CAO RECOMMENDATIONS:
1. Approve plans and specifications for"Jack House Carriage Barn Rehabilitation, Specification
No. 99624C"
2. Authorize staff to advertise for bids
3. Authorize the CAO to award a contract if the lowest responsible bid is within the engineer's
estimate of$50,000
DISCUSSION
This project will add a foundation, concrete floor; and seismic strengthening to the Jack House
Carriage Barn. When this project was first put out to bid in October 2000,the low bid was
almost double the budget available. As a result, bids were rejected and the project was
postponed. On February 6, 2001, the Council appropriated an additional$28,000 to the project
budget and directed staff to once again proceed with the project.
One change has been made to the original specifications: The requirement to reuse existing wood
flooring over the new concrete floor has been eliminated because of uncertainty about the
condition of the wood.
CONCURRENCES
The Jack House Committee has reviewed this project and supports it. Community Development
Department has determined this project to be aesthetically insignificant and is categorically exempt
from CEQA(Class 31; CEQA Guidelines, Section 15331).
