SUBJECT: Vehicle for Student Neighborhood Assistance Program
CAO RECOMMENDATIONS:
Approve retention of unmarked surplus City vehicle, for use by the Student Neighborhood
Assistance Program, through June 2003.
DISCUSSION
Two additional unmarked "pooling" vehicles for the Police Department were previously
recommended in the 1999-01 Capital Improvement Budget for 2001-02,but were deferred during
the 2001-03 budget process.
During the 2001-03 budget process a Significant Operating Program Change was approved to
expand the successful Student Neighborhood Assistance Program (SNAP). The purpose of the
change was to reduce part-time employee turnover, double deployment of SNAP personnel on
Friday and Saturday evenings, reduce response times to noise complaints, add Neighborhood
Enhancement Ordinance enforcement and evening Parking District enforcement duties. It was
hoped that the existing Police Department unmarked vehicle pool could accommodate the
increase, however this has not been the case.
In October 2001, the City Administrative Officer approved the retention of an unmarked, surplus
City vehicle for use by SNAP for a period of 180-days. Following the 180-day period, staff was
intending to request an additional unmarked vehicle during the mid-year budget review process.
Although the vehicle is needed, in light of the current fiscal uncertainties an additional
appropriation is not recommended at this time. Based on usage of the unmarked surplus City
vehicle, the City Fleet Supervisor believes the vehicle will meet the needs of SNAP through June
2003. Therefore, staff is requesting approval to extend the retention of the unmarked surplus
City vehicle for use by SNAP through June 2003 when adding a vehicle can be considered as part
of the next Financial Plan.
CONCURRENCE
Fleet Supervisor agrees vehicle should provide appropriate service life through June 2003.
FISCAL IMPACT
Undetermined loss of immediate auction revenues for used vehicle; current fair market value is
approximately$3,945 less any additional depreciation.
