Subject:GPA 57-02: REQUEST TO AMEND THE GENERAL LPLAN
LAND USE MAP TO CHANGE LAND USE FOR 13 ACRES NEAR THE
SOUTHEAST CORNER OF ORCUTT ROAD AND BROAD STREET FROM
SERVICES AND MANUFACTURING TO HIGH-DENSITY RESIDENTIAL, AND
TO AMEND THE CIRCULATIION ELEMENT TO DELETE THE SACREMENTO
DRIVE EXTENSION.
Representing various neighborhoods of the Johnson Ave R-1
residential area to include the following neighborhoods,
but not limited to the areas of Fixlini, Flora, Viewmont,
Parkland, Sydney, Tanglewood, Johnson Ave, Greta, , Laurel
Lane, Bullock Lane, we would like to ask that council deny
the request by the Capstone West developer to change the
zoning of the 13 acre site that has been proposed for the
development of student housing.
The traffic issues on Broad, Orcutt, Laurel Lane and
Johnson Ave. should be reason enough to deny this project.
We will all be watching the council decision, and be more
than happy to fully discuss this project with you.

Regarding the City Council meeting Item#7,the request to amend the General Plan Land
Use Map to change Land Use for 13 acres near the Southeast corner of OReutt Road and
Broad Street from Services and manufacturing to high-density residential and to she
amend the circulation element to delete the Sacramento Drive extension.
Before you tonight is a project that requires'2 Generat lan amendments. This project will also
require some creek setback considerations before completion. There are also major traffic impact
conaderations to overcotne as this project will generate a minimum of 800 more trips across
town per day. Students drive and anyone considering living in this proposed project will have to
have transportation.
Police and Fire services will create a different nature than those that would be required by
research or development projects under the existing M-PD and C-S-S zoning. Stating that
exisft pokm andfire wee are expected to be adequate to serve the needs of the project is
not accurate or logical. It doesn't take much reason to understand that anytime 800 cars and 800
college students plus their Erimds are brought into any scene there is a strong need for more
police and fire servioe,even on a good day.
Why the nab on making a decision tonight? The offer of financing the bike paths is not enough
to offset the damage to our community as a whole.
This is one very large project. City staff all ready has many large projects on the table. It is not
reasonable to bring forth another one-especially one that wants completion with 3 yrs. How can
one project of this size go ahead of all the other projects staff is working on? What about all the
projects being revised and/or in the planning process awaiting implementation? There comes a
point to saying"No". There is too much growth going on and way too fast for quality results.
