SUBJECT: RENEW PARTICIPATION IN JUVENILE ACCOUNTABILITY
INCENTIVE BLOCK GRANT PROGRAM
CAO RECOMMENDATION
1. Approve Juvenile Accountability Incentive Block Grant (JAIBG) Application Submittal to
the State Office of Criminal Justice Planning.
2. Renew participation in the JAIBG program by accepting the JAIBG grant award in the
amount of$9,573.
3. Authorize the Chief of Police to execute all grant related documents.
DISCUSSION
Annually, since 1999, the City Council has approved participation and matching funds in a.
Juvenile Accountability Incentive Block Grant (JAIBG)program. The grant available to the City
of San Luis Obispo this year is $9,573. The Juvenile Diversion Program areas funded by this
grant are a part-time program coordinator through Family Care Network and diversion services
including mediation, counseling, esteem building; and family skills training within the city.
The base annual cost to operate the City's Juvenile Diversion Program is approximately$20,000.
The Police Department currently has $10,000 budgeted for this program. The JAIBG award will
fund the remaining program costs. For the City to continue to benefit from this program, we are
required to provide $1,064 in matching funds.
To date, the Juvenile Diversion Program has exceeded all expectations. We have processed over
270 clients; nearly five times our original estimate..
FISCAL IMPACT
Matching City funds in the amount of$1,064 are available in the Police Department budget.
ALTERNATIVES
Decline to renew participation in the Juvenile Accountability Incentive Block Grant program and
do not apply for JAIBG funding. Staff does not recommend this alternative, as it would
negatively impact the Juvenile Diversion Program and significantly reduce the juvenile services
provided within our community by the San Luis Obispo Police Department.

The Governor's Office of Criminal Justice Planning (OCJP) is pleased to announce the release of the Juvenile
Accountability Incentive Block Grant (JAIBG) 2002,Request for Applications(RFA). The funding cycle for.
this program is a twelve-month period beginning June 30, 2002 and ending June 29, 2003.
Our office has determined that your unit of local government is eligible to receive grant funds under the JAIBG
2002 Program. Funds made available through this program have a stated purpose of promoting greater
accountability of juveniles in the juvenilejustice system. Refer to the attached allocation list to determine the
amount available to your jurisdiction. Please note, a qualifying unit of local government may waive its right to a
direct subgrant award and request that such unit's funds be awarded to and expended for its benefit by a larger or
contiguous unit of local government. See the JAIBG 2002 Program Guidelines(page 4)for instructions.
Please pass the information contained in this letter to appropriate departments or agencies within your
jurisdiction. Police, Sherr and Probation.Departments, as well as the offices of the District Attorney and Public
Defender have implemented successful programs in the past.
Applications are currently posted for download on the.00JP Web Site, http://www.odR.ca.gov. Applicants may
alto request a copy by .calling the Juvenile Justice&Delinquency Prevention Branch.
To be considered for funding under the JAIBG RFA in FY 2002/2003, it will be necessary to complete the
materials and submit them to OCJP no later than 5:00 p.m., Friday,May 3,2002.
