SUBJECT: 2001-02 PROMOTIONAL COORDINATING COMMIT'T'EE GRANTS-IN-AID
RECOMMENDATIONS
CAO RECOMMENDATION
1. Adopt a resolution approving the PCC's recommendations for 2001-02 grants-in-aid and
authorizing the City Administrative Officer to execute agreements with each grant recipient
as described in Exhibit "A" attached to the resolution, and inclusive of,any modifications
made by the Council.
2. Authorize the PCC to change its grant application procedures in future years to require new
applicants to attend the Grants-In-Aid Workshop that describes application policies &
procedures.
3. Re-appropriate$1400 from the unexpended GIA balance from 2000-01.
DISCUSSION
Background
In February of this year, the Promotional Coordinating Committee (PCC) began its annual grants
process. Notices were placed in the Tribune advertising the availability of grants for local non-
profit organizations that promote cultural services or recreational services of tourism promotion
advantage to the City. In addition,prior year grant recipients were mailed notices advising them of
the time frame for the 2001-02 grants process. A workshop was subsequently held for prospective
applicants to review the grant application process, emphasize the Council's grant criteria, discuss
the PCC's expectations for the applications and answer any questions from the applicants.
Completed applications were due to the City in March. The PCC received 42 applications
requesting a total of$163,555. This compares with 42 applications received in 2000-01 requesting
just slightly more than $169,000. As in the past, the majority of applications were geared toward
cultural activities. All applications were received prior to the deadline, although some were
incomplete. New criteria were established at the end of last year's grant cycle that permit late and
incomplete applications to be rejected. In reviewing the grant materials provided to the applicants,
it was apparent that criteria stressing the need for complete applications was not as clearly
addressed as was the need for having applications submitted on time. Therefore, no grants were
rejected due to incompleteness. Per policy and with proper notification next year, grants will be
denied if all information is not received by the established deadline. Copies of the 2001-02 grant

Review Process
Upon receiving the grant applications, the PCC convened a subcommittee to thoroughly review the
applications and formulate preliminary grant recommendations. The Grants-in-Aid subcommittee
was comprised of George Newland (who served as chair), Diane Hunt Roberts and Sandy Baer. In
conducting the review, the subcommittee evaluated the applications against the current assessment
criteria(Attachment 2). The subcommittee's preliminary recommendations were then presented to
the full committee for action during the PCC's May meeting. During the meeting, the PCC
reviewed the subcommittee's recommendations and set a public hearing date to present the
recommendations to the applicant agencies.
Funding Recommendations
A public hearing was subsequently held on May 30, 2001, to formally present the Committee's
2001-02 Grants-in-Aid recommendations to the applicant agencies. During the meeting, all
applicants were given an opportunity to address the PCC regarding the recommendations.
Representatives from over half of the applicant agencies were present and gave additional
information about their programs and future plans and in most cases expressed appreciation to the
committee for its preliminary recommendations. Gilbert Reed Ballet requested an addition to the
recommended funding,which was approved.
Action on the Grants-in-Aid recommendations was taken after the public hearing. In recognition of
applicants who turned in "completed" and "timely" applications (a total of 19 organizations), the
PCC recommended increasing each of those grants by $100. The PCC unanimously adopted the
revised recommendations. The PCC then directed staff to forward the recommendations to the City
Council for final action.
The following summarizes the PCC's 2001-02 final grant recommendations:
• Total funding available is$107,500(including carryover of$1400 from.2000-01).
• Total funding allocated is$106,015 in grants,with a reserve of$1,485.
• Funding is provided to 42 organizations,with grants ranging from$1000 to$5,100.
A more detailed discussion of the individual grant recommendations can be found in Attachment 3.
A member of the PCC will be available to the Council at the public hearing to respond to any
inquiries.
Special Consideration for ECOSLO 30'b Anniversary Grant Application
During the public hearing, it came to the attention of the PCC that ECOSLO's 300' Birthday
Celebration "Gala on Garden Street" was scheduled to take place on June 9", 2001, rather than
2002. Because this fact was initially missed by the GIA sub-committee and then again by the full
PCC during the GIA review process, the PCC is requesting a special consideration from Council to
award the grant rather that penalize the applicant for an error made by the PCC. In the future,
applications will highlight funding cycle criteria to avoid similar situations from occurring.

Change in Grant Application Procedures
The PCC has noted over the years that new applicants have the most difficulty with regard to
meeting deadlines, submitting required background material and/or meeting established criteria for
grant projects. In light of this observation, the PCC recommends that future grant procedures
require new applicants to attend the preliminary GIA workshop where questions and concerns can
be addressed early in the process.
Re-appropriation of GIA Fund Balance from 2000-01
During the 2000-01 GIA funding process, all funds were allocated except for a $1400 reserve.
As is has done in the past, the PCC is requesting that these funds be re-appropriated from the
unexpended GIA balance from 2000-01 and held as a reserve during the upcoming fiscal year to
be used for unexpected needs, or for additional allocations requested by the Council at this time.
Contracts
Upon Council adoption of grant amounts, staff will enter into contracts with each of the qualified
organizations. Contracts will then be monitored by the PCC and staff throughout the year.
FISCAL IMPACT
The 2001-02 budget for the PCC Grants-in-Aid Program, approved as part of the 2001-03 Financial
Plan, is $106,100. The PCC is requesting a re-appropriation of$1400 in unspent funding from the
2000-01 fiscal year to allow for total funding and expenditures as follow:

CITY OF SAN LUIS OBISPO AUTHORIZING FUNDING TO FORTY-TWO AGENCIES IN
THE AMOUNT OF $106,015 FOR FISCAL YEAR 2001-02 THROUGH THE
PROMOTIONAL COORDINATING COMMITTEE
WHEREAS, in the past, the City of San Luis Obispo has authorized and distributed
Grants-in-Aid funding to community organizations which provide cultural and tourism
promoting recreational services to residents and visitors; and
WHEREAS, funding for the Grants-in-Aid program has been included in the 2001-03
Financial Plan for the City of San Luis Obispo.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo
as follows:
SECTION 1. That certain organizations attached hereto and marked Exhibit "A" shall

PROMOTIONAL COORDINATING COMIVIITTEE
GRANT APPLICATION ASSESSMENT CRITERIA
Applications submitted to the Promotional Coordinating Committee will be evaluated both in terms of the
applicant and the grant proposal using the following criteria:
A. APPLICANT CRITERIA
1. Applicant organization must have a clearly stated purpose and function and be responsible for the
planning and provision of a cultural, social or recreational program. Acceptable recreational
programs must qualify under Section 1(b)of Grant Criteria below.
2. Applicant must demonstrate that it has the managerial and fiscal competence to complete the
proposed project. Repeat applicants must have a successful history of using prior grant funds.
3. The organization must have non-profit status as defined in Section 501C(3) of the Internal
Revenue Code.
4. The organization must give evidence that it has pursued other sources of financial support and that
it has examined and weighed the financial ability of the target population to support its program or
event.
5. The organization must extend its program to the general public and may not exclude anyone by
reason of sex,race,color,religion,ancestry,national origin,disability or any other population
covered by state or federal law.
6. The applicant organization must be willing to participate in an evaluation process as requested by
the Promotional Coordinating Committee.
7. The applicant should be able to demonstrate coordination with related agencies and existing
community resources.
B. GRANT CRITERIA
1. Grant requests must be for programs or activities which meet one or both of the purposes below:
a. Of local cultural benefit to the residents of the City of San Luis Obispo(e.g., determined by the
event's popularity, its accessibility to residents, its affordability and its uniqueness in the
community)or;
b. Of tourism promotion advantage to the City of San Luis Obispo (e.g., determined by increases
to the City's revenues,especially transient occupancy tax revenues).
2. Additional consideration will be given to events that occur during the "non-peak" tourism months
of September through May.
3. Additional consideration will be given to organizations requesting funds for a special celebration
such as an anniversary or grand opening that will provide increased promotional opportunities.

4. Additional consideration will be given to organizations requesting "seed money" for new events
that will subsequently be self-supporting. A three to five year financial projection is required for
this type of request.
5. Other types of City support, such as facility use or in-kind service, will be considered in the award
process.
6. Demonstrated financial need of the organization will be considered in evaluating and awarding
funds,although the potential promotional benefit of the request will be given higher consideration.
7. Past performance of the organization,regardless of financial need or potential proposal benefit,will
be considered in awarding funds.
8. Grants will not be made for the following expenses:
a. Office overhead or staff.
b. Equipment.
c. Rental of space.
d. Scholarships or camperships.
Applicants should be aware that there is no assurance that funding will be available to them in any
fiscal year. Long-term dependence on City funding is discouraged.

1. ARTHRITIS FOUNDATION (CENTRAL COAST WINE FESTIVAL)
Request Summary: The Arthritis Foundation is requesting funds to defray the cost of the
19"' Annual Central Coast Wine Festival, the major fundraising event for the Foundation.
Specifically, grant funding was requested to support marketing the event. The PCC
recommends funding brochure printing costs, advertising and radio promotion.

and advertising with local media and throughout California in art trade magazine, Artweek.
The PCC recommends a portion of the Gallery's publicity costs.

pieces will be used to help promote the festival throughout the county, the country and
internationally. The PCC recommends funding this request.

and publicity mailers, a conference web page and 3-4 ads in the Central Valley market.

15. EDNA VALLEY/ARROYO GRANDE VALLEY VINTNERS
Request Summary. The Vintners Association is requesting funding for a portion of the
promotional costs (brochure, mailing, and advertising) for the 10`" Anniversary Harvest
CelebrationWine and Food Fair. The PCC feels while Edna Valley is outside the City
limits, it is within the City's sphere of influence and the wineries provide one of the main
tourist attractions adjacent to the City. 23% of the visitors staying in the City also visit
wineries according to a VCB survey. The PCC recommends funding the mailing and
advertising costs for the event.

6. REPORT FROM CHAMBER OF COMMERCE
Alex LaChappelle reported that there has been great coverage of local special events, including the
Roadster Car Show, Concerts in the Plaza, Central Coast Book & Author Festival, and others. In
July, the San Jose/Silicon Valley Business Journal will run an article on wine country. OC Metro may
send a writer to cover the Mozart Festival and there has been continued dialogue with Leonard Finkel,
who is working on a piece for a fall issue of So. CA Golf. She handed out an article from the SF Gate
on people vacationing closer to home this year.
Dillman questioned the value of advertising the Concerts in the Plaza when they are so impacted as it
is. Alex indicated that the Downtown Association requested publicity..
Dave Garth reiterated a discussion held at the last regular meeting of the PCC with regard to the PCC
providing Enhanced Promotional Funds for special projects, but not funding them the following year
either through additional promotional funds or wrapping them into their contracts. When programs are
successful, they need continued funds beyond the 3% increase generally proposed in the Financial
Plan. He asked the PCC to consider the following:
• Ask for exceptions to the existing policy
• Change the policy (criteria)for Enhanced Promotional Funds
• Wrap funds into contracts
The PCC referred this issue to the Marketing Sub-committee for review and recommendations.
Anja Schlotman reported that the Visitor's Center is very busy. Dillman pointed out several errors in
the existing City map.
7. REPORT ON MARKETING
Maggie Cox reported on the May activities of BCA. They are wrapping up this fiscal year and
assessing ad performance for next year's planning. Response to the American Express magazine
has been incredible. The TOT spring edition is out to a mailing list of 125 members and on-line
requests for visitor's guides continues to grow. BCA is working with the City and Chamber on the
coupon book incentive offer and lapel pin tracking component of the program. For some time now,
BCA has been trying unsuccessfully to tap into the Cal Poly parent group. Recently they identified a
parent's newsletter that has a circulation of 15,000 and will pursue this avenue.
8. REPORT FROM VCB
Jonni Biaggini reviewed the monthly recap of group sales and publicity activity. The Powwow was
great this year and they shared a booth with Hearst Castle and National Geographic. The total
response thus far from the American Express article has been 7275 since April. Jonni also recapped
advertising responses on all ads placed and infomercial data.
