The SLORTA portion of the meeting was fairly routine beginning with a closed session a-ply
devoted to the status of labor negotiations with unrepresented employees. David Lilly,
SLORTA manager, gave an impressive report regarding the establishment of new titles
for SLORTA staff and an updating of duties and salaries. Such a study has never before
been conducted within the SLORTA organization. The Board adopted the
recommendations with accolades to the Mr. Lilly who has accomplished this during his
first year on the job. The SLORTA budget was adopted as recommended.
The highlight of the SLOCOG meeting was a presentation by Linda Wheaton from HCD
in Sacramento. Linda lectured the Board on the need for housing in the State and how
and why the allocations for each COG had developed in the manner they had. She
acknowledged that as a result of our COG's recent protest of the original numbers HCD
O had assigned to us that HCD's staff had reworked the allocation and what has now been
assigned to us is"ft." The tone ofher presentation bordered on arrogance and Board
members reacted is kind. Virtually every member of the Board had something to say—
mainly about the General Planning processes used by our local governments entities and
the limited resources base most of us are trying to work with. It was agreed that a
transcript would be made of the `hearing' and forwarded to our representatives in
Sacramento. Mayor Settle was one of the few public members to add to the Board's
comments.
The second item of interest to us was a median barrier project being advanced by
Caltrans for the stretch of I-fighway 1 beginning at Highland in SLO and running to
Cuesta College—a very scenic section of highway,but never-the-less one that has seen 9
fatalities in the last 10 years due to cross-over collisions. So this is budgeted primarily as
a safety work. COG agreed to budget $400,000 to `beautify' the barrier. Some examples
of improving the looks of the typical concrete barrier were shown,but no specific
example was approved, rather the Board requested that the design be brought back to
COG for final approval- Unfortunately, we were told that $400,000 is not a lot of money
to beautify a barrier of this type. We shall see.
The Regional Transportation Improvement Program(RTIF)was approved. Due to the
condition of the State budget, only those projects that are well into the contract
documents stage are likely to be fully fimded for construction in the next two to three
years. Most of the others on the list have been delayed into the ether of 20074 of

construction. Message, don't get too excited about your expectations for construction of
projects in the near firture. �—
A closed session completed salary negotiations with Ron De Carlt COG Director. We
also completed a compensation and benefits plan with COG employees.
