SUBJECT: RENAMING OF FRENCH PARK TENNIS COURT
CAO RECOMMENDATION
Approve the recommendation of the Parks and Recreation Commission to rename the French Park
Tennis Court to the"Joanna Santarsiere Memorial Court"
DISCUSSION
In 1997, Council adopted a policy to rename a park or facility for an individual or group who has
made significant contributions to the city or its citizens. Previous Council action has included the
renaming of a parcel near Laguna Lake to Priolo-Martin Park in gratitude for the work done by two
Eagle Scouts at the site and the recognition of service to former Parks & Recreation Director Jim
Stockton by re-identifying the softball field at Sinsheimer Park to Stockton Field.
A group of tennis players approached Staff on renaming the French Park tennis court for one of
their former instructors, Joanna Santarsiere. For many years,Joanna taught tennis lessons at French
Park and had developed a very faithful and loyal group of students. Joanna passed away in 2001
from a sudden illness. Her students wished to pay her tribute for the time and energy Joanna shared
with them and felt it fitting to name the court at French Park after her.
CONCURRENCES
The Parks & Recreation Commission approved the renaming of the French Park tennis court for
Joanna Santarsiere at their December 5, 2001 meeting.
FISCAL IMPACT
No fiscal impact is foreseen as the tennis group, spearheaded by Karen Roth,has donated the funds
for the court signage and will coordinate the installation of the sign with Public Works..

Wednesday, December 5, 2001, 7:00 p.m.
CALL TO ORDER: Chair Jim Neville called the meeting to order at 7:03 p.m.
ROLL CALL: Chair Jim Neville, Vice Chair Peter Dunan, Commissioners Debbie Black,
Gary Clay,Teresa Larson, Bonnie Marzio, and Bill Pyper.
STAFF: Paul LeSage, Brandi Diffenderfer, Jessica Kenworthy, Larry Tolson, and
Cindy McDonald.
PUBLIC COMMENT PERIOD:
There was no public comment.
CONSIDERATION OF MINUTES:
The minutes of the November 7, 2001 meeting were approved.
1. Volunteer of the Month
Postponed until next meeting.
2. Request to name French Park Tennis Court.
Karen Roth spoke about renaming the tennis court in honor of Joanna Santarsiere. The petitioner
will have the sign made to City specifications and language.
On a motion by Pyper, seconded by Dunan, the Commission voted unanimously to approve the
renaming of the French Park tennis court in honor of Joanna Santarsiere.
3. Review the proposed agreement for the use of Sinsheimer Park Batting Cages by local
sports groups.
LeSage reviewed the Sinsheimer Park Batting Cage project with Commission. Questions regarding
staffing,vandalism, and hourly rate were discussed.
On a motion by Larson, seconded by Clay,the Commission voted unanimously to approve the draft
agreement for pre-paid use of batting cages for donors to the Sinsheimer batting cage project.
4. Open Space Naming Opportunity
LeSage reviewed the opportunity to acknowledge and dedicate the naming of a small pond on the
recently acquired Johnson Ranch Open Space in honor of Bert and Candice Forbes.
On a motion by Pyper, seconded by Larson, the Commission voted unanimously to approve the
naming of the small pond on Johnson Ranch Open Space to be named"Forbes Pond".

Dear Paul,
After the approval by San Luis Obispo Parks and Recreation Commission
to name the tennis courts in honor of Joanna Santarsiere, I have procured
an estimate for the proposed sign. I am enclosing that proposal and
rendering of the sign to you as well as a diagram of the placement for the
sign.
The sign would be located to the left of the current Rules and Regulations
Sign. It would attach to the chain link fence with the concrete wall beneath
it. It would be visible from many directions and fit in well with the overall
park design.
Pending approval from the San Luis Obispo City Council on the request for
the naming of the tennis court, I will personally be responsible for the
financial obligation and the installation of the sign. Many of Joanna's
friends will be contributing to the financing of the sign and they are all
excited to have her honored in this way. It will be a great tribute to her.
If you have any questions, please contact me. I look forward to hearing
when this will go before the City Council as a consent item. Thank you for
