SUBJECT: MITCHELL PARK PLAYGROUND IMPROVEMENTS
CAO RECOMMENDATION:
1. Approve plans and specifications for"Mitchell Park Playground, Specification No. 99853"
2. Authorize staff to advertise for bids and
3. Authorize the CAO to award the construction contract if the base bid plus accepted alternates
are within$190,000.
DISCUSSION:
The Mitchell Park playground has play equipment and structures that are aging and out of
compliance by today's playground standards. This playground must be retrofitted to comply
with current codes for playground safety and accessibility.
This project was originally included in the 1993/95 Park Improvement CIP and was one of 8
parks schedule to be renovated. In 1994, the CAO awarded an agreement to Steven P. Caminiti,
Landscape Architect, for design services associated with the Mitchell Park Playground
Renovation project. In 1995, the Landscape Architect completed the schematic plans and costs
estimates and submitted them for architectural review.
After completion of the 1993-94 park improvement projects it became apparent that the
remaining budget would not fund all of the remaining 1994-95 projects. As a result, Staff
postponed the Mitchell Park project and terminated Caminiti's design contract until such time
that the project could be reprogrammed. The project was rebudgeted in the 1997-99 financial
Plan as part of the 1998/99 CIP at $135,000. An additional $75,000 was added to the project
budget in February 2001 as a mid-year budget adjustment once a final construction cost estimate
was prepared in late 2000.
Plans have been completed for the playground and the surrounding turf and landscaped areas that
border Pismo and Santa Rosa Streets. To allow more flexibility in awarding a project, the plans
and specifications have been set up to include alternate bid items. The base bid includes the
playground .core, the elements that are required to satisfy current codes and safety issues. The
alternate bid items are items of work that.should be done to essentially complete this quadrant of
the park but could be deferred to a later date. If bids come in higher than estimated, the City should
be able to, at a minimum, award the base project. If bids come in as expected or lower than the
estimate, the City may be able to award the base bid along with one or all of the alternates. For
purposes of award,the low bidder will be the bidder with the lowest"Base Bid."

This project is one that has been selected to include public art. Taking this into consideration, the
plans identify a location for installation of a public art feature. The public art component will
follow completion of the playground project.
CONCURRENCES:
The Architectural Review Commission has reviewed and approved the plans. The Community
Development Department has granted this project a categorical exemption.
FISCAL EMPACT:
This project is included in the 1997-99 Financial Plan, Appendix B, Pages 151-153. There is
currently $208,988 available in the construction account to cover this contract. The Engineer's
Estimate is as follows.
Base Project $165,000

Outer Perimeter(referred as"Phase 2"on plans) $42,500

As shown, there are not enough funds to cover the entireproject: There are, however adequate
funds to award a contract up to $190,000 and still allow approximately 9% to be reserved for
contingencies. Staff is asking Council to authorize the CAO to award a contract consisting of the
base bid plus added.altemates that will not exceed$190,000.

A typographical error was found in the Mitchell Park Playground Improvements Council agenda
report. The specification number called out as "Specification No. 99853" on Line 1 of the CAO
Recommendations is incorrect and should be changed to "Specification No. 99827."

Mitchell Park Renovation
The Mitchell Park Playground Improvement Project was reviewed by the Parks and
Recreation Commission on December 2, 1988.
On a motion made by Commissioner Ron Regean and seconded by Commissioner Wendy
Pyper the project was unanimously endorsed.
