I attended this meeting as our regular member Jan Marx had a scheduling conflict. Staff
members Wayne Peterson, Glen Matteson and Neil Havlik were also in attendance.
Presentations were made on two principal topics:
(1) Resource Inventory Biology by the Morro Group; and RECEIVED
(2) Waterway Management Plan by Questa Engineering

Representatives of the Morro Group made presentations and passed out materials
updating the Advisory Committee on their research findings to date on habitats,plants,
wildlife and"reach by reach"conditions in San Luis Obispo Creek, East Fork of San Luis
Obispo Creek, Prefinno Creek, Stenner Creek, Brizziolari Creek and San Miguelito
(See Canyon)Creek. Also included was a summary of In-stream Habitat Statistics.
Except for several exchanges between the presenter and Neil Havlik to clarify technical
aspects of the materials, the remainder of the Advisory Committee accepted the materials
for finiher review. (I have passed on my copies to Jan for her files.) Check with Neil
Havlik should you have technical questions.

This presentation scared the socks off of me!
I has been my understanding that the primary purpose of this watershed study was to
discover how it "worked"in all kinds of rainfall conditions-especially those conditions
that have historically produced floods downstream inundating San Luis Obispo.
My confidence in the work took a nosedive as I listened to the presentation by a
representative of Cuesta Engineering. First,he stated that the size of the storm that could
pass beneath our downtown varied between 10 and 25 years;that is a variance of 150%.
I indicated that that was an unacceptable variable, and we needed better information. The
tunnel is of known size;the unknown factor is the velocity of the stream produced by a
particular type of storm coupled with the condition of the watershed. I had always
understood the tunnel capacity was rated at a 30—35 year storm. If it is only 10 years,we
have a humongous problem. If it only 25 instead of 30 35 storm capacity we still have
a problem albeit a bit less than that of a 10 year storm capacity.

As the report moved to open field conditions further downstream which flooded, I was
further alarmed to discover that after all of these months of study the presenter did not
ow which side of Highway 101 the Sunset:Drive In Theater was located.
Two pieces of information were passed out(Again, I have forwarded these to Jan)-one
was entitled"Issues to Resolve for Fine Tuning SLO Phase H Project Description,"and
the other was a proposed"Statement of Management Goals&Action Items." The
Advisory Committee agreed that the idea proposed by the consultants to have a Goals
Statement was worthy ofpursuing.
A t grit:• I truly trust these "blips" that I picked up will be corrected with accurate
data. When the 1 p73,flood hit SLO, I was Mayor. SLO was declared a National Disaster
Area. I can tell you emphatically that flooding is a no fun experience!
We need to prepare to stave off as much o,f°the flood threat as we can. It is a task that
requires accurate data to provide that structures that exist in our flood prone areas will
be properly corrected, and that new structures yet to be built will be constructed to
survive a 100-year storm as a minimum. Significant amounts of public and private
money will be required for these tasks and we must be judicial with such expenditures.
Two engineering errors stand out in my vivid recollections of the '73 flood—one saved
the city from significantly greater flood damage; the other caused major flooding of
Lagunake homes. Both dealt with culvert sizing. The culverts running under 101 at
Cuesta.Park were not designed to allow the passage of a 100-year storm. Consequently,
Cuesta Parklled to a point just short of overtopping 101. Happily, it served as a make-
ship impounding reservoir, As the culverts were undersized, they metered the amount of
water that ran down San Luis Obispo Creek. Even though the flow was "metered" the
quantify was still more than other structures (including the under-town tunnel) could
pass and,f l ing of the downtown and downstream properties occurred. The second
error was the sizing of the culverts under Madonna Road. The culverts were too small to
allow the storm waters flowing into Lgguna Lake from Prefumo Creek and from the
natural headwaters of the lake to exit. Consequently, the lake rose and flooded homes at
the lake edge, Oceonaire Avenue and homes on the other side as well. (Rowboats were
the vehicle of choice in that neighborhood.)Had the culverts been sized to pass a 100-
year storm,flooding of the homes may have been prevented. Since then, the culverts have
been expanded and I understand they are of a size to pass a 100-year storm—I certainly
hope so.
With the retirement of City Engineer, Wayne Peterson, the City is loosing a very, very
significant part of our "institutional memory„of floods and flooding. We must be
absolutely certain that the statistical data that these watershed studies bring forth are
correct beyond a reasonable doubt. (Jan,you have a heavy responsibility on your
shoulders.)
