Approve the RFP for Upgrade Johnson Ave. Storm Water Lift Station, authorize soliciting of proposals, and authorize contract award by the CAO if proposed contract amount is below $75,000. DISCUSSION Where Johnson Avenue passes under the Union Pacific Railroad Bridge there is a low spot that cannot drain by gravity. To prevent flooding of the street a pump station was built in the 1950's to lift storm water up through a storm drain to an elevation where it can drain by gravity to San Luis Creek. Other than some minor repairs by contract and city staff the pumps and electrical switchgear are original components installed when the lift station was built almost 50 years ago. Over the last five years there have been several pump and switchgear failures attributable to age and wear. Although there are two pumps that are designed to back each other up, they are so old that it is possible both could fail, particularly during extended pumping periods after heavy rainfall. Because Johnson Avenue is a major arterial and because it provides an important northern access to French and General Hospitals, it is important to keep it open and passable at all times. If both pumps failed during heavy storms, Johnson Avenue would remain impassable for an extended period. This project would rebuild the 50-year old pumps, replace the electrical switchgear with control equipment that meets current electrical code, clean and seal the wet well, paint the exterior of the pump house, and recoat the roof. FISCAL IMPACT A total of$75,000 was approved as part of the 2001-2003 Financial Plan in the General Fund Flood Protection Program to support the Upgrade Johnson Avenue Storm Water Lift Station Project(Appendix B,p. 208). There is currently$75,000 in the budget. ALTERNATIVES Defer the project. This alternative is not recommended as the equipment is more than 50 years old; and has had an increased need for maintenance during the last five years. During each winter C4-1 Council Agenda Report—Report Title Page 2 there is a chance that the current equipment could fail causing the underpass to become flooded, blocking a vital arterial in the City.
