stakeholders that includes members of Caltrans, the
County, SLOCOG and the City was formed to act as the Project Development Team (PDT) to
oversee the PSR work and consultant process.
The RFP—What's It All About?
Staff is now ready to distribute the RFP and solicit a consultant for the project. The development of
this RFP has taken longer than expected due primarily to the complexity of the project area, the
needs of the individual PDT member agencies and the recent development activity near the
interchange. One significant reason for the RFP delay was the PDT's decision that a"full-blown"
Caltrans PSR might not be the best planning document for the project at this time.
Instead, the PDT recommended that a Project Study Report—Project Development Support (PSR-
PDS) be crafted for the project. The PSR-PDT is a scaled down version of the PSR normally
required for projects on the State system. By their very nature, the PSR-PDS alleviates the need for
in-depth study of each alternative at the PSR stage and instead allows for their focus at the next

stage of project development — the Project Report phase. By choosing this option, the project will
avoid some of the more cumbersome requirements that Caltrans requires as part of the PSR
process. The PSR-PDS will review and identify, constraints to project alternatives on the issues of
hazardous materials, biological resources, right-of-way, adjacent land use and other environmental
subjects that may limit the project. The PSR-PDS will identify a number of project alternatives, as
well as cost estimates for the various project alignments, that will be forwarded to the City,
Caltrans, County and SLOCOG for review and approval.
Staff has also identified two areas that need focused investigations: traffic assessment and
hydrology, which the consultant of the PSR-PDS will need to perform to complete for the PSR-
PDS work. These issues have also been established as priority issues by the City Council as part of
their discussion in establishing the Major Goals of the FY 2001-03 Financial Plan. In addition to
the technical work, at least one public workshop will be held to solicit input from the general public
and property owners near the interchange project.
Project Schedule
It is anticipated that the draft PSR-PDS will take between ten to twelve months to complete once
the notice to proceed is given. Once the draft PSR-PDS is completed, the lengthy Caltrans review
process will begin. Local Caltrans staff has indicated that the review of the draft PSR-PDS will take
4-6 months to receive final approval from the regional office. Therefore, project milestone delivery
schedules are projected as follows:

Approval
What will be the Council's role and decision-making authority? The PSR-PDS will identify
multiple interchange configurations. The City Council will be asked, as will other stakeholders, to
comment on and state its preference on alternatives and forward that recommendation on to
Caltrans for their consideration. Caltrans,as owner, has the ultimate responsibility to choose which
option to implement.

CONCURRENCES
The preliminary Project Development Team (PDT) has reviewed and approved the draft RFP for
the LOVR-US Interchange PSR-PDS.
FISCAL IMPACT
Sufficient funds have been budgeted for this project in the FY 1999-01 CIP budget. The following
table outlines the financial responsibility of the various agencies contributing to the project.

SLOCOG has approved the RSHA grant for their component of the work and an MOU (October
19, 2000) has been established between the County and City for reimbursement of the County
component of the project.
ALTERNATIVES
The Council may choose to modify the RFP. This alternative isnot recommended because it will
delay the project. Changes to the scope of work may need to go back to the PDT for review, and
may also lead to increased costs that are not budgeted.
The Council may choose to defer the distribution of the RFP. This alternative is not recommended,
because it will delay the project and will ultimately lead to a delay to the construction of
improvements at the interchange location.

PROJECT STUDY REPORT - PROJECT DEVELOPMENT SUPPORT
Scope of Services
A. PROJECT DESCRIPTION
The City of San Luis Obispo is requesting proposals to prepare a Project Study Report - Project
Development Support (PSR-PDS) for modification of the Los Osos Valley Road interchange at its
existing intersection with US Highway 101. This project involves widening the existing freeway
bridge and an adjacent bridge that crosses San Luis Obispo Creek, and the possible
relocation/reconfiguration of the freeway ramps and the frontage road of Calle Joaquin. The City
believes that these changes are needed to accommodate current and future travel demands.
Attachment A depicts a vicinity map of.the project area.
The Consultant should consider multiple geometric interchange designs that safely accommodate all
modes of travel that use this interchange(private vehicles,buses, pedestrians and bicyclists) while
preserving important natural resources, such as the adjoining creek areas, wetlands and addressing
drainage concerns.
B. SUBMITTAL DEADLINE AND PRE-SUBMITTAL CONFERENCE

The City will hold a pre-submittal conference in San Luis Obispo on.Wednesday, August 1,2001
beginning at 1:30 p.m. at City Hall, Council Hearing Room 9, 990 Palm Street, San Luis Obispo
CA. At this conference prospective consultants may view existing materials, ask questions, and
review in the field the State and local street network within the project study area. Consultants
wishing to attend the pre-submittal conference should call Pamela King at8( 05)781-7210 no later,
than Tuesday,July 24, 2001:
The consultant should be advised that it is anticipated that project interviews with selected consultant
teams will be conducted on September 13, 2001.
C. COMPLIANCE WITH STANDARDS

Guidelines for the Preparation of Project Study Reports—Project Development Study aka.
Project Study Report (Environmental Only (October. 1998 as amended), and the Federal
Highway Administration (FHWA). The consultant may also use the Guidelines for the
Preparation of Project Study Reports (September, 1991 as amended) as reference
information.
• It shall be the responsibility of the Consultant to ensure that current State and Federal
requirements are identified and met. In instances where these standards cannot be met, the
Consultant shall provide appropriate documentation and shall process any required design
and environmental exceptions with the appropriate agency.
• All plans shall comply with the State and City's Metric Engineering Construction Standards
& Metric Engineering Design Standards and the Caltrans Design Manual.
• The analysis of project alternatives shall consider the possibility of including a park-n-ride
lot and express bus stop as outlined in the Cooperative Funding Agreement between the City
and the San Luis Obispo Council of Governments (See Attachment C)
• The analysis of project alternatives shall consider provisions of the San Luis Obispo Bicycle
Transportation Plan and the draft Bob Jones City-to-Sea Bike Trail Route Plan (2001)that
calls for Class I and II bikeways within the project area.
• The ultimate bridge design of the interchange should, as much as possible, provide for the
future widening of US 101 to six lanes.
• The analysis of project alternatives shall consider the drainage improvements and
recommendations currently being developed by Cuesta Engineering as part of the "Waterway
Management Plan for San Luis Creek—Phase IF' report.
D. ORDER OF WORK
As part of its proposal,the Consultant must submit a preliminary project schedule for the delivery of
the PSR-PDS and the completion of related specific tasks. It is the City's objective that all work.be
completed in a timely manner.While the City does not intend to specifically direct the Consultant on
individual tasks or time of deliveries, the City reserves the right to accelerate or delay certain
scheduled tasks, when necessary,if the project requires such scheduling modification.
The City expects the work to proceed as follows.
1. Upon issuance of the Notice to Proceed, the Consultant shall prepare conceptual-level
sketches of all feasible alternatives.
2. The City has formed a preliminary Project Development Team (PDT) consisting of key
project stakeholders, including representatives from the City, County of San Luis Obispo,
San Luis Obispo Council of Governments and Caltrans. The complete, formal PDT will

review the conceptual level sketches and select alternatives for further study. It is likely that
at least three alternatives will be selected. From this point on the Consultant will focus on
developing and evaluating the selected alternatives.
3. Consultant shall conduct field review of the project site,obtain and review existing reports,
studies, mapping or other information, identify additional data that will be required, perform
initial engineering studies and develop Alternatives, Cost Estimates, and Schedules.
4. The Consultant shall prepare and provide capital costs for construction and right of way to
the order of magnitude dictated by the data. For each alternative, identify standards for
which mandatory and advisory design exceptions are needed. Approval of design exceptions
will be deferred until the PANED phase of the project unless needed to prove an alternative is
worthy of further study. Attach schematic maps of the alternatives and typical cross-sections
as appropriate. The Consultant, District 5 and City will meet and confer with the State
Geometrician regarding standards for which mandatory and advisory design exceptions are
needed and shall seek Design Concept Approval from the Project Development Coordinator.
5. The Consultant will develop a traffic model based upon the existing City of San Luis Obispo
Traffic Model modified for the horizon year 2025 so as to forecast future transportation
needs of the community.
6. The Consultant shall prepare all focused environmental studies as necessary to seek and
receive approval of the PSR-PDS.
7. Conduct one public workshop to solicit input from the general public and property owners
near the project area.
8. Develop draft PSR-PDS for the project and submit 35 copies(25 to Caltrans)to the City for
review, comment and approval.
9. After Caltrans has returned comments and they have been addressed, conduct public
meetings, City Council study session and receive public comment on the Draft PSR-PDS.
10. Submit revised PSR-PDS to Caltrans and the City for approval and signature.
Work by the Consultant shall proceed on this basis unless the Consultant is authorized to work on.
other tasks by the Project Manager.
E. SCOPE OF SERVICES
The Consultant will provide the services described in the following tasks:
Task 1 -Project Initiation/Data Collection
1.1 -Hold a kick-off meeting of the PDT within two weeks of City Notice to Proceed, and collect

existing City, SLOCOG and Caltrans files, traffic data, mapping, planning documents, financial
projections, and circulation studies.
1.2-Collect all traffic data,encroachment permits,accident analysis,other relevant operation/safety
studies, as-built plans, right-of-way mapping, aerial photos from the City and Caltrans, and the
adopted Major Investment Study(MIS) for US 101, and the adopted Express Bus Stop Study from
SLOCOG.
1.3 - Collect utility data from area utility companies. Review data collected as part of Tasks 1.1
through 1.3 and resolve any issues concerning data needs with the Project Manager by the second
PDT meeting.
1.4-Prepare draft critical path schedule using Microsoft Project software for the following tasks:
1.3.1 — Establish work tasks involved in completing the Project Study Report - Project
Development Support,traffic model and any other focused studied necessary to seek
and secure approval of the PSR-PDS.
1.3.2—Establish, coordinate and report upon PDT meetings. PDT representatives shall be
selected per the Caltrans Project Development Procedures Manual.
1.3.3—Preliminary schedule of major tasks involved in the overall project development from
PSR-PDS to construction (based on funding assumptions).
1.3.4—A Community Involvement Plan for the project shall be developed by the Consultant
to be included as a part of the PSR-PDS. The plan should be updated as studies
progress as part of the PSR-PDS process. Elements of a Community Involvement
Plan should include:
• A list of those likely to perceive that their interest will be affected by the
project
• A description of techniques to be used to communicate with affected
interests, such as newsletters, media, individual meeting, committee
membership, etc.
• A communications time-line, keyed to significant project milestones
• At least one public workshop during the draft PSR-PDS process to receive
public input on the project alternatives and their associated project impacts.
The preliminary schedule developed under Task 1.3.3 will be updated as a final schedule
before completion of the contract.

Task 2 -Field Review
2.1-PDT members shall conduct a joint field review with the Consultant to identify key issues such
as traffic/safety, environmental, drainage/flooding and operational constraints, and construction
operation issues. Consultant shall complete a Caltrans Field Review Checklist/Report and provide a
copy to the City and State for review and approval.

Task 3 -Preliminary Mapping
3.1 -Map the project area to develop a "seamless"terrain file. Files shall be in AutoCAD Release
14 or AutoCAD 2000 format and shall remain in.AutoCAD format for final delivery to the City.
The digital map data listed on Attachment B is available from the City of San Luis Obispo Geodata
Services section. Contact Alice Carter at(805)781-7167 for questions about the form and content of
the data sets. The City will provide this "off the shelf' data to the selected Consultant at costs
established by the City's GIS Division. Attachment B outlines the current City cost for providing
this information.
Note*: City digital file information includes contours at 0.5 meter accuracy. The Consultant will
provide digital contour information at 0.2 meter accuracy.The City's digital aerial photo data is at 1
pixel/20 cm accuracy. The Consultant will provide "Mr. Sid" compatible aerial photography at 1
pixel/10 cm accuracy for the project boundary., i.e..30 m west of Auto Park Way to 30m east of
Vachell Lane and 300m north and south of the US 101/LOVR interchange.
Deliverable - AutoCAD terrain file with metric units to include the complete project area and
project alternatives.
Task 4-Preliminary Design
4.1-Preliminary alternatives will first be reviewed using pencil sketch conceptual drawings looking
at a minimum of eight alternatives including, but not limited to, the following six alternatives:
4.1.1 -New bridge structure leaving on/off ramps in current location
4.1.2 -New bridge structure leaving on/off ramps and relocation of Calle Joaquin (south)
4.1.3 - New bridge structure moving on/off ramps as necessary and relocation of Calle
Joaquin (south)

4.1.4 - Realigning bridge structure, moving the on/off ramp locations and intersecting
Higuera Street at a new location near the Buckley Road extension
4.1.5—New, or widened bridge structure as a single point interchange or other alternative
ramp configurations
4.1.6—A Minimum Project alternative, as described in the Caltrans PDPM
In addition to the six above,the Consultant and the PDT shall evaluate at least three(3)more
alternatives that may be new altogether or a combination of those listed above.
Conceptual sketches shall include the segment of LOVR from the Auto Park Way
intersection to the west, and Vachell Lane to the east.
Conceptual sketches for all alternatives must:
■ Assess the ability to incorporate an express bus stop and park and ride lot at
or near the interchange location.
• Include the necessary widening of Los Osos Valley Road between the
LOVR/US 101 interchange and South Higuera Street.
■ Establish options for incorporating City and County segments of the Bob
Jones City-to Sea Bike Trail along the east side of SR 101 and along Prefumo
Creek between Madonna Road and Calle Joaquin.
The ultimate bridge design of the interchange should, as much as possible,
provide for the future widening US 101 to six lanes.
Y Identify locations of the ultimate drainage improvements.
Alternatives shall be reviewed at.an early PDT meeting and discussed with Caltrans personnel.
Provide capital costs for construction and right of way to the order of magnitude dictated by the data.
For each alternative, identify standards for which mandatory and advisory design exceptions are
needed. Formal approval of design exceptions is deferred until the PANED.
4.2 - Detailed 1:1000 scale geometrics will be developed for all PDT selected alternatives. It is
anticipated that the maximum number of all alternatives will not exceed ten.
4.3 - For selected alternatives, the Consultant will identify standards for which a Fact Sheet
Exception To A Mandatory or an Advisory Design Exception is needed. Formal approval of design
exceptions will be deferred until the PANED phase of the project. The Consultant and City will meet
and confer with the State's Design Oversight Engineer regarding standards for which a Fact Sheet
Exception To A Mandatory or an Advisory Design Exception is needed. Exceptions shall be

identified as required by the various alternatives in the Design Scoping Checklist along with a
statement to indicate whether the Project Development Coordinator is in agreement with or opposed
to the exception. Design Concept approval(on the Design Scoping Checklist)shall be obtained from
the Project Development Coordinator prior to approval of the PSR-PDS.
4.4 - Layout drawings (1:500 scale) for alternatives for inclusion in the PSR-PDS shall include
parcels, fills/cuts, utilities, any known environmentally sensitive areas, and proposed right-of-way
takes. The Consultant and City will meet and confer with the State's Design Oversight Engineer
regarding standards for which a Fact Sheet Exception To A Mandatory or an Advisory Design
Exception is needed. Exceptions shall be identified as required by the various alternatives in the
Design Scoping Checklist along with a statement to indicate whether the Project Development
Coordinator is in agreement with or opposed to the exception. Design Concept approval (on the
Design Scoping Checklist) shall be obtained from the Project Development Coordinator prior to
approval of the PSR-PDS.
4.5 - Cost proposals for alternatives for inclusion in the PSR-PDS will be developed on an Excel
compatible spreadsheet program in the standard PSR-PDS format.

Task 5 -Traffic Analysis
5.1—Use the data files from the San Luis Obispo City Traffic Model(SLOCTM),a MINUTP based
model, to complete the following tasks:
5.1.2 - Review the SLOCTM and update model assumptions regarding cordon point
information (1996) and other deficiencies that may exist with regional planning
assumptions and data and also,current City Circulation Element that may have been
modified since 1996
5.1.2 - Develop a twenty-year horizon model (year 2025) predicting traffic demand on Los
Osos Valley Road, north and southbound on/off ramps, and Highway 101. The
SLOCTM may need to be extrapolated to Year 2025 conditions.
(The City is in the process of preparing specific plans for areas surrounding this .
interchange. Major retail commercial projects are also being planned and developed.
The.Consultant should use the land use assumptions and specific street network

changes associated with these planning efforts to update the SLOCTM for purposes
of developing horizon year forecasts.)
5.1.3 - If, as part of the PSR-PDS development, construction phasing for the project is
determined feasible, a traffic model forecast for the' interim scenarios will be
required. For the sake of responding to this RFP, this task should be included as a
scope alternative in addition to the above-mentioned tasks.
The Consultant is responsible for providing any necessary software to complete this task. The City
will provide Consultant with the most up to date copy of the SLOCTM.
5.2—Conduct traffic analysis of the following locations:
5.2.1. Complete an operational analysis of all intersections within the project area including
signalization plans,if signals are warranted,and recommendations for additional right-
of-way (ROW) or modified lane configurations.
5.2.2. Provide recommendations regarding the weave maneuvers on Highway 101 between
the Los Osos Valley Road / US 101 Interchange and the planned Prado Road
Interchange / US 101) Interchange under horizon year conditions which 'should
assume the draft Project Report (2001) geometrics of Prado Road Interchange.
(The City,Caltrans,private developers and their engineering consultants are currently
working on construction plans for the Prado Road Interchange. A copy of the
preliminary plans will be made available to Consultant to enable the completion of
this task.)
5.2.3. Perform an operational analysis of the ramp intersections,and any proposed frontage
road connections within the project limits.
5.2.4. Identify long term improvement programs,projects, actions and estimated costs for
US 101 and Los Osos Valley Road within the project City area to ensure that horizon
year conditions of the transportation system meet level of service criteria as .
established in the City's General Plan Circulation Element (LOS D).
5.3 - Provide analysis of selected alternatives for level of service, corridor delay, and air quality.
5.4—None.

5.6 - Review access requirements and make recommendations for access modifications (including

5.7 -Review and make recommendations for improvements to Calle Joaquin/LOVR intersections.

• 6.1 -Obtain the FEMA floodway map and any studies for San Luis and Prefumo Creeks and
other associated studies completed by the City of San Luis Obispo or other entities which
includes the currently being developed: "Waterway Management Plan for San Luis Creek—
Phase II" report by Cuesta Engineering (circa October 2001).
6.2 - Perform backwater analysis (in metric) to define 100-year elevation and flood way area as a
result of embankment construction on or near San Luis Obispo and Prefumo Creeks.
6.3-Incorporate findings of study into alternatives selection(Task 7 and 10)and provide results to
the City's Biologist and Natural Resources Manager for review and approval.
6.4 - Perform an analysis of roadway drainage and complete a roadway drainage plan for the new
project designs and future roadway profiles.

Task 7 -Advanced Planning Studies
7.1 —Meet and confer with Caltrans to determine what, if any, Advanced Planning Studies (APS)
will be required of the PDS-PSR. Any APS required for the project shall be done per Caltrans
"Memo to Designer's"for the selected alternatives.APS should also consider the need for additional
width for U.S. Route 101 to accommodate Caltrans potential for constructing the ultimate under
crossing width. (Note: Caltrans has indicated that there is a need to install auxiliary lanes between

the Los Osos Valley Road Interchange and the planned Prado Road interchange to the north and the
mainline US 101 may ultimately need six lanes.)
7.2—Discuss the coordination and consistency of the proposed project with statewide,regional and
local planning efforts using the District System Management Plan (DSMP) and Transportation
Concept.Reports(formerly Route Concept Reports). Discuss the coordination and consistency of the
proposed project with statewide, regional and local planning using local and regional planning
documents such as local general, specific area, and subdivision plans, the Regional Transportation
Plans (RTP), Congestion Management Program (CMP), State Implementation Plan (SIP), and
information on expected timing of future local development. Explain how the proposed project is to
be integrated with other State Highway improvements, any local improvements and or any
development projects within the immediate project vicinity.
7.3-Develop cost estimates for selected alternatives to develop total structure cost. This table is to
be presented and discussed at a PDT meeting.
7.4-Submit APS,if required,for the selected alternatives to Caltrans and City for review,comment,
and approval.

Task 8—Design Exception Identification
8.1 - After the PDT has developed selected alternatives and the Consultant has analyzed and
developed costs, a meeting shall be scheduled with the Caltrans' Design Oversight Engineer to
determine the appropriateness of a Fact Sheet Exception To A Mandatory or an Advisory Design
Exception for the selected individual alternatives
8.2 - Design Information Bulletin No. 78 shall be completed for each selected alternative.
83 - Design Concept Approval must be obtained from the Project Development Coordinator at
Caltrans.
8.4—Prepare and submit a report to the PDT listing the Mandatory and Advisory Design Exceptions
for each of the selected alternatives.

Task 9 - Right of Way
9.1 - For the selected alternatives, the Consultant will: describe and compare the right of way
impacts and magnitude of those impacts;summarize impacts in terms of number of parcels affected,
impacts to property access, and preliminary estimate of right of way acquisitions; and identify and
discuss any potential controversial acquisitions. The Consultant will also develop preliminary cost
estimates for right-of-way acquisition.
9.2 - Determine utility impacts, utility rights, and associated utility impact costs for the selected
alternatives.
10.3 - Develop Right-Of-Way Scoping Checklist regarding all alternatives for inclusion in the
PSR-PDS.

Task 10 - Environmental Review
10.1 — Perform an Initial Site Assessment (ISA) to determine if there is any known or potential
hazardous material within the proposed project limits that may affect or constrain any of the selected
project alternatives.
10.2 -Develop an inventory of environmental resources and a list of the potential project issues or
impacts,which could significantly delay the project or affect the viability of any project alternative.
10.3 None
10.4-Determine additional technical studies that are needed to complete the environmental clearance
(noting as necessary any seasonal constraints for these studies).
105— Prepare draft scope of works for each of the identified additional technical studies that are
identified as being necessary under task 10.4.
10.7—Determine the type of environmental clearance document required and a tentativeschedule for
its completion and if an Environmental Document is required, identify the Lead Agency for its
preparation.

workshop in the City of San Luis Obispo and coordinate with members of the PDT. Consultant will
be responsible for scheduling and public notification of the meeting and shall prepare the exhibits
and/or handouts for the meeting. Consultant shall collect and organize comments, and develop
appropriate responses for the City to review.
11.3— Attend and present data/information to one City of San Luis Obispo Council study session
after decisions have been made on the selected alternatives.

Task 12 -Administrative Draft PSR-PDS
12.1-Submit ten(10)copies of the Administrative Draft PSR-PDS to PDT members for review and
comment. The contents shall include all the findings of Tasks 1-13 for all alternatives for inclusion
in the PSR-PDS.
12.2 - Provide an evaluation of construction phasing for the interchange improvements and
discussion on City/County/State funding projections and construction time line.
12.3 — Draft Cooperation Agreement. The Consultant shall prepare, and submit to the PDT for
review and revision, a draft Caltrans Cooperative agreement for the PAPE stage of the project.

Task 13 - Draft PSR-PDS
13.1—The consultant shall revise the Draft PSR-PDS based upon comments received from the PDT
through the Administrative draft review process.
13.2-The consultant shall prepare 50 copies of the revised Draft PSR-PDS with full attachments for
circulation,review and comment by the public,Caltrans, SLO County,SLOCOG and the City.The
Consultant shall submit 25 copies of the Draft PSR-PDS to Caltrans directly.
Deliverable - 50 copies of the Draft PSR-PDS.
Task 14-Final PSR-PDS
14.1 — The consultant shall revise the PSR-PDS based upon comments received from the PDT
through the Administrative draft review process.
14.2-Provide one copy of the final PSR-PDS for signature by the City,SLOCOG and Caltrans. The
Consultant is responsible for acquiring all Caltrans signatures. The Final PSR-PDS will have all
attachments included in a maximum 11 x 17 format.
143-The Final PSR-PDS shall include a summary of questions raised concerning the content of the
Draft PSR-PDS and the appropriate responses.
14.4 -The Consultant is responsible to insure that Caltrans receives ten copies of the final Design
Exception Fact Sheet.
14.5-Supply PSR-PDS Cost Estimate for each alternative for inclusion in the PSR-PDS to the City
on Excel compatible spreadsheets for future update by the City.
14.6—Provide 20 copies of the final signed PSR-PDS to the City.
14.7—Provide digital copies of all studies, drawings, and Final PSR-PDS to the City of San Luis
Obispo.

Responsibility of the City
If available, the City will provide the following:
A. Existing City of SLO Traffic Model(MINUTP), transportation network, and land use file.
B. Any existing mapping, studies,plans, reports, computerfiles, record drawings, right-of-way
and easement information. Except as noted for GIS data—(aerial, RIW mapping, contours,
etc) City data shall be provided free of charge to the selected consultant.
C. Any t traffic data that is available to the City including crash information that is required to
perform the work under this agreement.
C. Site access and all necessary temporary rights-of-entry.
D. The facility, public notification, and City staff for the public workshop.
E. Distribution of the project documents, status, and/or progress reports for internal review.
F. Review all of the Consultant's submittals and provide written comment in a timely manner.

Dear council members
We ask you to please pull this consent agenda item for a short
discussion as this relates to agenda item PH 4 too.
From 'Citizens Concerned for Prado Road'you received a copy of a letter
by Jud Consultants dated June 27, 01. This letter was accompanied.by 8
pages of text and drawings about transportation solutions in the
southern part of town.This info package deals also with the above
interchange.The southern part of town is our last chance to do some
real modem city/transportation planning with a broad vision. RECEIVED
The above interchange study and the current piecemeal planning process JUL 00 2001
with its microscopic scale do not convey any convincing urban vision. i�
The study, in its current form,appears to be a waste of public funds. SLO CITY COUNCIL
The study concept is also unfair towards consultants who should make
long term traffic forecasts
-without knowing the final alignment of Hwy 227 as shown on our
sketches
-without having a short or long term public transportation plan (the
long term publ.trsp. plan, Circul. Elem.2.8, does not even exist)
-without having an updated bicycle transportation plan
-without having the'pedestrian transportation plan' promised 1994 in
Circul. Elem. 4.7.
The above Circul. Elem. programs 2.8 and 4.7 were solemnly promised by
the wording 'the city will...'. Nothing has been done since 1994,which
clearly constitutes an 'insufficient general plan'.This makes the city
legally highly vulnerable. Compare the Grand Jury Report of April 27, 01
about county practices of piecemealing and not updating the general plan
(www.slocourts.net/landuse.pdf pages 17, 20,40).
Citizens concerned about the area between LOVR and Orcutt Street ask you
to first do a broader area transportation study in order to define the
scope of work for the interchange design. Comprehensive citizens'
participation with focus groups and at least 4 public workshops is KG
