Prado Day Center
My name is Mary Parker and I am the chair of the People's Kitchen Board. We have
learned that the Prado Day Center has experienced an economic shortfall. As a result of
this short fall the people's kitchen board has reviewed our needs. We find after careful
review that our needs have not changed from 1997:
We need:
• Security when we are serving
• Transportation vouchers for clients
• A facility from 11:30 1:30
We have communicated these needs to Biz Steinberg, at EOC. We also wanted to let all
financial decision makers know that our needs have not changed in order for us to meet
our mission, stated on our brochure.
We support the Prado Day Center and staff. The services that are offered to the homeless
at the center are impressive. As you know, many agencies come to the center to find and
work with clients. Reducing the effectiveness of this community built Center would be
unfortunate.
It is our strong desire to be able to continue to serve at the Prado Day Center with the
above needs being met so that we can accomplish our mission.

Subject: Public Comment- Council Meeting 4/2/02 - Home Depot
Over the past several months we have observed the ongoing
negotiations between Madonna Construction Co. and the Corps of
Engineers which have delayed the Home Depot Project. We are
confident that somehow mitigations and permits will finally get
worked out and Home Depot will eventually open.
I believe the City has an interest in seeing that this project is
completed soon. Until Home Depot is open, our citizens are deprived
of the service this store could provide, and many drive to nearby
communities adding to air pollution and traffic congestion. The City
is missing out on its share of sales taxes in the magnitude of
$900,0000/yr. This revenue could certainly be put to good use in
these uncertain economic times.
One major delay in the completion of this project relates to the
provisions regarding street widening and access. It is my
understanding that staff has reviewed an interim plan that will
handle all traffic needs generated by Home Depot. This plan would
permit installation of street widening improvements within the
bounds of the curb and gutter improvements already installed, thus
allowing occupancy without having to complete, at this time, a
permit to fill in a small ditch along the edge of Los Osos Valley Road
easterly of Home Depot.
Issuance of this permit for interim road improvements would be a
positive step in speeding occupancy and subsequent service and
revenue to the community.
I request that the City Council direct staff to investigate this
possibility and report back at an early date.
