SPECIAL MEETING Council Chamber 990 Palm Street CALL TO ORDER: Mayor Allen K. Settle PLEDGE OF ALLEGIANCE ROLL CALL: Council Members John Ewan, Christine Mulholland, Ken Schwartz, Vice Mayor Jan Howell Marx, Mayor Allen K. Settle All Council Members were present PRESENTATION Chris Rose, Environmental Scientist for the Water Shed Assessment Unit, Regional Central Coast Water Quality Control Board, gave an overview of the Total Maximum Daily Load(TMDL) Program for Pollutants in San Luis Obispo Creek and its tributaries. PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA(not to exceed 15 minutes total) The Council welcomes your input. You may address the Council by completing a speaker slip and giving it to the City Clerk prior to the meeting. At this time, you may address the Council on items that are not on the agenda or items on the Consent Agenda. Time limit is three minutes. State law does not allow the Council to discuss or take action on issues not on the agenda, except that members of the Council or staff may briefly respond to statements made or questions posed by persons exercising their public testimony rights(Gov.Code Sec.54954.2). Staff may be asked to follow up on such items. Staff reports and other written documentation relating to each item referred to on this agenda are on file in the City Clerk's Office in Room 1 of City Hall. Kathy Silva invited Council to attend the "Hello Dolly"theater production at Unity Church. Andrew Carter expressed concern regarding the lack of affordable housing in San Luis Obispo. Council Agenda Tuesday;March 12, 2001 Mary Beth Schroeder urged Council to defer development and marketing in San Luis Obispo. She voiced opposition to the expansion of the Manse on Marsh as well as the high cost of rental housing. STUDY SESSION 1. CITY OF SAN LUIS OBISPO WATER SYSTEM MASTER PLAN. (MOSS/ HENDERSON — 30 MINUTES) RECOMMENDATION: Receive and file report and consider specific projects as they come forward in future financial plans. ACTION: Report received. 2. CITY OF SAN LUIS OBISPO WASTEWATER MASTER PLAN. (MOSS / HIX - 30 MINUTES) RECOMMENDATION: Receive and file the report and consider specific projects as they come forward in future financial plans. ACTION: Report received. 3. IMPACT FEE.STUDY RELATED TO WATER AND WASTEWATER UTILITIES MASTER PLANS. (MOSS / S.BAASCH - 45 MINUTES) RECOMMENDATION: 1) Review the Waterand WastewaterAB 1600 Fee Study Update prepared by David Taussig & Associates, Inc., and the recommended water and wastewater impact mitigation fees included therein. 2) Direct staff to set a public hearing for adoption of these fees by resolution at the April 16, 2002 Council meeting. ACTION. 1) Reportreceived. 2) Approved. (5:0) 4. WATER DEVELOPMENT IMPACT FEES. (STATLER— 1 HOUR) RECOMMENDATION: 1) Review the Water Development Impact Fees Report prepared by the Department of Finance setting forth recommended fees based on updated water supply costs along with the treatment and distribution system fee recommendations prepared by David Taussig and Associates. 2) Direct staff to set a public hearing for adoption of these fees at the April 16, 2002 Council meeting. ACTION. 1) Report received. 2) Approved. (5:0) Council directed staff to return in June 2002 with a study session on issues relating to annual water supply, Council Agenda Tuesday, March 12, 2001 including a review of water supply projects, reservoir storage, the per capita demand ratio and the reliability reserve. COUNCIL LIAISON REPORTS (not to exceed 15 minutes) Council Members report on conferences or other City activities. Time limit-3 minutes. Council Member Schwartz reported on the March 6, 2002 meeting of the San Luis Obispo Council of Governments. Council Member Mulholland gave an update of the March 6,2002 Water Resources Advisory Committee meeting. Council Member Mulholland summarized the March 6,2002 Human Relations Commission meeting and announced that April 5, 2002-April 13, 2002 will be Annual Hunger and Homeless Week. Council Member Mulholland and Council Member Schwartz reported on the March 6,2002 joint meeting of the Architectural Review Commission, Tree Committee, and Parks and Recreation Commission. Council Member Mulholland recapped the March 12, 2002 meeting of the San Luis Obispo Downtown Association Board of Directors.
