Approve plans and specifications for "Osos/Islay/Leff Street Rehabilitation & Waterline Replacement". 2. Authorize staff to advertise for bids. 3. Authorize the CAO to award the contract if the lowest responsible bid is within the engineer's estimate of$600,000. DISCUSSION The current condition of the pavement surface of Osos Street between Pacific Street and Leff Street is in fair to poor condition. In 1999, City staff identified this street section as a potential candidate for a pavement rehabilitation project to be fully funded by the State Transportation Improvement Program (STIP). In March 2000, City Public Works staff submitted an application to the San Luis Obispo Council of Governments for funding of this project. This initial funding request was approved. The funds were allocated by the State on March 6, 2001 thus authorizing our expenditure of these funds. The total amount of the State funds allocated was $1,000,000. This amount was to be spent on two projects. 1) Johnson Avenue from Buchon Street to Orcutt Road (already completed), and 2) Osos Street from Pacific Street to Leff Street and other streets adjacent to Osos Street. In March of this year, Council authorized $750,000 of that grant to fund the Johnson Avenue Rehabilitation project. Construction of the Johnson Avenue Rehabilitation project has now been completed with final construction costs being slightly lower than expected. Remaining from that $750,000 is $129,193, which may now be used to help fund this Osos/Leff/Islay Street Rehabilitation project. With the additional amount of $250,000 originally allocated for this project, $379,000 in grant funding is available to be used on this project.. In Fall of 2001, the City paved streets in Pavement Area 4 as outlined in the 1998 Pavement Management Plan. The paving of Islay Street from Broad to Santa Rosa, and Leff Street from Osos to Santa Rosa was not included in that Fall 2001 paving project due a conflicting waterline replacement project along these same two streets. That waterline project is now nearing completion thus allowing us to now rehabilitate the pavement. Council Agenda Report-Osos/Islay/Leff Street Rehabilitation & Waterline Replacement Page; Also included in this project is the replacement of an existing waterline on Osos Street from Buchon to Leff. Replacement of water distribution pipes is an ongoing program to replace aging and deteriorating infrastructure. This program has three objectives: 1) Ensure reliable water service. 2) Reduce the need for emergency repairs. 3) Enhance available fire flows. The replacement of the waterline on Osos Street from Buchon to.Leff was originally identified as a 2003/04 project. It has now been added to this project so that it may be coordinated with the repaving of the street. Reflected in this project are some modifications to our construction specifications regarding traffic control requirements and increased penalties for non-compliance. One key modification regarding traffic control is a requirement limiting the hours of operation on Osos Street. Because it is such a heavily used street, the contractor will be permitted to close the street only after 9:00 am, and will be required to reopen the street by 4:00 pm. With the heavier amount of construction recently being done in the City, staff is finding the need for tighter project specifications essential in miniiriizing public inconvenience. CONCURRENCES The Community Development Department has approved this project for environmental clearance, and the Utilities Department has budgeted the funding.of the waterline replacement. FISCAL IMPACT The Utilities Department.Water Distribution account will fund 100% of the costs associated with the installation of the new waterline. The available STIP grant will fund most of the costs associated with the surface improvements on Osos Street. The excess costs of the street rehabilitation will be paid from the existing Street Reconstruction & Resurfacing Account 99-01.
