CAO RECOMMENDATION:
1. Approve plans and specifications for"Street Reconstruction/Resurfacing—Fall 2001".
2. Authorize staff to advertise for bids.
3. Authorize the CAO to award the contract if the lowest responsible bid is within the engineer's
estimate of$1,250,000.
4. Authorize the transfer of $614,707 from the South Higuera Street Rehabilitation project
account to the 1999/2001 Street Reconstruction/Resurfacing account.
DISCUSSION
The City's Pavement Management Plan (PMP) was adopted by the City Council on April 14, 1998.
The key elements of the PMP are the establishment of eight principal areas within the city, and a
maintenance plan in which each of these eight areas will receive maintenance over an eight-year
period. Streets located in the central downtown area are not part of this rotation because they
require maintenance more frequently. This project reflects required major pavement work in Area
4.
Earlier this year, Chec Engineering Consultants, Inc., a private consulting firm specializing in
pavement design and deflection testing, was awarded a contract for engineering services. They
performed structural testing of selected City streets primarily located in pavement areas 4 and 5.
The streets tested were those that had already been selected for rehabilitation based on the City's
Pavement Management Plan (PMP), which utilizes the computer program MicroPaver. Chec
Engineering Consultants, Inc. conducted the tests using the dynaflect method, a nondestructive
testing method of determining a street's structural integrity. As part of its contract with the city,
Chec Engineering Consultants, Inc. issued its findings in a report, "Deflection Testing/Analysis
Structural Pavement Recommendations," in which test results and design recommendations are
presented.
CAO recommendation item #4 listed above is the transfer of $614,707 from the South Higuera
Rehabilitation project account into the 99/01 Street Reconstruction/Resurfacing account. Prior to
advertising for bids,the South Higuera project received a transfer of$925,000 from the 99/01 Street
Reconstruction/Resurfacing account. Because the lowest bid on the South Higuera Rehabilitation
project was considerably lower than the engineer's estimate, $614,707 can be transferred back into
the 99/01 Street Reconstruction/Resurfacing account and will not be needed for the South Higuera
Rehabilitation project. Utilization of this money for major pavement work in Area 4 is consistent
with the City's adopted Pavement Management Plan.
