SUBJECT: NOMINATION TO THE BOARD OF DIRECTORS OF THE CENTRAL
COAST COMMISSION FOR SENIOR CITIZENS (CCCSC), AREA
AGENCY ON AGING
RECOMMENDATION
Nominate Robert Wright as the City of San Luis Obispo representative to the Central Coast
Commission for Senior Citizens Area Agency on Aging Board of Directors for a two-year term
appointment.
DISCUSSION
The CCCSC is a non-profit, private corporation designated by the California Department of
Aging as the Area Agency on Aging for San Luis Obispo and Santa Barbara Counties. The 12-
member Board of Directors includes nominees from San Luis Obispo and Santa Barbara County
Supervisors, and the San Luis Obispo, Santa Maria and Santa Barbara City Councils. Other
members are recommended by community agencies and organizations.
The Board of Directors governs the operations of all the programs sponsored by the Commission.
Programs governed by the Board include:_ Health Insurance Counseling and Advocacy Program
(HICAP), Senior Employment Program, Eldercare, Senior Connection and Area Agency on
Aging. The Area Agency on Aging component of this corporation allocates funds from the
Older Americans and Older Californians Acts to address the need for home and community
based care for older persons and functionally impaired adults.
The City Council nominates a candidate. The CCCSC Board of Directors then appoints the
nominee.
A vacancy exists on the CCCSC due to the resignation of Gary Fowler. Mr. Wright has agreed
to serve as the City's nominee.

SUBJECT: Appointment Recommendations to the
Human Relations Commission (HRC)
RECOMMENDATIONS:
Make the following appointments:
1) Paul Brown to fill an unexpired term to begin immediately, ending on 9-30-02.
2) Tom Hutchings to fill an unexpired three-year term to begin immediately,
expiring on 9.30-04.
3) Stephen Lamb, Bryan Gingg and Janna Nichols to four year terms each, to begin
10-1-01, expiring 9-30-05.
DISCUSSION
Five positions on the HRC are vacant. Pamela Suraci and Barbara Haddon resigned in June.
Trish Avery's term will be expiring in September and she is no longer eligible to be reappointed,
having served since 1993. The terms of Janna Nichols and SusanBrown expire in September
and both are eligible for reappointment.
The Office of the City Clerk conducted an open recruitment and received applications from
twelve individuals. On July 27'x, the Council Subcommittee of Mulholland and Marx
interviewed the applicants and are pleased to nominate the candidates and terms as outlined
above. Applications of those recommended are attached. All others are available for review in
the Office of the City Clerk.
